COMMITTEE OF THE WHOLE MEETING MARCH 14 1966
Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the
Whole in the Council Chambers in the City Hall on Monday, March 14, 1966, at 8:00 P.M., with all members
present except Councilman Palmer, who was absent because of a death in the family. The meeting was called
to order by Chairman Edwin T. Smith, who presided.
Chairman Smith introduced Reverend Paul Chalfant of Sunnyside Presbyterian Church, who gave the invocation.
ORDINANCE
AN ORDINANCE AMENDING ORDINANCE NO. 3702 ADOPTED BY THE
COMMON COUNCIL OF THE CITY OF SOUTH BEND, COMMONLY
KNOWN AS THE ZONING ORDINANCE (Location: Southeast
Corner of McKinley Ave. and Eddy St.)
This being the time heretofore set for public hearing on the above ordinance, proponents and opponents were I
given an opportunity to be heard thereon. The public hearing was continued from the meeting of February 28, 1965'
Speaking in favor of the ordinance was Mr. Russell Fisher, attorney for the petitioners, Homestead Developers, 1
Mrs Lydia Johnson and C. E. Bullard, Inc.; also Marathon Oil Company. Mr. Fisher submitted a petition containing
fifteen signatures of nearby property owners who are in favor of the ordinance. Speaking in remonstrance s
Mr. Irving Smith , representing the Jewish Community Council and Sinai Synagogue. Also speaking against nancel
were Tom Hoover, 818 Orange; Marian Wetter,,1162 LaSalle; and Mrs. Ruth Green , 1143 LaSalle. Councilman
Hunter read a letter from Mrs. Mary Mellow expressing her reasons for disapproving of the rezoning of the
property. Mr. Fisher then spoke in rebuttal. Councilman Hunter made a motion that the ordinance go to the j
Council as unfavorable. Councilman Szymkowiak seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING
ORDINANCE NO. 3702 (Location :3617 McKinley Ave.)
This being the time heretofore set for public hearing on,the above ordinance, proponents and opponents were
given an opportunity to be heard thereon. Speaking in favor of the ordinance was Mr. M. P. Cholis of
the First Bank and Trust Company. Councilman Hunter made a motion the ordinance go to the Council as favorable.
Councilman Muszynski seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE
CITY OF SOUTH BEND, INDIANA, 1962, AS AMENDED,
ALSO KNOWN AS .ORDINANCE NO. 4563, THE SUBDIVISION
ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA
This being the time heretofore set for public hearing on the above ordinance, proponents and opponents were
given an opportunity to be heard thereon. Councilman Hunter made a motion that the ordinance go to the
Council as favorable. Councilman Laven seconded the motion. Motion carried.
There being no further business before the Committee of the Whole, Councilman Allen made a motion to rise
and report to the Council. Councilman Hunter seconded the motion. Motion carried. Time: 8:50 P.M.
