HomeMy WebLinkAbout06-14-65 Council Committee of the Whole Meeting Minutes2 0 COMMITTEE OF THE WHOLE MEETING JUNE 14 1965 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole In the Council Chambers in the City Hall on Monday, June 14, 1965, at 8 :06 P.M., with all members present except Councilmen Geib and Glass. The meeting was called to order by Councilman Edwin Thomas Smith, Chairman, who presided. Chairman Smith introduced the Reverend Daniel C. Kechel of the First Christian Church who gave the invocation. ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS. (East of Miami Road near Jackson Road and abutting present city limits on southern boundary) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking against the proposed ordinance were William C. Gammons, 59978 Miami Road, and Mrs. Louise Goss, 59884 Miami Road. Councilman Wise made a motion that the ordinance be held up for further study. Councilman Muszynski seconded the motion. Motion carried. 5 MINUTE - RECESS - 8 :25 P.M. Councilman Muszynski made a motion for a five minute recess. Councilman Hunter seconded the motion. Motion carried. RECONVENED MEETING - 8 :30 P.M. ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS. (East of Miami Road near Jackson Road and abutting present city limits on southern boundary) Councilman Wise withdrew his motion and Councilman Muszynski withdrew his second to the motion. Councilman Hunter then made a motion that the ordinance go to the Council as favorable. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 (Northwest corner of Miami of Altgeld Sts.) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Wise made a motion that the ordinance go to the Council as favorable. Councilman Palmer seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 (1605 North Sheridan Street) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Szymkowiak made a motion that the ordinance be referred back to the City Planning Commission for further study. Councilman Wise seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION FROM THE GENERAL FUND TO THE C -11, SERVICES -- PERSONAL ACCOUNT OF THE OFFICE OF CITY CLERK IN THE AMOUNT OF $1,867.50. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking against the proposed Ordinance was Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association. Speaking in favor of the proposed Ordinance was Captain Loren Bussert of the Traffic Division. Councilman Wise made a motion that the ordinance go to the Council as favorable. Councilman Wise seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR AN ADDITIONAL APPROPRIATION FROM THE GENERAL FUND TO A NEW ACCOUNT F 261 OTHER CONTRACTUAL SERVICES OF THE COMMON COUNCIL IN THE AMOUNT OF $600.00. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking against the proposed Ordinance was Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association. Councilman Muszynski made a motion that the ordinance go to the Council as favorable. Councilman Wise seconded the motion. Motion carried. ORDINANCE ORDINANCE FOR ADDITIONAL APPROPRIATIONS TO THE SERVICES- CONTRACTUAL AND PROPERTY ACCOUNTS OF THE ELECTRICAL DEPART- MENT IN THE AMOUNT OF $1,115.00 AND THE TRANSFER OF THE SAME FROM THE SERVICES - PERSONAL ACCOUNT OF THE ELECTRICAL DEPARTMENT. This being the time heretofore set for public hearing on the-above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Muszynski made a motion that the ordinance go to the Council as favorable. Councilman Palmer seconded the motion. Motion carried. COMMITTEE OF THE WHOLE MEETING JUNE 14 1965 ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS FROM THE GENERAL PARK FUND IN THE AMOUNT OF $5,600.00 TO ACCOUNTS 214 (TELEPHONE AND TELEGRAPH), 312 (FUEL AND OIL), AND 64 (HOSPITAL INSURANCE), AS AMENDED. This being the time heretofore set for public hearing, proponents and opponents were given an opportunity to be heard thereon. Councilman Szymkowiak made a motion that the ordinance, as amended, go to the Council as favor- able. Councilman Palmer seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING ZONING ORDINANCE NO. 3702 OF THE CITY OF SOUTH BEND, AS AMENDED, FOR THE PURPOSE OF CHANGING THE ZONING OF CERTAIN LAND SITUATED WITHIN THE CITY OF SOUTH BEND, INDIANA, FROM "A" RESIDENCE DISTRICT TO "C" COMMERCIAL DISTRICT (First three lots immediately West of Capri Restaurant This being the time heretofore set for public hearing, proponents and opponents were given an opportunity to be heard thereon. Charles Roemer, Attorney for petitioners, spoke in favor of the proposed ordinance. Speaking against the proposed Ordinance was Orville Burkett of 2016 Oak Park Drive. 3 MINUTE RECESS - 9:45 P.M. Councilman Allen made a motion for a three minute recess. carried. RECONVENED MEETING - 9:48 P.M. ORDINANCE Councilman Muszynski-seconded the motion. Motion AN ORDINANCE AMENDING ZONING ORDINANCE NO. 3702 OF THE CITY OF SOUTH BEND, AS AMENDED, FOR THE PURPOSE OF CHANGING THE ZONING OF CERTAIN LAND SITUATED WITHIN THE CITY OF SOUTH BEND, INDIANA, FROM "A" RESIDENCE DISTRICT TO "C" COMMERCIAL DISTRICT. There being no further business before the Committee of the Whole, Councilman Allen made a motion to adjourn. Councilman Muszynski seconded the motion.
