HomeMy WebLinkAbout04-27-64 Council Meeting MinutesREGULAR MEETING APRIL 27, 1964 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chambers in the City Hall on Monday, April 27, 1964, at 9 :20 P.M., with all members present. The meeting was called to order by President John L. Hunter Jr., who presided. ROLL CALL PRESENT: Councilmen Hunter, Allen, Palmer, Geib, Szymkowiak, Wise, Glass, Smith and Muszynski. ABSENT: None. REPORT OF COMMITTEE ON MINUTES To'the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. RESOLUTION A RESOLUTION REPEALING RESOLUTION NO. 10 OF THE YEAR 1962 ENTITLED A RESOLUTION APPROVING TWO ADDITIONAL TRACTS OF LAND AS A PART OF PROPOSED LOW RENT HOUSING PROJECT IND. 15 - 3 WHICH TRACTS ARE LOCATED ON THE WEST SIDE OF FREMONT STREET BETWEEN BERGAN STREET AND MARQUETTE BOULEVARD IN THE CITY OF SOUTH BEND. Section I. Resolution No. 10 of the year 1962 entitled "A Resolution Approving Two Additional Tracts of Land as a Part of Proposed Low Rent Housing Project Ind. 15 - 3 Which Tracts are Located on the West Side of Fremont Street between Bergan Street and Marquette Boulevard in the City of South Bend" be and is hereby repealed. Section II. This resolution shall be effective upon the signatures of the President of the Common Council and the Mayor for the city of South Bend',being affixed hbreto. /s/ Richard G. Geib Member of Common Council Proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the proposed Resolution were the following: Mr. Jerome Lukas, 2019 Bergan St., Mr. Roman Guentert, 1606 N. Fremont St., and Mr. Elmer L. Crowell, 2601 Portage Ave., President of the Northwest Civic Association, Councilman Geib made a motion for postponement of the Resolution to seek a co- operative arrangement with the Housing Authority. Councilman Smith seconded the motion. Motion carried by a roll call vote of 9 ayes - 0 nays, PETITION Petition of Albert E. Nall to annex 75 acres East of Miami Road South of Jackson Road. Councilman Geib made a motion that the petition be referred to the City Planning Commission. Councilman Smith seconded the motion. Motion carried. PETITION Petition of Sylvia Pence,.et al, to rezone Lincolnway East and Twcykenham Drive. Councilman Glass made a motion' that the petition be referred to the City Planning Commission. Councilman Palmer seconded the motion. Motion carried. (Location: South side of Ireland Road West of Miami Road). (Location: 54 Acre tract at Miami and Jackson Roads). REPORT OF CITY PLANNING COMMISSION The Honorable Common Council City of South Bend South Bend, Indiana April 17, 1964 Gentlemen: The attached petition of the South Bend Housing Authority to rezone from "A" Residential Use and "A" Height and Area District to "A -1" Residential Use and "A" Height and Area District the property generally bounded on the north by Hamilton Street, on the east by Fremont Street, on the south by Marquette Blvd., and on the west by Meade Street was legally advertised under date of April 6, 1964 and given public hearing on April 16, 1964. The following action was taken: After due consideration the Commission duly moved, seconded and carried (5 -2 -Mr. Glass abstaining) a motion that the petition be recommended favorably to the Council. NEW BUSINESS Councilman Glass and the Fire Chief requested the City Attorney to prepare an ordinance urging property owners to use containers with holes and covers for burning debris instead of wire baskets. There being no further business before the Council, Counc ilman Muszynski made a motion to adjourn. Councilman Smith seconded the motion. Motion carried and Council adjourned at 10 :23 P.M.
