Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole
in the Council Chambers in the City Hall on Monday, August 29, 1966. The meeting was called to order by
Chairman Edwin Thomas Smith, who presided. Time: 8:00 P.M. All members were present.
COMMUNICATION

Mrs. Allen and Gentlemen:
First may we commend and thank you again for continuing the program of informal hearings which
gives so many people, whether present or via radio, an opportunity to learn about the proposals.
The civil city budget was the first to be aired, and you will be the first to take action, there-
fore you can set the pattern.
Since the hearing last Monday evening we reviewed the information and present the following for
your earnest consideration:
We recommend the adoption of the police and fire salaries as presented.
We also recommend the following changes in the General Fund:
1. Combine the positions of Administrative Assistant in the Mayor's budget, with that
of Manager, in Central Services, at a savings of $8,000.00.
2. If it is not possible to pay for the new Fire Station entirely out of Cumulative
Capital Improvement Fund, transfer $81,500 from this Fund to the General Fund.
This represents the difference between the $159,000. budgeted and the estimated
proceeds from the sale of the land.
3. Reduce the Motor Equipment item in the Fire Department budget $24,615 from $55,600
to $30,985.00 or approximately 1(,%.
The total of these three recommendations would reduce the tax rate 5(�. We believe further reductions will
be made by you, and by other reviewing bodies as the budgets and rates follow the legal procedures.

ORDINANCE
AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING
THE EXPENSES OF ALL BUDGET OPERATED DEPARTMENTS OF THE CIVIL
CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING
JANUARY 1, 1967, AND ENDING DECEMBER 31, 1967, INCLUDING
DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS
APPROPRIATED -IN WHOLE OR IN PART, FROM THE GENERAL FUND AND
FROM FUNDS ..OTHER THAN THE GENERAL FUND, OF SAID CITY TO -WIT:
PARK DEPARTMENT, FIREMEN'S PENSION FUND, POLICE PENSION FUND,
URBAN REDEVELOPMENT FUND, URBAN REDEVELOPMENT BOND FUND,
HUMAN RELATIONS AND FAIR EMPLOYMENT PRACTICES COMMISSION,
BUILDING DEMOLITION, REPAIR AND CONTINGENT FUND, PARK DISTRICT
FUND, GENERAL SINKING FUND, HOSPITAL FUND ART ASSOCIATION FUND,
MOTOR VEHICLE HIGHWAY FUND AND THE CUMULATIVE CAPITAL IMPROVEMENT
FUND: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE OUTSTANDING
CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS
AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN
CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT,
AS AMENDED.
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to be heard thereon. Those who were heard concerning the various budgetary items were:
George Neagu., Human Relations and Fair Employment Practices Commission; Virginia Guthrie, Civic Planning
Association; Jesse Dickinson, 1023 Talbot Ave; Howard Goodhew, Central Services Co- ordinator; W. Jan
Chong, Executive Director of Urban Redevelopment Commission and Raymond Schultz 824 Park Ave.

Councilman Hunter made a motion to recess. Time 9:10 P.M. Councilman Wise seconded the motion. Motion carried. j

Reconvened: 10:45 P.M.

Councilman Hunter made a motion that the following changes be made in the Fire Department Budget: II
1. Eliminate Q -711 "Buildings & Fixed Equipment" and the amount $159,000 Ij

2. Reduce Q -722 "Motor Equipment" from $55,600 to $50,000
Councilman Laven seconded the motion. Motion carried.

COMMITTEE OF THE WHOLE MEETING AUGUST 29 1966
Councilman Geib made a motion to reduce T -13 "Extra and Overtime" in the Traffic-Department from $17,695 to
$15,695. Councilman Wise seconded the motion. Motion carried.
Councilman Allen made a motion to reduce the "Subscription and Dues" amount in the Human Relations and Fair
Employment Practices Commission budget from $275 to $115. Councilman Wise seconded the motion. Motion carried.
Councilman Hunter made a motion that the Ordinance, as amended, go to the Council as favorable. Councilman Allen
seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE LEVYING TAXES AND FIXING THE RATE OF TAXATION
FOR THE PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY
EXPENSE FOR THE FISCAL YEAR ENDING DECEMBER 31, 1967.
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Councilman Hunter made a motion that the amount of tax levy for the
General Fund be reduced from $2.10 to $2.027. Councilman Geib seconded the motion. Motion carried. Councilman
Hunter then made a motion that the Ordinance go to the Council favorable, as amended. Councilman Laven seconded
the motion. Motion carried.
There being no further business before the Committee of the Whole, Chairman Smith instructed the members of the
committee to rise and report to the Council. Time: 11:00 P.M.
