cilman Lehman.
COMMITTEE OF THE WHOLE MEETING DECEMBER 2, 19.63
Councilman Kroll called the meeting to-order. The Clerk read the following communication:

President Kroll appointed Councilman Paul E. Krueper, Jr., as Acting Chairman of the Committee of the Whole, to
conduct the business of the meeting in the absence of Councilman Lehman, Chairman of the Committee of the Whole.
ORDINANCE
AN ORDINANCE PROHIBITING DISCRIMINATION IN REAL PROPERTY BECAUSE OF
RACE, COLOR, NATIONAL ORIGIN, RELIGION, OR ANCESTRY BY CERTAIN OWNERS,
SELLERS, RENTERS, LESSORS, GRANTORS, LESSEES, GRANTEES, ASSIGNEES,
MANAGING AGENTS, REAL ESTATE BROKERS, REAL ESTATE SALESMEN, LENDERS,
AND OTHERS, PROVIDING FOR THE RENAMING OF THE SOUTH BEND FAIR EMPLOY-
MENT PRACTICE COMMISSION, PRESCRIBING ADDITIONAL DUTIES AND POWERS,
AND PROVIDING PENALTIES
The Public Hearing on the above Ordinance was continued from November 25, 1963.
Proponents and opponents were given an opportunity to be heard thereon.

area; Rt. Rev, John Sabo, pastor of Our Lady of Hungary Cbruch; Rabbi Albert M. Shulman of Temple Beth -El; Dr. Bernardi
W. Sheets; 2534 Lincolnway West; Mrs. Adam Arnold, 517 East Corby Boulevard; Jesse L. Dickinson, 1023 Talbot Avenue,
executive director of the Public Housing Authority; firs. Arnold Eskridge, 1329 Campeau; Mrs. James Glaes, 229 Wakewa;
Mrs. Chambers, 1806 North Elmer Street; Valjean Dickinson, 1417 North Olive Street; President of the South Bend branch

Association of South Bend; Roger Peters, 557 Edgewater Drive; Professor of Constitutional Law at the University of
Notre Dame; R. Kent Rowe, 18180 Amberly Lane, who offered his free services in support of the Ordinance; Mrs. Marshal
Smelser, 813 East Angela Boulevard; Mrs. Charles H. Wills, 1311 Corby; Rev. Birt Harris, pastor of the Good Shepherd
Lutheran Church; David Halpern, 805 West Colfax Avenue; attorney; Grover C. McLaughlin, 1610 Medora; Mrs. Ira D. Car-
penter, 605 N. Notre Dame Avenue; E. A. Gorner, 1136 N. Notre Dame Avenue; Rev. Charles Gordon, Pastor of the First
A.M.E. Church.
Speaking in opposition to the proposed Ordinance were Joseph A. Roper, Attorney speaking on behalf of the South Bend -
Mishawaka Board of Realtors; Otto Gibson, 15635 Heatherstone Drive, Mishawaka; Richard M. Hodson, President of the
South Bend Board of Realtors; Roscoe Beeman, 1015 East Mddison; Lloyd Henderson, 216 Pennsylvania; Owen Nesbitt, 833 S
34th Street and Thomas Broden, Professor at Notre Dame University. Miss Virginia Guthrie also was heard.
Councilman Kroll made a motion for a recess. Councilman Coleman seconded the motion. Motion carried and the Commi
of the Whole recessed at 10:45 P.M.
The Committee of the Whole reconvened at 11 :15 P.M.
Councilman Kroll stated that during the recess the Council had discussed the Ordinance and feel it needed more study.
He further stated that the Council proposed to hold an executive session before the next regular meeting of the Counci
Councilman Allen made a motion to continue the Ordinance in the Committee of the Whole and that the Council would Lave
an executive session before the next regular meeting at which time action can be taken. Councilman Ladewski seconded
the motion. Motion carried.
There being no
further business to come before the Committee of the Whole, Councilman Kroll made
a motion to adjourn.
