HomeMy WebLinkAbout06-27-66 Council Committee of the Whole Meeting MinutesCOMMITTEE OF THE WHOLE MEETING JUNE 27, 1966 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers in the City Hall on Monday, June 27, 1966 at 8 :00 P.M., with all members present except Councilmen Geib and Museynski. The meeting was called to order by Chairman Edwin T. Smith, who presided. Councilman Smith introduced Reverend 0. L. Powell, who gave the Invocation. ORDINANCE AN ORDINANCE AUTHORIZING THE SALE AND CONVEYANCE OF REAL ESTATE NOW OWNED BY THE CITY OF SOUTH BEND, INDIANA This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. This hearing was continued from the meeting of June 13, 1966. Councilman Hunter made a motion that the Ordinance go to the Council as favorable. Councilman Laven seconded the motion. Motion carried ORDINANCE AN ORDINANCE AMENDING CHAPTER 9, SECTION 9 -3 (30), AND CHAPTER 11, SECTION 11 -3 OF THE MUNICIPAL CODE OF SOUTH BEND, INDIANA, 1962 This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents. were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr-Forrest West, Building Cor=issioner Councilman Szymkowiak made a motion that the Ordinance go to the Council as favorable. Councilman Palmer seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO ACCOUNT 363, "OTHER OFFICE SUPPLIES ", IN THE AMOUNT OF $150 AND THE TRANSFER OF THE SAME FROM ACCOUNT 213 "TRAVELING EXPENSES" ALL BEING IN THE FAIR EMPLOYMENT PRACTICES COMMISSION FUND. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Palmer made a motion that the Ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO THE BUILDING, DEMOLITION, REPAIR AND CONTINGENT FUND IN THE AMOUNT OF $8,000.00 AND THE TRANSFER OF SAME FROM THE GENERAL FUND. s This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Hunter made a motion that'the Ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING CHAPTER 9, SECTION 9 -3 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, 1962 (ORDINANCE NO. 4381) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Forrest West, Building "Commissioner and Mr. John K Wilson, Executive Director- Secretary of the Area Plan Commission. Councilman Laven made a motion that the Ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO THE GAS ACCOUNT OF THE FIRE DEPARTMENT BEING ACCOUNT NO. Q -222 IN THE AMOUNT OF $3,000.00, SAID SUM BEING TRANSFERRED FROM THE COAL ACCOUNT OF THE FIRE DEPARTMENT, SAID ACCOUNT BEING Q -311 This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Ch=ief Cecil McHenry of the Fire Department explained the need for the Ordinance. Councilman Szymkowiak made a motion that the Ordinance go to the Council as favorable. Councilman Palmer seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 3702 COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA. (Location: 296 feet North of McKinley and Hickory Rd. Intersection) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. William Hosinski, attorney for the petitioner. Councilman Hunter made a motion that the Ordinance go to the Council as favorable. Councilman Wise seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING CHAPTER 40, SECTION 40 -14 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, 1962, ALSO KNOWN AS ORDINANCE NUMBER 3702, ADOPTED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, ON THE 14th DAY OF OCTOBER 1963, AND KNOWN AS THE ZONING ORDINANCE IN THE CITY OF SOUTH BEND. (Location: North and West Corner of,Edison and Ironwood) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Hunter made a motion that the Ordinance go to the Council as favorable. Councilman Palmer seconded the motion. Motion carried. There being no further business before the Committee of the Whole, Councilman Laven made a motion to rise and report to the Council. Councilman Hunter seconded the motion. Motion carried.
