Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in
the Council Chambers in the City Hall on Monday, September 28,1964, at 8 :00 P.M., with all members present.
The meeting was called to order by Councilman Edwin Thomas Smith, Chairman, who presided.
ORDINANCE
AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702
(Property South of Western Ave., North of New York Central Railroad
and Grand Trunk Western Railway Company)
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Councilman Geib made a motion that the ordinance go to the Council as favor-
able. Councilman Wise seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702
(St. Vincent St., Hill $t-., Corby St., Niles Ave. and Lawrence St.)
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Councilman Palmer made a motion that the ordinance go to the Council as
favorable. Councilman Glass seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702
(Indiana Ave., Brookfield St., Calvert St. & Carlidle'Stfeet)
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Councilman Muszynski made a motion that the ordinance go to the Council
as favorable. Councilman Szymkowiak seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE ADOPTING THE PROVISIONS OF THE AREA PLANNING.ACT,
CHAPTER 138, ACTS OF 1957, INDIANA GENERAL ASSEMBLY, AS AMENDED
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Opposing the proposed ordinance was Miss Virginia Guthrie, Executive
Secretary of the South Bend Civic Planning Association. Mr. Arthur Frisk, County Attorney, appeared before the
Council and presented the Clerk with a copy of "Ordinance passed by the County Council.
5 MINUTE RECESS - 8 :50 P.M.
Councilman Geib made a motion for a five minute recess. Councilman Wise seconded the motion. Motion carried.
RECONVENED MEETING - 9 :05 P.M.
Councilman Geib made a motion that on page 1, second paragraph, line 9, of the ordinance that it be amended to
read, "That highway systems be more carefully planned ", and on page 3, section 3, the effective date establishing
the ordinance be changed to "January 1, 1965 ". Councilman Hunter made a motion that the ordinance go to the
Council favorable, as amended. Councilman Wise seconded the motion. Motion carried.
