JULY 22, 1963
Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council
Chambers in the City Hall on Monday, July 22, 1963,,at 9:20 P.M., with all members present except Councilman Tellson.
The meeting was called to order by President Joseph T. Kroll, who presided.
ROLL CALL:
PRESENT: Councilmen Kroll, Allen, Ladewski, Coleman, Glass, Krueper, Lehman and Muszynski.
ABSENT: Councilman Tellson.
REPORT OF COMMITTEE ON MINUTES
To the Common Council of the City of South Bend:
Your Committee on the inspection and supervision of the minutes would respectfully report that they have inspected
the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same
be approved.

NO. 3702 (Lot 154 in Horne and Dunn's 1st Sub)
The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Tellson)�
The next three items on the Agenda concern Ordinances to rezone Lots 1, 2, 3, 19, 20 and 21 of Lincoln Plaza.
Councilman Allen made a motion that further action on these Ordinances be deferred until the next Regular Meeting
of the Council. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of 5 ayes (Councilmen
Kroll, Allen, Ladewski, Glass and Muszynski), 3 nays, (Councilmen Coleman, Krueper and Lehman).

AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE
NO. 3702 (Land bounded by Summitt Drive, Mayflower, Scenic Drive and Mayfair Place)
The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Tellson).
Attorney Richard D. Doyle filed a petition to reconsider the present Ordinance dealing with the Establishment and
licensing of Taxicab Stands in the City, to -wit: Chapter 26, Sections 10 through 14 of the Municipal Code of the
City of South Bend, Indiana. (Proposed Ordinance attached).
Councilman Coleman made a motion that the Petition be referred to the Committee of the Whole for study and recommenda-
tion. Councilman Krueper seconded the motion. Motion carried.
RESOLUTION NUMBER 40 - - -63
WHEREAS, MELVIN J. VOELKEL, formerly a member of the South Bend Police Force, and attached to the City
Court for the past several years, has departed this life; and
WHEREAS, he has served his community and his fellow -man in many ways to their benefit; that in addition to
his activity in his official capacity, his work in philanthropy, lodges and clubs is known to all the citizens of our
community and its environs.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, that the meidbers
thereof go on record expressing their sadness at the loss of "Jack" Voelkel and that a copy of this Resolution,
duly authenticated by the City Clerk be spread upon the records of this Council, and a -copy of same be sent to his
widow, Beatrice Voelkel.

Councilman Coleman made a motion for adoption of the Resolution. Councilman Muszynski seconded the motion. Motion
carried. Resolution adopted.
NEW BUSINESS
Councilman Allen requested the -Clerk to send a directive to the Board of Public Works and Safety and to the Chief
of Police relative to Violations of the Anti -Noise Ordinance by Ice -Cream vendors. It was so ordered.
Councilman Ladewski made a motion that the Council hold a Special Meeting on July 29, 1963, at 8:00 P.M., for the
purpose of conducting a public hearing on the proposed Ordinance fixing Maximum Salaries for appointed officers and
employees of the City of South Bend, acid for'.final action thereon; and to have first and second reading on the
Proposed Budget and Tax Levy for 1964. Councilman Krueper seconded the motion. Motion carried.
Councilman Lehman made a motion that the Council dispense with the Regular Meeting of the Council on August 12, 1963.
Councilman Allen seconded the motion. Motion carried.
Councilman Lehman made a motion that the Traffic Engineer in conjunction with the Board of Public Works and Safety

to investigate the problem of traffic in the 1600 and 1700 blocks of South Michigan Street in the area of the Bonnie
Doon and Azar Drive -In restaurants and to report back to the Council at its next regularly scheduled meeting in Sep-
tember. Councilman Krueper seconded the motion. Motion carried.
Councilman Krueper inquired about the weed cutting program and Councilman Kroll directed Officer Kruelewitch of the
Sanitation Department to investigate the condition of the premises at 811 West Napier Street and report back to the
Council as to his findings.
There being no further business to come before the Council, Councilman Lehman made a motion to adjourn. Councilman
Muszynski seconded the motion. Motion carried and the Regular Meeting of the Common Council adjourned at 9:47 P.M.
