Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole
in the Council Chambers in the City Hall on Monday, January 27, 1964, at 8 :00 P.M. with all members present
except Councilman Palmer. The meeting was called to order by Councilman Edwin T. Smith, Chairman, who presided.
ORDINANCE
AN ORDINANCE REPEALING AN ORDINANCE PROVIDING AN ORDERLY PROCEDURE
BY WHICH EMPLOYEES MAY BE HEARD CONCERNING BUDGET ITEMS WHICH AFFECT
THEIR SALARIES AND WAGES AND BY WHICH EMPLOYEES MAY PRESENT GRIEVANCES
WHICH RESULT FROM DIFFERENCES OF OPINION BETWEEN SUPERVISORS AND
EMPLOYEES UPON WORKING CONDITIONS, INCLUDING ARBITRATION PROCEDURES
AND PROVISIONS FOR DEDUCTING FROM EMPLOYEES' WAGES FUNDS TO PAY
ORGANIZATIONS OF EMPLOYEES, AS AMENDED, KNOWN AS ORDINANCE 4612 =63
ENACTED, ON THE 13TH DAY OF NOVEMBER, 1963.

This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Councilman Hunter made a motion that the Ordinance go to the Council as
favorable. Councilman Geib seconded the motion. Motion carried.

This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Councilman Hunter made a motion that the Ordinance go to the Council as
favorable. Councilman Wise seconded the motion. Motion carried.

an opportunity to be heard thereon. Councilman Geib made a motion that the Ordinance go to the Council as favor-
able. Councilman Glass seconded the motion. Motion carried.

(Arthur, Eddy, Sorin Sts. & McKinley Ave.)
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents , were given
an opportunity to be heard thereon. Councilman Glass made a motion that the Ordinance go to the Council as favor-
able. Councilman Hunter seconded the motion. Motion carried.

This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Councilman Glass made a motion that the Ordinance go to the Council as favor-
able. Councilman Geib seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS
HERETOFORE AMENDED AND SUPPLEMENTED
(17869 Edison Road)
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Speaking against the proposed Ordinance was Mr. Sam Mirkin, who filed a
petition from property owners protesting the rezoning. Mr. Guy McMichael, Attorney for the petitioner, spoke in
favor of the Ordinance. Councilman Hunter made a motion that the Ordinance go to the Council as unfavorable.
Councilman Geib seconded the motion. Motion carried.

(Mishawaka Ave. and 33rd Street)
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Councilman Glass made a motion that the Ordinance go to the Council as favor-
able. Councilman Hunter seconded the motion. Motion carried.
There being no further business to come before the Committee of the Whole, Councilman Muszynski made a motion to
adjourn. Councilman Wise seconded the motion. Motion carried and the Committee of the Whole meeting adjourned
at 8 :25 P.M.
