HomeMy WebLinkAbout08-10-64 Council Committee of the Whole Meeting Minutesi COMMITTEE OF THE WHOLE MEETING AUGUST 10, 1964 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers in the City Hall on Monday, August 10, 1964, at 8 :05 P.M., with all members present. The meeting was called to order by Councilman Edwin Thomas Smith, Chairman, who presided. ORDINANCE AN ORDINANCE APPROPRIATING $200.00 FOR THE USE OF THE CITY PLAN,COMMISSION IN THE PAYMENT OF ADDITIONAL EXPENSES INCURRED AS A CONSEQUENCE OF THE PUBLICATION OF LEGAL NOTICES REQUIRED BY LAW. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Hunter made a motion that this ordinance go to the Council as favorable. Councilman Wise seconded the motion. Motion carried. ORDINANCE AN ORDINANCE PROHIBITING CARELESS OPERATION OF VEHICLES IN THE CITY, DEFINING TERMS, AND REPEALING ALL ORDINANCES IN CONFLICT. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the proposed Ordinance were Captain Loren M. Bussert, Head of the Police Traffic Division, and Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association, Inc. Councilman Muszynski made a motion this ordinance go to the Council as favorable. Councilman Szymk6wiak seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 37021 COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, AS AMENDED. (Section 18, sub -sec. 6) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the proposed Ordinance was Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association, Inc. Councilman Geib made a motion this ordinance go to the Council favorable, as amended. Councilman Hunter seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING ORDINANCE N0, 37029 AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA.( 75 Acres Southeast of Miami & Jac',- This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Glass made a motion this ordinance go to the Council as favorable. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE ADOPTING THE PROVISIONS OF THE AREA PLANNING ACT, CHAPTER 1381 ACTS OF 19572 INDIANA GENERAL ASSEMBLY, AS AMENDED. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. The following spoke in favor of the proposed Ordinance: County Commissioner Keith A. Klopfenstein; Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association, Inc., and Karl Kriesel, Past President of the Northwest District of the Indiana Community Resources Association. Councilman Glass made a motion that the ordinance be referred to the Ordinance Committee to report back to the Council on September 28, 1964. Councilman Geib made an amendment to the motion that the ordinance be set for public hearing on September 28, 1964. Councilman Szymkowiak seconded the motion. Motion carried. There being no further business before the Committee of the Whole, Councilman Hunter made a motion to adjourn. Councilman Wise seconded the motion. Motion carried and Committee of -the Whole Meeting adjourned at 9:15 P.M.
