HomeMy WebLinkAbout08-24-64 Council Meeting MinutesREGULAR MEETING AUGUST 24, 1964 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chambers in the City Hall on Monday, August 24, 1964, at 8:26-P.M., with all members present except Councilman Wise. The meeting was called to order by President John L. Hunter Jr., who presided. ROLL CALL PRESENT: Counciluen Hunter, Allen, Palmer, Geib, Szymkowiak, Glass, Smith and Muszynski. ABSENT: Councilman Wise. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. REPORT OF WAYS AND MEANS COMMITTEE To the Common Council of the City of South Bend: My Committee on Ways and Means has examined the 1965 Budget and that in their opinion it generally reflects a desire of our Administration to start building upon the surveys of the past. The increases proposed are based upon supplying the necessary brick and mortar to build the goal of the Challenge Team. My Committee has met for an average of four hours per night and five to six hours on Saturdays, from August 4th through the 18th, to analyze each department. We are proud of the sincere cooperation of our city officials. We have been able to trim the budget some, and in this regard we offer the attached department reports containing our recommendations totalling $73,458.00. Attach. OFFICE OF CITY JUDGE The office of City Judge cannot be reasonably reduced below the total $792.00 reduction effectuated by Judge Potts. BUDGET OF THE CITY COUNCIL The budget of the City Council has been reasonably rearranged. Councilman Szymkowiak made a motion that the report be accepted and placed on file. OFFICE OF CITY ATTORNEY The requested budget of the Office of City Attorney cannot be reasonably reduced beyond that which has already been done by the City Attorney, Mr. DuComb. OFFICE OF THE BOARD The budget of the Office of the Board can be further reduced by effecting reductions in the following accounts: Account No. H -211 Freight, Express and Drayage H -213 Traveling Expenses H -214 Telephone and Telegraph H -221B Electric Current - Buildings H -223 Heat H -252 Repairs of Equipment H -261 Window Cleaning H -262 Medical Service H -266 Recording Fees H =362 Stationery and Printing H -37 Other Supplies Total Reduction Reduction 10.00 25.00 690.00 150.00 665.00 100.00 35.00 300.00 50.00 150.00 500.00 $2,675.00 It is also the unanimous opinion of this Committee that approximately $9,000.00 of this budget for lighting of the Sample Street Bridge and its approaches which has been dictated by the State Highway Commission is out of proportion with ample lighting needs. Furthermore, the Account No. H -57 Rents (Naval and Marine Building) of $14,400 has been predicated upon a need to maintain temporary space into the month of August. This would appear to be overgenerous on the part of the city, in view of the abusive way we have had to perform all conditions of an indefinite agreement of a previous administration. We could, if we hold the Navy and Marines to their word, save another $3,600.00 by their moving' into their own building by June 1, or $1,800.00 if they could move by July 1. Finally, our investigation shows that the Office of the Board has had to incorporate personnel in their budget from other depaMtln order to better orient responsibility, and this has increased the budget of the Office of the Board some $7,884.00. BUDGET OF THE SEWER DEPARTMENT The budget of the Sewer Department has been reasonably presented and would appear to be justified in every account. REGULAR MEETING A MST 24 1964 DEPARTMENT OF WEIGHTS AND MEASURES The budget of Mr. Cichowicz for the Department of Weights and Measures has been reasonably prepared and adequate for the needs without further reduction being available. STREET DEPARTMENT The budget of the Street Department can be reduced slightly by effecting the following savings: Account No, Reduction S -211, Freight, Express & Drayage $ 25.00 S -224 Water 52.00 S -241 Printing, Other Than Office Supplies .100,00 S -243 Photographing & Blueprinting 25.00 S -263 Other Contractual Services 100.00 S =322 Oil 75.00 S -362 Stationery and Printing 250.00 Total Recommended Reduction $ 627.00 It would appear to this committee that the use of the telephone to order heavy equipment parts from out -of -town suppliers could be curtailed by using local parts houses to place the order. In checking, I find that the part would cost the same regardless of whether the city places the order or a local parts house, and the local parts house would assume the telephone cost in their profit, I'm told. It would appear profitable to the city and the local parts supplier to change our parts ordering process. Councilman Szymkowiak made a motion that the report be accepted and placed on file. Councilman Szymkowiak seconded the motion. Motion carried. URBAN RENEWAL COMMISSION The budget of the Urban Renewal Commission is too vague to be certain of possible savings. For example, we have now in planning three projects and two projects in execution. The likelihood of any of those in planning to become projects in execution is very uncertain but most probable. As it now stands, the Urban Renewal Department budget shows a city share which is $11,960.00 less than that of last year. It would seem highly unwise to contemplate further reductions. RECONVENED MEETING - 9:23 P.M. WORKABLE PROGRAM FOR COMMUNITY IMPROVEMENT DECLARATION OF POLICY FOR THE WORKABLE PROGRAM FOR COMMUNITY IMPROVEMENT In reviewing progress under its Program for Community Improvement, a locality is taking stock -- evaluating its accomplishments and deciding on new goals for the coming years. This is an important process-- publicim it as a means of building community understanding and support for community improvement objectives. Prepare a Declaration of Policy