MAY 13, 1963
Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council
Chambers, City Hall, Monday, May 13, 1963, at 8:31 P.M., with all members present except Councilman Tellson. The
meeting was called to order by President Joseph T. Kroll, who presided.
ROLL CALL:
PRESENT: Councilmen Kroll, Allen, Ladewski, Coleman, Glass, Krueper, Lehman and Muszynski.
ABSENT: Councilman Tellson.
REPORT OF COMMITTEE ON MINUTES
To the Common Council of the City of South Bend:
Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected
the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same
be approved.

COMMUNICATION
The Clerk read a communication from the St. Joseph County Council of Conservation Clubs, signed by Ray Ashby, Preside
The Communication was in the form 6f a Resolution adoped by the Organization urging the erection of a refuse disposal
plant of a modern, completely sanitary design to serve all of the citizens and industries of the metropolitan area.
Councilman Lehman made a motion that the communication be accepted and placed on file. Councilman Ladewski seconded
the motion. Motion carried.
PETITION
Petition of The Housing Authority to rezone land bounded by Hamilton, Fremont, Marquette Boulevard and Moade Streets.
Councilman Allen made a motion that the petition be referred to the City Planning Commission. Councilman Lehman
seconded the motion. Motion carried.
PETITTON
Petition of The Housing Authority to rezone two parcels of land at Laurel and the Grand Trunk Railway.
Councilman Lehman made a motion that the petition be referred to the City Planning Commission. Councilman Allen
seconded the motion. Motion carried.

REPORT OF TRAFFIC AND TRANSPORTATION COMMITTEE
To the Common Council of the City of South Bend:
Your Committee on Traffic and Transportation, to whom was referred the matter of 1. Police escorts at funeral
processions, and 2. Loading zone at the entrance to the downtown Public Library, met at 8 :30 A.M., Saturday, April
20th, with the following being present: Councilmen Eugene Ladewski, Joseph Kroll and Walter Glass; Police Chief Or
Harman; Traffic Engineer Clem Hazinski; Funeral Directors Raymond Jurek, St. Josepht, Leslie Toth, Zaherans,
Max Yena, Welsheimers, John Walsh, Walsh - Bilancio and Dale Brink of Hollis.

Respectfully report that they have examined the matter and that in their opinion
1. The public has not been and will not be charged a ten dollar fee for the funeral escort service.
2. (thief Harman has promised that police escoatt service will be provided when funeral directors deem it necessary f
the public welfare and safety.
3. If the police department is notified when the funeral procession route must pass a very busy or hazardous inter -
section, a police officer will be stationed at this intersection when the procession passes.

4. The committee feels that this system be given a fair trial.
5. The Traffic Engineer, Clem Hazinski, was directed to prepare a survey on the feasability of a loading zone at the
Public Library, and to report his findings to the Council as soon as possible.

Gentlemen:
The attached petition of Ora J. Stahl to annex to the City of South Bend, Indiana, the property generally described
as being at the northwest corner of the northeast one - quarter section of Section 31, T37N, R3E, being at Jackson
Road at the intersection of York Road, continued south and containing one lot 250 feet by 35-feet having frontage on
Jackson Road was legally advertised under date of April 22, 1963 and given public hearing on May 2, 1963. The follow-
ing action was taken:
After due consideration the Commission found that in their opinion the six determinants of annexation apply to the
area in issue. It was therefore duly moved, seconded, and unanimously carried that the petition be recommended
favorably to the Council.

to "C " Commercial Use and "B" Height and Area District the property generally located at the southwest corner of
Lincolnway East and Twyckenham Drive was legally advertised under date of April 22, 1963 and given public hearing
on May 2, 1963. The following action was taken:
After due-consideration the Commission found that the favorable recommendation of this petition would constitute
spot zoning. It was therefore duly moved, seconded, and unanimously carried that the petition be recommended
unfavorably to the Council.

recommended favorably to the Council.

RESOLUTION FOR ADDITIONAL APPROPRIATIONS IN THE PARK GENERAL
FUND - -- $650.00 AND THE TRANSFER OF THE SAME FROM ONE ACCOUNT
TO ANOTHER IN THE SAME CATEGORY OF THE PARK GENERAL FUND
WHEREAS, certain extraordinary conditions have developed since the adoption of the existing annual budget, so
that it is now necessary to appropriate more money than was appropriated in the annual budget for the various funct
of the Department of Public Parks to meet such extraordinary emergencies, and,
WHEREAS, it has been ascertained that certain accounts in the Park General Fund have more money than is needed
at this time.

That the transfer of funds as set forth in Section 1 and 2 are required for the proper and efficient operation
and function of the Department of Public Parks of South Bend, Indiana, and an extraordinary emergency is declared to
exist concerning the foregoing transfer.
