The meeting was called to order by President John L. Hunter, Jr., who presided. The Clerk read the Call for Special Meeting: CALL FOR SPECIAL MEETING STATE OF INDIANA ST. JOSEPH COUNTY : SS CITY OF SOUTH BEND : TO THE PRESIDENT AND MEMBERS OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: Gentlemen: You are hereby notified that there will be a "SPECIAL MEETING" of the Common Council, called to meet in the Council Chambers in the City Hall at the hour of 8:00 P.M., on Monday, August 1, 1966, for the purpose of considering the following ORDINANCES, to -wit: AN ORDINANCE FOR APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL BUDGET OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1967, AND ENDING DECEMBER 31, 1967 INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED IN WHOLE OR IN PART, FROM THE GENERAL FUND AND FROM FUNDS OTHER THAN THE GENERAL FUND, OF SAID CITY TO -WIT: PARK DEPARTMENT, FIREMEN'S PENSION FUND, POLICE PENSION FUND, URBAN REDEVELOPMENT FUND, URBAN REDEVELOPMENT BOND FUND, HUMAN RELATIONS AND FAIR EMPLOYMENT PRACTICES COMMISSION, BUILDING DEMOLITION, REPAIR AND CONTINGENT FUND, PARK DISTRICT FUND, GENERAL SINKING FUND, HOSPITAL FUND, ART ASSOCIATION FUND, MOTOR VEHICLE HIGHWAY FUND AND THE CUMULATIVE CAPITAL IMPROVEMENT FUND: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT. 0 (Continued) -SPECIAL_ MF_F_TTN G 1 1966 (Continued) ALSO AN ORDINANCE LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSE FOR THE FISCAL YEAR,ENDING DECEMBER 31, 1967 The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this notice on each and every member of the Common Council and make due return of such service of said Special Meeting. ROLL CALL PRESENT: Councilmen Hunter, Allen, Palmer, Wise, Szymkowiak, Laven and Smith ABSENT: Councilmen Geib and Muszynski RESOLUTION NO. 135 -66 RESOLUTION AUTHORIZING FILING OF APPLICATION WITH THE STREAM POLLUTION CONTROL BOARD OF THE STATE OF INDIANA FOR FEDERAL GRANT FOR SEWAGE TREATMENT WORKS UNDER 33 U.S.C. SECTION 466 PROVIDING FOR FUNDS FROM THE DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE. WHEREAS, Under the terms of 33 U.S.C. Section 466 the United States of America has authorized the making of grants to aid in financing the construction of sewage treatment works through the Department of Health, Education, and Welfare upon application made to the State Water Pollution Control Agendy of the respective State. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND: 1. That Utilities Superintendent, Howard R. Goodhew, be and he is hereby authorized to execute and file an application on behalf of the City of South Bend with the State Water Pollution Control Agency of the State of Indiana, which agency is known as the Stream Pollution Control Board of the State of Indiana, for a grant to aid in financing the construction of: Improvements to existing Waste Water Treatment Plant to provide for Chlorination of final effluent to reduce pollution of the St. Joseph River and to provide for sanitary sludge disposal and mechanization of primary screen trash racks at plant. 2. That Howard R. Goodhew, Utilities Superintendent, be and he is hereby authorized and directed to furnish such information as the Stream Pollution Control Board of the State of Indiana or the Department of Health, Education, and Welfare, may reasonably request in connection with the application which is herein authorized to be filed. /s/ John L. Hunter, Jr. Member of the Common Council Councilman Wise made a motion for suspension of rules. Councilman Laven seconded the motion.Motion carried. Mr. Howard Goodhew, Water Works Superintendent spoke in favor of adoption of the Resolution. Councilman Smith::made motion to adopt the Resolution by a roll call vote. Councilman Palmer seconded the motion. Motion carried. ORDINANCE, FIRST AND SECOND READING AN ORDINANCE LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSE FOR THE FISCAL YEAR ENDING DECEMBER 31, 1967 The Ordinance was given first reading by title and second reading in full. Councilman Smith made a motion that the Ordinance be given public hearing on August 29, 1966, and that it be properly advertised. Councilman Laven seconded the motion. Motion carried. Councilman Smith made a motion that an informal hearing be held on the above Ordinances immediately following the regular meeting of August 22, 1966. Councilman Palmer seconded the motion. Motion carried 6 ayes (Councilmen Hunter, Palmer, Wise, Szymkowiak, Laven and Smith) 1 nay, (Councilman Allen) 2 absent, (Councilmen Geib and Muszynski) There being no further business to come before the Special Meeting of the Council, Councilman Smith made a motion to adjourn.
