HomeMy WebLinkAbout01-24-66 Council Committee of the Whole Meeting Minutes301 �DMMITTEE OF THE WHOLE — - JANUAR _196b_ Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers in the City Hall on Monday, January 24, 1966, at 8:00 P.M., with all members present. The meeting was called to order by Councilman Edwin T. Smith, who presided. man Council/ Smith introduced Reverend W. D. Oberholtzer of Trinity Lutheran Church, who gave the Invocation. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 OF THE CITY OF SOUTH BEND, INDIANA (Affecting 21 Acre Tract at Northwest corner of McKinley Highway and Hickory Road) This being the time heretofore set for public hearing on the above ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the ordinance was Joseph T. Helling Attorney; representing the petitioners,(John and Rose Weingarten, Philip and Rachel Pelissier, Arnold and Carolyn Joers) and L.S. Ayers, Department Store. Also, speaking in favor of the ordinance was Robert Jones, 3409 McKinley, and John K. Wilson, Executive Director of the Area Plan Commission. Douglas D. Seeley, Jr.,Attorney spoke against passage of the ordinance,,and presented a list of signatures of petitioners against the ordinance. Also speaking against the ordinance were: Edward Gonter Thomas Smith Roger Bock Gerald Johnson Mrs. Arthur Bry Arthur Lake Daniel Osberger John MacLeod Helen Simon Norman Rosma Kenneth Martin John McGlinchey - 534 Preston Dr. - Pastor of Christian Reformed Church - 3505 Winding Dr. - 229 Wildemere Dr. son - 211 N. Timber Lane - 604 Preston Dr. - 336 Preston Dr. - 930 Simon Ct. - 3248 Essex - 1645 Brookfield - 3422 Sorin - 741 Patterson Dr. Councilman Laven made a motion for recess. Councilman Wise seconded the motion. Motion carried, and Council recessed. Time: 10 :30 P.M. Meeting reconvened at 10:45 P.M. Councilman Laven made a motion that the ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion. Motion carried by a vote of 7 ayes, 2 nays. (Councilmen Wise and Geib). ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 3702, ADOPTED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, ON THE 14th DAY OF JUNE, 1949, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND (East side of Twyckenham between Corby and Campeau). This being the time heretofore set for public hearing on the above ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the ordinance, and representing the petitioner A. Harold Weber was William Hosinski, Attorney. Speaking against the ordinance were: Don E. Burns Bill Lucky Alonzo Watson Francis Martin,Jr. Marcus L. Lake 1507 Corby 907 N. Twyckenham 1435 Corby 710 N. Twyckenham 924 N. Twyckenham Councilman Geib made a motion that the ordinance go to the Council as favorable. Councilman Szymkowiak seconded the motion. Motion defeated 4 ayes, 5 nays. Councilman Hunter then made a motion that the ordinance go to the Council as unfavorable. Councilman Wise seconded the motion. Motion carried, 5 ayes, 4 nays. There being no further business before the Committee of the Whole, Councilman Wise made a motion to rise and report to the Council. Councilman Hunter seconded the motion. Motion carried.
