JUNE 22, 1964
Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the
Council Chambers in the City Hall on Monday, June 22, 1964, at 8:40 P.M., with all members present except
Councilman Palmer. The meeting was called to order by President John L. Hunter Jr., who presided.
ROLL CALL
PRESENT: Councilmen Hunter, Allen, Wise,.Geib,
Szymkowiak, Glass, Smith and Muszynski.
ABSENT: Councilman Palmer.
REPORT OF COMMITTEE ON MINUTES
To the Common Council of the City of South Bend:
Your Committee on the inspection and supervision of the minutes, would respectfully report that they have
inspected the minutes of the previous meeting of the Council and found them correct. They therefore recommend

Councilman Glass made a motion that the report be accepted and placed on file. Councilman Smith seconded the
motion. Motion carried.

ORDINANCE NO. 4667 - -64
AN ORDINANCE TO AMEND ORDINANCE NO. 4581 -63 BEING AN
ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE
NO. 3702. (Franklin, Kendall, Calvert Sts. & Ewing Ave.)

The ordinance was given third reading and passed by a roll call vote of 8 ayes (Councilmen Hunter, Allen, Wise,
Geib, Szymkowiak, Glass, Smith and Muszynski), 1 absent (Councilman Palmer).
ORDINANCE NO. 4668 - -64
AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702
(St. Vincent, Eddy, Corby and St. Louis Blvd.)
,The ordinance was given third reading and passed by a roll call vote of 8 ayes (Councilmen Hunter, Allen, Wise,
Geib, Szymkowiak, Glass, Smith and Muszynski), 1 absent (Councilman Palmer).
ORDINANCE, FIRST & SECOND READING
AN ORDINANCE APPROPRIATING $8,500.00 FOR THE MAKING
OF NECESSARY REPAIRS REQUIRED ON THE MORRIS CIVIC
AUDITORIUM IN THE CITY OF SOUTH BEND, INDIANA.
The ordinance was given first reading by title and second reading in full. Councilman Geib made a motion that
the ordinance be referred to the Committee of the Whole for public hearing on July 13, 1964. Councilman
Szymkowiak seconded the motion. Motion carried.
ORDINANCE, FIRST & SECOND READING
AN ORDINANCE AMENDING ORDINANCE NO. 3895 DESIGNATING
WEST EWING AVENUE A BOULEVARD AND HEREBY REDESIGNATING
AND DECLARING WEST EWING AVENUE TO BE A BOULEVARD FROM
FRANKLIN STREET TO GERTRUDE STREET.
The ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion
that the ordinance be referred to the Committee of the Whole for public hearing on July 13, 1964. Councilman
Szymkowiak seconded the motion. Motion carried.
NEW BUSINESS:
The following residents from the vicinity of the flash flood area appeared before the Council to ask that someth
be done to help them: Mrs. John Morrison, 1814 Sampson St.; Mrs. Jaynes Beck, 1601 E. Bowman St.; Mr. David
Weisman, 1602 E. Donald St.; Mrs. Bernard Boehm, 1810 Randolph St. and Mr. and Mrs. Robert Brown, 1813 Randolph
St,
Councilman Smith made a motion that the Council send a communication to the Board of Public Works and Safety
to instruct the Street Department to consider this situation top priority and immediately see that trunk sewers
are being utilized and also see if they cannot, at the very earliest possible time, obtain an %. engineering firm
to conduct a thorough study on how to correct this problem which has been occurring for so many years.
Councilman Allen seconded the motion. Motion carried.
5 MINUTE RECESS - 9:45 P.M.
Councilman Geib made a motion for a five minute recess.
RECONVENED MEETING - 9:50 P.M.
Councilman Smith seconded the motion. Motion carried.
Councilman Smith with drew his motion and Councilman Allen withdrew her second to the motion. Councilman Glass
made a motion to refer the investigation of the flood to the Sewers and Drains Committee to meet with the Board
of Public Works and Safety to help solve this situation. Councilman Geib seconded the motion. Motion carried.
There being no further business before the Council, Councilman Geib made a motion to adjourn. Councilman
Szymkowiak seconded the motion and Council adjourned at 9:55 P.M.
