Home My WebLink About07-27-64 Council Committee of the Whole Meeting Minuteso. $3 COMMITTEE OF THE WHOLE MEETING — JULY 27. 1964 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers in the City Hall on Monday, July 27, 1964, at 8:00 P.M., with all members present. The meeting was called to order by Councilman Edwin T. Smith, Chairman, who presided. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 (Triangular parcel.of land bounded by New York Central R.R. Co., _Grand Trunk Western R.R. Co. and Laurel Street) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance were the following: Mr. Richard A. Kirkman, 1118 Queen St.; -Jesse Dickinson, Executive Director of the South Bend Housing Authority; Paul Boehm, Recreation Director of the Park Department and Kenneth Augustine, 709 Harrison Ave. Speaking against the Ordinance was Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Association. Councilman Glass, made a motion that the ordinance be reported to the Council as favorable. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 (West side of South Phillips Street,.in the.1600 Block, between West Indiana and West Dubail Avenues) - This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to.be heard thereon. The Clerk read a Report from the City Planning Commission. Councilman Hupzynski made a motion this ordinance be reported to the Council as unfavorable. Councilman Szymkowiak seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 (Indiana Ave., Kemble Ave., Dubail Ave. and_Alley.East of Prairie Avenue) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Muszynski made a motion this ordinance be reported to the Council as favorable. Councilman Palmer seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE N0. 3702 (Indiana Ave., Nash St., Calvert St.-and Brookfield Street) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Muszynski made a motion this ordinance be reported to the Council as favorable. Councilman Szymkowiak seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE N0. 3702 (Napoleonr.Blvd., St. Louis Blvd., Corby St., St. Vincent St., Hill Street and.Alley West of Lawrence Street) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Palmer made a motion that this ordinance be reported to the Council as favorable. Councilman Hunter seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING SUB - SECTION 301.2, FIRE DISTRICT NO, 23, OF SECTION 127.0, BOARD OF SURVEY CONSTITUTING A PART OF ORDINANCE N0, 4381 -61. This being the.time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Glass made a motion this ordinance be reported to the Council as favorable. Councilman Hustyask£ seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 3702 ADOPTED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND ON THE 14TH DAY OF JUNE, 19492 COMMONLY KNOWN AS THE ZONING ORDINANCE.OF THE CITY OF SOUTH BEND, INDIANA. (Southwest corner of Lincolaway East and Twyckenham Drive) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance were the following: Mr. Russell Fisher, Attorney for Petitioners Gladys Batey, Lynndon E. Scheid, John J. and Lottie Torzewski, Sylvia Pence, Clement and Alice M. Ladewbki; Mr. Gordon Farquar of the Shell Oil Company, and Miss Sylvia Pence. Speaking against the Ordinance was Miss Barbara Steele, 1905 Randolph St. Also speaking in favor of the Ordinance was Mr. Lyandon E. Scheid of 1456 Lincoinway East. The Clerk read the report from the City Planning Commission dated June 10th, 1964. Councilman Glass made a motion that this ordinance be reported to the Council as favorable. Motion lost by a roll call vote of 4 ayes (Councilmen Geib, Glass, Smith and Muszynski), 5 nays (Councilmen Hunter, Allen, Palmer, Wise and Szymkowiak). Councilman Hunter made a motion that this ordinance be reported to the Council as.unfavorable. Councilman Wise seconded the motion. Motion carried. COMFIITTEE OF THE WHOLE MEETING JULY 27, 1964 ORDINANCE AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES..OF THE CITY OF SOUTH BEND, INDIANA, FOR.THE YEAR 1965. This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Wise, Chairman of Fees and Salaries Committee, read a report from the Committee relative to the proposed Maximum Salary Ordinance. The following persons were heard: Paul Boehm, Recreation Director of the Park Department; Henry Sucher, Executive Director of the Redevelopment Department; Richard A. Kirkland, 1118 Queen St., Howard Goodhue, Superintendent of Water Works; Jesse Dickinson, Executive Director of South Bend Housing Authority; Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association, and Ralph Newman, Superintendent of Park Department. 10 MINUTE RECESS - 10:10 P.M. Councilman Wise made a motion for a ten minute recess. Councilman Geib seconded the motion. Motion carried. RECONVENED MEETING 10:33 P.M. Councilman Wise read a Report from the Fees and Salaries Committee with recommended changes. After some discussion, Councilman Wise made a motion that the report go to the Council favorable, as amended, as follows: City Judge, Probation Officer $6,000; City Attorney, Clerk Typist $2,952; Sewer Dept., Foreman $5,496; Building Dept., Secretary- Bookkeeper $4,008; Electrical & Heating Inspection Dept. Asst. Heating Inspector $4,488; Weights and Measures, Inspector $6,600; Deputy Inspector $4,488; Urban Redevelopment Commission, Executive Director $12,000, Planner II $6,500, Clerk- Typist $3,480; Sewage Treatment Plant, Asst. Supt. $7,080.00.; Water Works, Supt. $9,700 ;-Auditor $7,950; Asst. Auditor $6,400; Supervisor Billing Dept. $5,720; Supervisor Collection Dept. $4,320; Clerk Collection Dept. $3,504; Garage Mechanic, $5,280; Operator III $5,400; Park Dept., Supt. of Parks & Forestry $8,022; Asst. Supt. $5,700; Secretary & Clerk $3,840, Zoo Kopper (Potawatomi) $4,584, Greenskeeper $4,764, Florist $5,520, Asat. Florist $4,896,-Refrigeration & Pool Engineer $5,000; Recreation Dept., Director of Special - Events $5,320; that Ordinance be corrected by striking from Engineering Dept. the word "Traffic" after Project Engineer. Councilman Szymkowiak seconded the motion. Motion carried. There being no further business before the Committee of the Whole, Councilman Geib made a motion to adjourn.
