Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole
in the Council Chambers in the City Hall on Monday, January 24, 1966, at 8:00 P.M., with all members present.
The meeting was called to order by Councilman Edwin T. Smith, who presided.

Council/ Smith introduced Reverend W. D. Oberholtzer of Trinity Lutheran Church, who gave the Invocation.
ORDINANCE
AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE
NO. 3702 OF THE CITY OF SOUTH BEND, INDIANA (Affecting
21 Acre Tract at Northwest corner of McKinley Highway
and Hickory Road)
This being the time heretofore set for public hearing on the above ordinance, proponents and opponents
were given an opportunity to be heard thereon. Speaking in favor of the ordinance was Joseph T. Helling
Attorney; representing the petitioners,(John and Rose Weingarten, Philip and Rachel Pelissier, Arnold
and Carolyn Joers) and L.S. Ayers, Department Store. Also, speaking in favor of the ordinance was Robert
Jones, 3409 McKinley, and John K. Wilson, Executive Director of the Area Plan Commission.
Douglas D. Seeley, Jr.,Attorney spoke against passage of the ordinance,,and presented a list of signatures
of petitioners against the ordinance. Also speaking against the ordinance were:

Councilman Laven made a motion for recess. Councilman Wise seconded the motion. Motion carried, and
Council recessed. Time: 10 :30 P.M.
Meeting reconvened at 10:45 P.M.
Councilman Laven made a motion that the ordinance go to the Council as favorable. Councilman Szymkowiak
seconded the motion. Motion carried by a vote of 7 ayes, 2 nays. (Councilmen Wise and Geib).
ORDINANCE
AN ORDINANCE AMENDING ORDINANCE NO. 3702, ADOPTED
BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND,
INDIANA, ON THE 14th DAY OF JUNE, 1949, COMMONLY
KNOWN AS THE ZONING ORDINANCE OF THE CITY OF
SOUTH BEND (East side of Twyckenham between Corby
and Campeau).
This being the time heretofore set for public hearing on the above ordinance, proponents and opponents
were given an opportunity to be heard thereon. Speaking in favor of the ordinance, and representing
the petitioner A. Harold Weber was William Hosinski, Attorney. Speaking against the ordinance were:

Councilman Geib made a motion that the ordinance go to the Council as favorable. Councilman Szymkowiak
seconded the motion. Motion defeated 4 ayes, 5 nays. Councilman Hunter then made a motion that the
ordinance go to the Council as unfavorable. Councilman Wise seconded the motion. Motion carried,
5 ayes, 4 nays.
There being no further business before the Committee of the Whole, Councilman Wise made a motion to rise
and report to the Council. Councilman Hunter seconded the motion. Motion carried. Time: 11:10 P.M.
