Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the
Council Chambers on Wednesday, June 23, 1965, at 8 :10 A-.M., with all members present except Councilmen Palmer,
Wise and Glass. The meeting was called to order by President John L. Hunter, Jr., who presided.
The Clerk read the Call for Special Meeting:
TO THE MEMBERS OF THE COMMON COUNCIL:
NOTICE OF SPECIAL MEETING OF THE COMMON COUNCIL
Your are hereby notified that there will be a Special Meeting of the Common Council of the City of South Bend,
Indiana on the 23rd of June, 1965 at 8 :00 A.M. Eastern Standard Time, for the purpose of:
1. CONSIDERING A TAX PAYERrs PETITION FOR THE ISSUANCE OF A BOND
AND THE CONSIDERATION OF AN ORDINANCE PURSUANT TO SUCH PETITION
AUTHORIZING A BOND ISSUE IN THE AMOUNT OF $1515009000.00 FOR THE
PURPOSE OF ACQUISITION OF LAND AND THE CONSTRUCTION AND FURNISHING
OF A CAPITAL IMPROVEMENT TO THE CITY OF SOUTH BEND AND THE PAYMENT
OF EXPENSES INCIDENTAL TO SUCH LAND PURCHASE, BOND ISSUE AND THE
CONSTRUCTION; ALSO THE CONSIDERATION OF AN ORDINANCE APPROPRIATING
THE SUM OF $1,500,000.00 IN EXCESS OF THE PUBLISHED BUDGET FOR THE
YEAR 1965 FOR THE PURPOSE OF THE ACQUISITION OF LAND AND THE CON-
STRUCTION OF A CAPITAL IMPROVEMENT TO HOUSE OFFICES, EQUIPMENT,
PERSONNEL OF THE CITY OF SOUTH BEND AND THE PAYMENT OF EXPENSES
INCIDENTAL TO SUCH BOND ISSUE, SUCH LAND ACQUISITION, CONSTRUCTION
OF SUCH CAPITAL IMPROVEMENT AND THE PROCUREMENT OF FURNISHINGS FOR
SUCH CAPITAL IMPROVEMENT.
2. CONSIDERING AN ORDINANCE FOR THE APPROPRIATION OF MOTOR VEHICLE
HIGHWAY FUNDS TO SPECIFIC USES.
The Chief of Police or any member of the Police Force is directed to serve a copy of this notice to each member
of the Common Council and make due return hereon.

PETITION REQUESTING ISSUANCE OF BONDS OF THE
CITY OF SOUTH BEND, INDIANA
TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND:
The undersigned, owners of taxable real estate located in the City of South Bend, Indiana, and residing
at the address in said City appearing opposite their signatures below, do hereby respectfully petition the
Common Council of said City of South Bend, Indiana to issue bonds of said City in an amount not to exceed
One Million Five Hundred Thousand Dollars ($1,500,000) for the purpose of procuring funds to be applied on
the cost of acquisition of land as a site or sites for, and the construction, furnishing and equipment of,
a building or buildings as a centralized city facility to house various departments, offices and branches
of city government and also to provide for the housing and maintenance of city equipment of the City of South
Bend, Indiana; together with the incidental expenses in connection with the foregoing and on account of the
issuance of bonds therefor.
Number of Signers 544; Owners of Taxable Real,Estate 478 and Non - Owners of Taxable Real Estate 66. The 12
Counter -Parts were verified by the County Auditor.
Councilman Smith made a motion that the petition be accepted and placed on file. Councilman Muszynski seconded

SPECIAL MEETING JUNE 23, 1965
COMMUNICATION
TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA:
The Board of Public Works and Safety of the City of South Bend, Indiana has requested an appropriation in the
amount of ONE MILLION FIVE HUNDRED THOUSAND DOLLARS ($1,500,000) to provide funds for the acquisition of land
as a site or sites for, and the construction, furnishing and equipment of, a building or buildings as a
centralized city facility to house various departments, offices and branches of city government and also to
provide for the housing and maintenance of city equipment of the City of South Bend, Indiana; together with
the incidental expenses in connection with the foregoing and on account of the issuance of bonds therefor.
I recommend that said appropriation be made, and I am submitting herewith for consideration of the Council a
form of ordinance authorizing such appropriation. In order to provide funds to meet said appropriation it
will be necessary to authorize, issue and sell bonds of the City of South Bend in the amount of ONE MILLION
FIVE HUNDRED THOUSAND DOLLARS ($1,500,000), and I am submitting herewith a form of ordinance drawn for that
purpose.

