Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole
in the Council Chambers in the City Hall on Monday, July 25, 1966 at 8:00 P.M., with all members present.
The meeting was called to order by Chairman Edwin T. Smith, who presided. Chairman Smith introduced Reverend
R. M. Arentz, who gave the invocation.
ORDINANCE
AN ORDINANCE TO AMEND SECTION 11 OF ORDINANCE NO. 4838 -66
ENTITLED "AN ORDINANCE REPEALING CHAPTER 36 OF THE MUNICIPAL
CODE OF THE CITY OF SOUTH BEND, INDIANA, 1962, RELATING.TO
TAXICABS AND OTHER VEHICLES; AND ENACTING AN ORDINANCE REG-
ULATING TAXICABS AND OTHER VEHICLES; LICENSING TAXICABS AND
TAXICAB DRIVERS; PROVIDING FOR TAXICAB STANDS ON THE PUBLIC
STREETS; PROVIDING PENALTIES FOR THE VIOLATION THEREOF:'
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to be heard thereon. Speaking in favor of the Ordinance were Mr. Bert Liss and Mr.
John Montgomery, representing Indiana Cab Company and South Bend Cab Company. Councilman Laven made a
motion that the Ordinance be amended in Section ll to read "Five Dollars ($5.00)" instead of "One Dollar
($1.00) ". Councilman Hunter seconded the motion. Motion carried, 8 ayes, 1 nay (Councilman Allen). Councilman
Hunter made a motion that the Ordinance go to the Council favorable, as amended. Councilman Laven seconded the motion
Motion "carried, 8 ayes, 1 nay (Councilman Allen).
ORDINANCE
AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 40 OF
THE MUNICIPAL CODE OF SOUTH BEND, INDIANA (N.E. Corner of
Ironwood and Colfax) . ,
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Joseph T. Helling,
attorney for the petitioners, Mr. and Mrs. Jerome C. Claeys. Mr. Claeys also spoke in favor of the Ordinance.
Speaking in remonstrance were:
Michael Menyhart - 234 N. Ironwood
Harold H. Loos - 3302 Colfax
Robert Pearson - 209 N. Ironwood
Frank Bussard - 203 Eunice
Mr. Menyhart presented a petition to the Council, bearing the names of two hundred property owners in the
surrounding area who were opposed to the rezoning.
Councilman Hunter made a motion that the Ordinance go to the Council as unfavorable. Councilman Wise seconded
the motion. Motion defeated, 4 ayes,(Councilmen Hunter, Szymkowiak, <Pdlmer�pd Wise), 5 nays, (Councilmen
Allen, Geib, Laven, Smith and Muszynski). Councilman Geib made a motion that the Ordinance go to the Council
as favorable. Councilman Laven seconded the motion.. Motion defeated, 3 ayes (Councilmen Liven, Allen and Geib)
5 nays (Councilmen Palmer, Hunter, Wise, Smith and Szymkowiak) Councilman Muszynski did not cast a vote.
Councilman Geib then made a motion that the Ordinance go to the Council as unfavorable. Councilman Hunter
seconded the motion. Motion carried, 6 ayes (6ouncilmen- -Hunt.eri,,.; Wise, Palmer, Geib, Sz.ymkowiak and Smith) 2 nays
(Councilmen Allen and Laven) Councilman Muszynski did not cast a vote.
ORDINANCE
AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND
EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1967
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to b e heard thereon. Speaking in favor of the Ordinance were Reverend Joseph A. Schneiders,
534 E. Ewing, W. Jan Chong, Director of the Urban Redevelopment Department, and Dan Clark, President of the
South Bend Downtown Council. Miss Virginia Guthrie, Executive Director of the Civic Planning Association objected
to some of the salary increases. Councilman Hunter made a motion to recess. Councilman Wise seconded the motion.
Motion carried. Council recessed at 10 :40 P.M. Reconvened: 11 :35 P.M. Councilman Hunter made a motion to
amend the Ordinance with the following changes:

Councilman Geib seconded the motion. Motion carried. Councilman Allen made a motion that further discussion be
permitted at.:this; time - Councilman Geib seconded the motion. Motion carried. Objections to the amend-
ments were made by Howard Goodhew, Water Superintendent, Charles Van DeVeire, Park Board, W. Jan Chong, Executive
Director of Urban Redevelopment Department and Lloyd S. Taylor, City Engineer. Councilman Allen made a motion
for recess. Councilman Geib seconded the motion. Motion carried. Time: 12 :15 A.M. Reconvened: 12:20 A.M.
Councilman Geib made a motion that the Ordinance go to the Council favorable, as amended. Councilman Hunter
seconded the motion. Motion carried.
There being no further business before the Committee of the Whole, Chairman Smith instructed the members of the
Commiffee of'the Whole to rise:_and`renott to the Council. Time: 12 :21 A.M.
