HomeMy WebLinkAbout03-11-63 Council Committee of the Whole Meeting Minutes537 COMMITTEE OF THE WHOLE MEETING MARCH 11, 1963 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers in the City Hall on Monday, March 11, 1963, at 8 :15 P.M., with all members present except Councilman Glass. The meeting was called to order by Councilman T. W. Lehman, Chairman, who presided. ORDINANCE AN ORDINANCE PROVIDING FOR THE ANNEXATION OF CERTAIN TERRITORY TO THE CITY OF SOUTH BEND, INDIANA (Crest Manor -- -37.8 acres South of Jackson and East of Miami) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Kroll made a motion that the Ordinance go to the Council as favorable. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE TO AMEND "THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA ', ALSO KNOWN AS ORDINANCE NO. 3702, BY THE ADDITION OF EXTRA REQUIREMENTS IN REGARD TO THE USE OF LAND FOR THE MAINTENANCE OF USE AND OPERATION OF STREET SURFACE, OPEN LOT AUTOMOBILE WASHING OPERATIONS This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the Ordinance was Gus Prathafakis, who operates Gussies Shoe Repair Shop at 736 South Michigan Street. Councilman Kroll made a motion that the Ordinance be referred to the City Planning Commission for public hearing, Councilman Krueper seconded the motion. Motion carried, ORDINANCE ' AN ORDINANCE AUTHORIZING THE DONATION OF LAND TO AID IN THE ERECTING OF AN ARMORY IN THE CITY OF SOUTH BEND This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Tellson made a motion that the Ordinance go to the Council as favorable. Councilman Kroll seaDnded the motion. Motion carried. ORDINANCE AN ORDINANCE PROHIBITING THE THROWING OR DEPOSITING OF LITTER IN PUBLIC PLACES IN THE CITY OF SOUTH BEND, INDIANA; REGULATING THE DISTRIBUTION OF COMMERCIAL AND NON - COMMERCIAL HANDBILLS; CONTROLLING THE DEPOSITING OF LITTER ON PRIVATE PREMISES; PRO- VIDING A LIEN FOR CITY CLEARANCE; AND PRESCRIBING PENALTIES FOR THE VIOLATION OF ITS PROVISIONS This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. After discussion among the Councilmen, Councilman Muszynski made a motion that the Ordinance be put back in the Ordinance Committee and Councilman Coleman seconded the motion. Motion carried. ORDINANCE AN ORDINANCE TO AMEND SECTIONS 8, 13, and 25 OF CHAPTER 30 OF THE GENERAL ORDINANCE NO. 3709, SAID CHAPTER 30 REFERRING TO TREES AND SHRUBS This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Kroll presented a letter from the Superintendent of the Park Department requesting early passage of the Ordinance in order to proceed with elm tree removal. Councilman Allen made a motion that the Ordinance go to the Council as favorable. Councilman Ladewski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE PROVIDING FOR THE CONTROL OF LAND SUBDIVISION AND THE APPROVAL OF PLAT AND REPLAT OF LAND WITHIN THE TERRITORIAL JURIS DICTION OF THE SOUTH BEND CITY PLANNING COMMISSION; PROVIDING PENALTIES FOR VIOLATION AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Kroll made a motion that the Ordinance go to the Council as favorable. Councilman Krueper seconded the motion. Motion carried. There being no further business to come before the Committee of the Whole, Councilman Muszynski made a motion to adjourn. Councilman Kroll seconded the motion.