statement to be issued by the chief executive officer and governing body to the people of the community. The statement should identify and summarize (1) significant achievements during the past year; (2) changes or revisions in the community's overall objectives, and (3) major goals which are set for attainment during the coming year. DECLARATION OF POLICY During the past year the City has made significant progress toward broad measures to cope with blight and deterioration, and toward reversing a declining trend in its economy. Rousing code cnforcement received a boost by the hiring of a third inspector with a fourth to be added about the first of 1965. This is making possible the systematic enforcement of the code, on a house to house basis in one neighborhood (LASALLE PARK). The site controversy on new public housing as was finally resolved aftei more than two years, thus eliminating the threat to the Chapin Street Redevelopment Project. The resolution of this question assures adequate relocation resources for low income families in present and currently proposed Urban Renewal Projects. The Chapin Street Project is now nearing the conclusion of the land acquisition stage, with site clearance and improvement as well as land disposition scheduled for 1965. The fifteen acre "Industrial Expansion Project" for which a Survey and Planning Application has been filed,is designed to help in the best possible utilization of the former Studebaker properties, by making future growth possible. While a commitment has been received from the Cummins Engine Company that they will bid on the land when it becomes available, no commitment is being made by the City, which will sell the land to the "highest and best" bidder. In the Sample Street Project, the rate of land'sales has been increasing. All the remaining land will become available by late August of this year, and site improvements are expected to be completed at about the same time. The General Neighborhood Renewal Plan for the LaSalle Park Area and the Feasibility Study and Comprehensive Plan for the Central Area will both be completed within the next two months. These will provide the basis for preceding with the undertaking of the Urban Renewal Projects in those areas. The initiation of a Community Renewal Program is being restudied by the new City Administration, with a decision expected soon. The City's first construction under Sec. 221 D (3)of the Rousing Act is now being planned, and major activity along this line is expected in the LaSalle Park Renewal Area. The most significant advance now proposed is the creation of an Area Planning Commission to include the two cities: (South Bend and Mishawaka) as well as St. Joseph County. It will thus be a true metropolitan organizat The new City Engineer, who is taking office on August 1, 1964 will examine the problem of air pollution regulations, and is expected to make appropriate proposals. The fallowing action was taken: After due consideration the Commission found that the proposed rezoning was in the best interest of the subject area. REPORT OF CITY PLANNING COMMISSION The Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: August 14, 1964 The attached petition of the Humble Oil Company was originally filed October 11, 1963, considered by the Plan Commission at their November meeting and recommended unfavorably to the Council on December 11, 1963. Section 23 -(c) of the Zoning Ordinance reads as follows: "If the report of the Plan Commission is adverse to the proposed change or amendment, the Ordinance shall not be passed except by a vote of at least seventy -five (75) percentum of the members of the City Council. Failure of the City Council to pass such proposed ordinance by said affirmative vote within ninety (90) days after its rejection by the Plan Commission shall constitute rejection of the proposed ordinance and it shall not be reconsidered by the Planning Commission or the City Council until the expiration of one (1) year after date of its original rejection by the Plan Commission." RESOLUTION N0, 74 - -64 RESOLUTION FOR ADDITIONAL APPROPRIATIONS IN THE OTHER SUPPLIES ACCOUNT.OF THE SANITATION DEPARTMENT.IN THE AMOUNT.OF $500.00 AND THE TRANSFER OF THE SAME FROM THE.GASOLINE ACCOUNT.IN THE SAME CATEGORY.OF THE SANITATION DEPARTMENT.. WHEREAS, Certain extraordinary conditions have developed since the adoption of the existing annual budget, so that it is now necessary to appropriate more money than was appropriated in the annual budget for the various functions of City Government to meet such extraordinary contingencies; and, WHEREAS, rain gear, chemicals, and repair supplies are urgently needed by the Sanitation Department to assure its ability to properly perform its function and the sum of $500.00 is needed forthwith; and WHEREAS, a surplus exists in another account where it is now presently needed at this time, and more specifically as follows, to -wit: 1. Five hundred Dollars ($500.00) in Account XX -321 designated as supplies, gasoline. WHEREAS, a "Review of Progress Under the Workable Program for Community Improvement" was heretofore filed with the Common Council of the City of South Bend, which report is now before the Common.Council, and WHEREAS, the approval of the Common Council to said progress report is acquired by the Housing and Home Finance Agency of the United State of America as a continuing requisite for the City of South Bend's eligibility_to receive federal funds, and WHEREAS, the Common Council has examined said report and finds it satisfactory, NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, that the report captioned "Review of Progress Under the Workable Program for Community Improvement" be, and the same is hereby in all things ratified, approved and confirmed.
