HomeMy WebLinkAbout10-14-63 Council Meeting MinutesBe it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chambers in the City Hall on Monday, October 14, 1963, at 8:30 P.M., with all members present except Councilman Krueper. The Meeting was called to order by Joseph T. Kroll, President, who presided. ROLL CALL: Present: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Lehman and Muszynski. Absent: Councilman Krueper. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. Councilman Lehman made a motion that the petition be referred to the City Planning Commission. Councilman Ladewski seconded the motion. Motion carried. The following action was taken: After due consideration it was duly moved, seconded, and unanimously carried that the proposed amendment be r favorably to the Council. The following action was,taken: After due consideration it was duly moved, seconded, and unanimously carried that the proposed amendment be recommended favorably to the Council. REPORT OF THE CITY PLANNING COMMISSION October 7, 1963 The Honroable Common Council City of South Bend South Bend, Indiana Gentlemen: The attached petition of the City Planning Commission to rezone from "B" Residential Use and "A" Height and Area District to "All Residential Use and "A" Height and Area District the property generally bounded on the east by Jacob Street, on the west by Arthur Street, on the north by Sorin Street and on the south by McKinley was legally advertised under date of September 23, 1963 and given public hearing on October 3, 1963. The following action was taken: After due consideration the Commission found that the best zoning for the subject area would be "A" Residential. It was therefore duly moved, seconded, and unanimously carried that the petition be recommended favorably to the Council with the further recommendation that the petition bs amended from the Council floor to exclude: -Lots 1 and 2 of Madison Park Addition. The following action was taken: After due consideration the Commission found that the proposed change would be in the best interest of the subject area. The Ordinance was then given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Krueper). ORDINANCE NO. 4608 - - -63 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, ADOPTING A REVISION AND CODIFICATION OF THE ORDINANCES OF THE CITY OF SOUTH BEND, INDIANA, ENTITLED "THE MUNICIPAL CODE OF SOUTH BEND, INDIANA ", PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCES NOT INCLUDED THEREIN WITH CERTAIN EXCEPTIONS The Ordinance was given first reading by title and second reading in full. RESOLUTION NO. 50 - - -63 RESOLUTION FOR ADDITIONAL APPROPRIATIONS IN THE GENERAL FUND, $200.00, AND THE TRANSFER OF SAME FROM ONE ACCOUNT TO ANOTHER IN THE SAME CATEGORY OF THE GENERAL FUND WHEREAS, certain extraordinary conditions have,developed since the adoption of the existing annual budget, so that it is now necessary to appropriate more money than was appropriated in the annual budget for the various func of City Government to meet such extraordinary emergencies; and WHEREAS, Account No. A -212, described as Postage, in the General Fund, is depleted and the sum of Two Hundred ($200.00) Dollars is needed forthwith, and WHEREAS, under Account No. A -214, described as Telephone and Telegraph, under the General Fund, there is Two Hundred ($200.00) Dollars that will not be needed, NOW, THEREFORE, BE IT RESOLVED By THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, that the sum of Two Hundred ($200.00) Dollars be transferred from Account No. A -214, described as Telephone and Telegraph under the General Fund, to Account No. A -212, described as Postage, under the General Fund._ Councilman Lehman made a motion for adoption of the Resolution. RESOLUTION NO. 51 - - -63 RESOLUTION FOR ADDITIONAL APPROPRIATIONS IN THE FAIR EMPLOYMENT PRACTICES COMMISSION FUND, $45.00 AND THE TRANSFER OF SAME FROM ONE ACCOUNT TO ANOTHER IN THE SAME CATEGORY OF THE FAIR EMPLOYMENT PRACTICES COMMISSION FUND WHEREAS, certain extraordinary conditions have developed since the adoption of the existing annual budget, so that it is now necessary to appropriate more money than was appropriated in the annual budget for the various functions of City Government to meet such extraordinary emergencies; and WHEREAS, Account No. 213, described asTraveling Expenses, in the Fair Employment Practices Commission Fund is depleted and the sum of Forty -five ($45.00) Dollars is needed forthwith, and WHEREAS, under Account No. 241, described as Printing, Other than Office Supplies, under the Fair Employment Practices Commission Fund, there is Forty -five ($45.00) Dollars, that will not be needed. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, that the sum of Forty -five ($45.00) Dollars be transferred from Account No. 241, described as Printing, Other Than Office Supplies, under the Fair Employment Practices Commission Fund, to Account No. 213, described as TraQeling Expenses, under the Fair Employment Practices Commission Fund. Councilman Allen made a motion for adoption of the Resolution. Councilman Ladewski seconded the motion. Motion carried by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Krueger). RESOLUTION NO. 52 - - -63 RESOLUTION FOR ADDITIONAL APPROPRIATIONS IN THE GENERAL PARK FUND -- $1,188.81 AND THE TRANSFER OF THE SAME FROM ONE ACCOUNT TO ANOTHER IN THE SAME CATEGORY OF THE GENERAL PARK FUND WHEREAS, certain extraordinary conditions have developed since the adoption of the existing annual budget, so that it is now necessary to appropriate more money than was appropriated in the annual budget for.the various functions of the Department of Public Parks to meet such extraordinary emergencies, and WHEREAS, it has been ascertained that certain accounts in the General Park Fund have more money than is needed at this time SECTION I. That the following accounts be reduced in the amounts set opposite each account, to -wit: Acct. No. Classification Item Amount 53 Current Charges Refunds, Awards & Indemnities $ 90.17 64 Current Obligations Hospital Insurance 1,098.64 Total $1,188.81 SECTION 2.. That the following accounts be increased in the amounts set opposite each account, to -wit: Acct. No. Classification 57 Current Charges 62 Current Obligations Item Taxes (Gross Income) Social Security Amount $ 90.17 1,098.64 Total $1,188.81 NOW, THEREFORE, Be it Resolved by the Common Council of the City of South Bend that the sum of $1,188.81 be transfers from Accounts No. 53 to 64 to.Accounts No. 57 and 62 as set out above in Sections 1 and 2 of this Resolution. That the transfer of funds as set forth in Section 1 and Section 2 are required for the proper and efficient operation and function of the Department of Public Parks of South.Bend and an extraordinary emergency is declared to exist concerning the foregoing transfers. Councilman Glass made a motion for adoption of the Resolution. Councilman Lehman seconded the motion. Motion carried by a roll call vote'of 8 ayes, 0 nays, 1 absent (Councilman Krueper). UNFINISHED BUSINESS Councilman Tellson stated that some time ago he had made a request that the parking meters in front of the library be removed to permit a loading zone. It was suggested that the Traffic Engineer meet with the Traffic and Transportation Committee of the Council and report back to the Council as to recommendations made by Pommittee and the Traffic Engineer NEW BUSINESS Councilman Allen made a motion that the first Regular Meeting of the Council in November be held on November 12, 1963. Councilman Ladewski seconded the motion. Motion carried. There being no further business to come before the Council, Councilman Lehman made a motion to adjourn. Councilman Glass seconded the motion.
