REGULAR.MEETING OCTOBER 28. 1963
Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council
Chambers in the City Hall on Monday, Octobet 28, 1963, at 8:24 P.M., with all members present. The meeting was
called to order by President Joseph T. Kroll, who presided.
ROLL CALL
PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and Muszynski.
ABSENT: None
REPORT OF THE COMMITTEE ON MINUTES
To the Common Council of the City of South Bend:
Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected
the minutes of the previous meeting of the.Council and found them correct. They therefore recommend that the same
be approved.

Minutes of Meeting of October 14, 1963
Councilman Muszynski made a motion that the report be accepted and placed on file. Councilman Lehman seconded the
motion. Motion carried.
PETITION
Petition containing thirty -four (34) pages of signatures requesting the Council to consider the return to Central
Standard Time for the City during the winter months.
Councilman Coleman made a motion that the petition be accepted and placed on file. Councilman Lehman seconded the
motion. Motion carried.
REPORT OF THE COMMITTEE OF THE WHOLE
To the Common Council of the City of South Bend:
Your Committee of the Whole, to whom was referred AN ORDINANCE PROVIDING AN ORDERLY PROCEDURE '.BY WHICH EMPLOYEES
MAY BE HEARD CONCERNING BUDGET ITEMS WHICH EFFECT THEIR SALARIES AND WAGES AND BY WHICH EMPLOYEES MAY PRESENT
GRIEVANCES WHICH RESULT FROM DIFFERENCES OF OPINION BETWEEN SUPERVISORS AND EMPLOYEES UPON WORKING CONDITIONS,

RESOLUTION
RESOLUTION FOR ADDITIONAL APPROPRIATIONS IN THE GENERAL FUND, $400.00;
AND THE TRANSFER OF SAME FROM ONE ACCOUNT TO ANOTHER IN THE SAME
CATEGORY OF THE GENERAL FUND
The Resolution was read by the Clerk. Miss Virginia Guthrie asked for an explanation of the request. Councilman
Lehman made a motion that the Resolution be set over until the November 12, 1963 meeting of the Council. Council
Muszynski seconded the motion. Motion carried.

Councilman Lehman made a motion that action on this Resolution be deferred until the November 12, 1963 meeting of
the Council. Councilman Muszynski seconded the motion. Motion carried.

RESOLUTION NO. 53 - - -63
R E S O L U T I O N
OCTOBER 28, 1963

WHEREAS, the Common Council authorized a general revision and recodification of the Ordinances of the
City of South Bend, Indiana; and,
WHEREAS, on the 14th day of October, 1963, the Common Council approved a revised and recodified form of
the Ordinances of the City of South Bend, Indiana, in book form known as "MUNICIPAL CODE OF SOUTH BEND, INDIANA'.
by Ardinance Number 4608 - - -63.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, that the City
Clerk is hereby designated as the custodian of the volumes of said revised and recodified ordinances; and,
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized to sell such ordinances to the public
at $12.50 per volume, and that the monies so received shall be deposited in the General Fund of the City of.South
Bend, Indiana.

Councilman Muszynski made a motion for adoption of the Resolution. Councilman Lehman seconded the motion. Motion
carried by a roll call vote of 9 ayes, 0 nays.
Councilman Ladewski, Chairman of the Traffic and Transportation Committee, announced that the committee would
meet with the Traffic Engineer on November 8, 1963, relative to Councilman Tellson's request that consideration
be given to removal of parking meters at the Library and a loading zone marked.
There being no further business to come before the Council, Councilman Lehman made a motion to adjourn. Councilman
Muszynski seconded the motion. Motion carried and the Regular Meeting of the Common Council adjourned at 8 :45 P.M.
