FORMAL ?UBLIC HEARING AND THIRD READING OF ORDINANCE COVERING THE 1966 BUDGET.
Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee
of the Whole in the Council Chambers in the City Hall on Monday, August 30, 1965, at 8:00 P.M.,
with all members present except Councilman Walter Glass who is critically ill_. The meeting was
called to order by Councilman Edwin Thomas Smith, Chairman, who presided.
The Chairman stated the purpose of the meeting, a formal Public Hearing and third reading of the
1966 Budget,
Each Department was considered separately, with Department Heads explaining their Budget. The people
in the audience were given opportunity to speak to each Budget item.
Miss Virginia Guthrie, Executive Secretary of the Civic PLANNING ASSOCIATION, Inc., made recommendations
to each Department.
Councilman Geib made a motion to recess. Councilman Palmer seconded the motion, Motion carried.
9 :40 P.M. Recess

The Chair entertained a motion to rise and report to the Council. 11 :47 P.M.