AUTHORIZING THE ISSUANCE AND SALE OF BONDS OF SAID
CITY IN ORDER TO PROVIDE FUNDS,FOR THE ACQUISITION
OF LAND AS A SITE OR SITES FOR, AND THE CONSTRUCTION,
FURNISHING AND EQUIPMENT OF, A BUILDING OR BUILDINGS
AS A CENTRALIZED CITY FACILITY TO HOUSE VARIOUS
DEPARTMENTS, OFFICE AND BRANCHES OF CITY GOVERNMENT
AND ALSO TO PROVIDE FOR THE HOUSING AND MAINTENANCE
OF CITY EQUIPMENT OF THE CITY OF SOUTH BEND, INDIANA;
TOGETHER WITH THE INCIDENTAL EXPENSES TO BE INCURRED
IN CONNECTION THEREWITH.
The ordinance was given first reading by title and second reading in full. Councilman Geib made a motion for
suspension of rules. Councilman Szymkowiak seconded the motion. Motion carried by a roll call vote of
6 ayes (Councilmen Hunter, Allen, Geib, Szymkowiak, Smith and Muszynski), 0 nays - 3 absent (Councilmen Palmer,
Wise and Glass).
The ordinance was given third reading and passed by a roll call vote of 6 ayes (Councilmen Hunter, Allen, Geib,
Szymkowiak, Smith and Muszynski), 0 nays - 3 absent (Councilmen Palmer, Wise and Glass).
ORDINANCE, FIRST & SECOND READING
AN ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA
APPROPRIATING THE SUM.OF ONE MILLION FIVE HUNDRED
THOUSAND DOLLARS ($1,500,000) FOR THE ACQUISITION
OF LAND AS A SITE OR SITES FOR, AND THE CONSTRUCTION,
FURNISHING AND EQUIPMENT OF, A BUILDING OR BUILDINGS
AS A CENTRALIZED CITY FACILITY TO HOUSE VARIOUS DEPART-
MENTS, OFFICES AND BRANCHES OF CITY GOVERNMENT AND ALSO
TO PROVIDE FOR THE HOUSING AND MAINTENANCE OF CITY EQUIP-
MENT OF THE CITY OF SOUTH BEND, INDIANA; TOGETHER WITH
THE INCIDENTAL EXPENSES IN CONNECTION WITH THE FOREGOING
AND ON ACCOUNT OF THE ISSUANCE OF BONDS THEREFOR AND
DECLARING THAT AN EXTRAORDINARY EMERGENCY EXISTS FOR
THE EXPENDITURE OF SAID FUNDS.
The ordinance was given first reading by title and second reading in full. Councilman Smith made a motion
that the ordinance be set for public hearing on July 12, 1965. Councilman Geib seconded the motion. Motion
carried.
ORDINANCE, FIRST &'.SECOND READING
AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS FROM THE
MOTOR VEHICLE HIGHWAY FUND IN THE AMOUNT OF $80,050.00
TO THE STREET AND ALLEY MATERIALS ACCOUNT S -421 AND
$1943,950.00 TO A SPECIAL STREET CONSTRUCTION ACCOUNT.
The ordinance was given first reading by title and second reading in full. Councilman Smith made a motion
that the ordinance be set for public hearing on July 12, 1965. Councilman Geib seconded the motion. Motion
carried.
There being no further business to come before the Special Meeting of the Council, Councilman Muszynski made a
motion to adjourn. Councilman Szymkowiak seconded the motion. Motion carried and the Special Meeting of the
Council adjourned at 8 :50 A.M.
