JUNE 13, 1966
Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole
in the Council Chambers in the City Hall on Monday, June 13, 1966 at 8:00 P.M., with all members present
except Councilmen Hunter, Allen and Geib. The meeting was called to order by Chairman Edwin T. Smith, who
presided. Councilman Smith introduced Reverend Lester H. Bill, First Methodist Church, who gave the invocation.
ORDINANCE
AN ORDINANCE FOR ADDITIONAL APPROPRIATION FROM
THE GENERAL PARK FUND IN THE AMOUNT OF $11,000.00
TO ACCOUNT 251 (REPAIRS TO BUILDINGS AND STRUCTURES),
AND 51 (INSURANCE & PREMIUMS)
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Ralph Newman, Park
Department Superintendent. Councilman Laven made a motion that the Ordinance go to the Council as favorable.
Councilman Szymkowiak seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE AUTHORIZING THE SALE AND CONVEYANCE
OF REAL ESTATE NOW OWNED BY THE CITY OF SOUTH BEND, INDIANA.
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to be heard thereon. Councilman Palmer made a motion that public hearing be continued
till June 27, 1966. Councilman Szymkowiak seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION TO
ACCOUNT MVH -722 "MOTOR EQUIPMENT" IN THE AMOUNT
OF $28,000.00 AND THE TRANSFER OF THE SAME FROM
ACCOUNT MVH - 422 "SALT ", BOTH ACCOUNTS BEING
WITHIN THE MOTOR VEHICLE HIGHWAY FUND.
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Mr. Richard Gartner, Street
Commissioner. Councilman Muszynski made a motion that the Ordinance should be held over for further study.
Councilman Szymkowiak seconded the motion. Motion failed, 2 ayes (Councilmen Muszynski and Szymkowiak) 4 nays,
(Councilmen Palmer, Wise Laven and Smith) Councilman Palmer made a motion that the title of the Ordinance be
amended to read "$18,000.00" instead of $28,000.00. Councilman Wise seconded the motion. Motion carried, 5 ayes,
1 nay (Councilman Muszynski) 3 absent(Councilmen Hunter,Allen and Geib) Councilman Laven made a motion that
the Ordinance go to the Council favorable, as amended, Councilman Palmer seconded the motion. Motion carried.

ACCOUNT P -727, "RADIO EQUIPMENT ", IN THE AMOUNT OF
$30,000.00 AND THE TRANSFER OF THE SAME FROM P -11
"SERVICES PERSONAL ", BOTH ACCOUNTS BEING WITHIN THE
GENERAL FUND.
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were
given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Irvin Hampton, Police Chief.
Councilman Wise made a motion that the Ordinance go to the Council as favorable. Councilman Palmer seconded
the motion. Motion carried.
There being no further business before the Committee of the Whole, Councilman Laven made a motion to rise and
report to the Council. Councilman Wise seconded the motion. Motion carried. Time: 91,:25
