Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the Council
Chambers on Monday, September 16, 1963, at 12:15 P.M., with all members present except Councilman Allen, Glass and
Lehman. The meeting was called to order by President Joseph T. Kroll, Who presided.
The Clerk read the call for special meeting, as follows:

ST. JOSEPH COUNTY : SS: CALL FOR SPECIAL MEETING
CITY OF SOUTH BEND :
To the President and Members of the Common Council of the City of South Bend, Indiana:
Gentlemen:
You are hereby notified that under and by virtue of the authority vested in my by law as Mayor of the City of South
Bend, in "the..State of Indiana, a Special Meeting of the Common Council of said City is hereby called to meet in the
Council Chambers, in the City Hall at the Hour of 7:30 P.M., on Monday, September 16, 1963, for the purpose of acting
upon the following:
ORDINANCE AUTHORIZING A TEMPORARY LOAN
The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this notice on
each and every member of the Common Council and make due return of such service of said Special Meeting.

The Special Council Meeting, which was called to consider an Ordinance for a Temporary Loan, has been set for
12:00 o'clock noon un Monday, September 16, 1963, instead of 7:30 P.M., as previsously stated in the call.

Councilman Muszynski made a motion that the call and notice be accepted and placed on file. Councilman Ladewski
seconded the motion. Motion carried.
ROLL CALL
PRESENT: Councilmen Kroll, Ladewski, Tellson, Coleman, Krueper and Muszynski
ABSENT: Councilmen Allen, Glass and Lehman.
The Clerk read the following Communication:
TO THE COMMON COUNDIL OF THE CITY OF SOUTH BEND:
There are insufficient funds in the General Fund of the City to meet operating needs which were included in the
regular Budget and appropriation adopted for the year 1963, which are required to be met prior to the receipt of
taxes in the year 1963. It will be necessary to authorize and make a temporary loan for the General Fund in the
amount not exceeding $500,000.00, and I recommend that a temporary loan be authorized for the General Fund in the amc
not to exceed $500,000.00, and that the warrants evidencing said loan be made payable on or before November 14, 1963.
The net assessed valuation of taxable property in the City, as shown by the assessment made for City and County taxes
in the year 1962, is in the amount of $231,633,790.00. The tax levy made for the General Fund for the year 1963 was
1.7925 on each $100.00 taxable valuation, and I estimate that the total amount to be received from such tax levy will
be approximately $4,152,039.45.

AUDITOR'S CERTIFICATE
STATE OF INDIANA
SS:
ST. JOSEPH COUNTY
I, EMERY L. MOLNAR, the duly elected, qualified and acting Auditor of St. Joseph County, Indiana, hereby certify that
the net assessed valuation of taxable property in the City of South Bend, exclusive of all exemption allowed, as
shown by the assessment made for the City and County taxes in the year 1962, is in the amount of Two Hundred Thirty -
one Million, Six Hundred Thirty -three Thousand Seven Hundred Ninety ($231,633,790.00) Dollars.
I further certify that according to the records in my office the tax levy for the General Fund of the City of South
Bend now in course of collection for the year 1963 is in the amount of $1.7925 on each One Hundred ($100.00) Dollars
of assessed valuation of taxable property in said City.
I further certify that there is no litigation now pending or to my knowledge threatened in any way affecting or
questioning the validity of said general fund tax levy.
WITNESS MY hand and the offical seal of the Board of Commissioners of the County of St. Joseph, on the 12th day of
September, 1963.

Councilman Muszynski made a motion that the Auditor's Certificate be accepted and placed on file. Councilman Lad
seconded the motion. Motion carried.
ORDINANCE NO. 4595 - - -63
AN ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE MAKING OF A
TEMPORARY LOAN FOR THE GENERAL FUND AND THE ISSUANCE AND SALE OF WARRANTS OF
THE CITY FOR SUCH PURPOSE
The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion for
suspension of rules. Councilman Tellson seconded the motion. Motion carried by a roll call vote of 6 ayes, 0 nays,
3 absent (Councilmen Allen, Glass and Lehman). The Ordinance was then given third reading and passed by a roll call
vote of 6 ayes, 0 nays, 3 absent (Councilmen Allen, Glass and Lehman).
There being no further business to come before the Special Meeting of the Council, Councilman Ladewski made a motion
to adjourn. Councilman Muszynski seconded the motion. Motion carried and the Special Meeting of the Common Council
adjourned at 12:29 P.M.
