HomeMy WebLinkAbout12-10-62 Council Meeting MinutesBe it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chambers in the City Hall on Monday, December 10, 1962,.at 8:34 P.M., with all members present. The meeting was called to order by President Joseph T. Kroll, who presided,. ROLL CALL PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and Muszynski. ABSENT: None. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. Councilman Muszynski seconded the motion. Motion carried. PETITION Petition to annex 37.8 acres of land East of Miami and South of Jackson Road. Councilman Lehman made a motion that the petition be referred to the City Planning Commission. Councilman Coleman. seconded the motion. Motion carried. COMMUNICATION The Clerk read a communication from Gust Koucouthakis, who operates a Shoe Repair Shop at 736 South Michigan Street, in which he requested an adjustment of parking signs which now permit 2 hour parking in front of his establishment. The matter had been referred to the Traffic Engineer immediately upon its receipt in the Clerk's office. Mr. Clem Hazinski, Traffic Engineer reported that he had investigated the request and that he interviewed Mr. Koucouthakis and that sign brackets are being made and immediate installation will follow. Councilman Lehman made a motion that the communication and report be accepted and placed on file. Councilman Coleman seconded the motion. Motion carried. COMMUNICATION A communication from the National Association for the Advancement of Colored People reference Redevelopment Plans for Project Indiana R -29, Chapin Street, was read by the Clerk. Councilman Lehman made a motion that the communication be accepted and placed on file. Councilman Muszynski seconded the motion. Motion carried. COMMUNICATION A communication from the Citizens Fair Housing Committee of South Bend and Mishawaka was read. Councilman Lehman made a motion that the communication be accepted and placed on file. REPORT OF BOARD OF PUBLIC WORKS AND SAFETY Common Council South Bend, Indiana REF: Complaint, 825 E. REPORT OF THE CITY PLANNING COMMISSION December 7, 1962 The Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: The attached petition of the City Planning Commission to zone "A" Residential Use District and "A" Height and Area District the recently annexed land being generally described as being bounded on the east by the centerline of Hickory Road, on the south by the north line of Bulla Road, and on the west and north by the present city, limits was legally advertised under date of November 26, 1962, and given public hearing on December 6, 1962. The following action was taken: After due consideration the Commission found that the best zoning for the property would be residential. It was therefore duly moved, seconded, and unanimously carried that the petition be recommended favorably to the Council. Very truly yours, CITY PLANNING COMMISSION ftlRobfert L. REPORT OF THE CITY PLANNING COMMISSION December 7, 1962 The Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: The attached petition of the City Planning Commission to zone "A" Residential Use District and "A" Height and Area District the recently annexed land being generally described as having 826 feet frontage on the south side of Jackson Roadm and lying midway between Ironwood and Miami Roads, was legally advertised under date of November 26, 1962 and given public hearing on December 6, 1962. The following action was taken: After due consideration the Commission found that the best zoning for the subject property would be "A" Residential. REPORT OF THE CITY PLANKING COMMISSION December 7, 1962 The Honorable Common Council City of South Bend South B end, Indiana Gentlemen: The attached petition of Drewrys Limited U.S.A., to rezone fro&''!.&" Residential Use District and "A" Height and Area District to ''D" Light Industrial Use District and "F' Height and Area District the property being generally, describe as an Irregular shaped parcel of property fronting on Elwood Avenue east of Wilber Street and adjoining the realty of Drewrys Limited on the east and running southerly and easterly to the right -of -way line of the New,York Central Railroad was legally advertised under date of November 26, 1962 and given public hearing on December 6, 1962. The following action was taken: After due consideration the Commission found that the best zoning for the subject property would be light industrial It was therefore duly moved, seconded, and unanimously carried that the petition be recommended favorably to the Council. REPORT OF THE CITY PLANNING COMMISSION December 7, 1962 The Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: The attached petition of Ramco, Inc., to zone the recently annexed 80 acres in the north half of the southwest one - quarter of Section 20, T37N, R3E, the east 40 acres to "B" Residential Use and "F" Height and Area District, except a tract in the center, 500 feet north and south and 500 feet east and west to be zoned "C -1" Con m rcial Use and "F" Height and Area District and that the westerly half be zoned "All Residential Use District and "A" Height a Area District was legally advertised under date of November 26, 1962 and given public hearing on December 6, 1962. The following action was taken: - After due consideration the Commission found that the requested zoning would be the best zoning for the subject property. It was therefore duly moved, seconded, and unanimously carried that the petition be recommended favorably to the Council subject to meets and bounds descriptions on the three (3) areas involved. ORDINANCE NO. 4540 - - -62 AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS HERETOFORE AMENDED AND- SUPPLEMENTED (9.5 acres at Edison and Hickory) The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion for suspension of rules. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of 9 ayes and 0 nays. The Ordinance was then given thud reading and passed by a roll call vote of 9 ayes and 0 nays. ORDINANCE NO. 4541 - - -62 AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS HERETOFORE AMENDED AND SUPPLEMENTED (21.5 acres on Jackson Road) The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion for suspension of rules. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of 9 ayes and 0 nays. The Ordinance was then given third reading and passed by a roll call vote of 9 ayes and 0 nays. ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 3702 COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (Land owned by Drewrys, Inc., at Elwood and Wilber) The Ordinance was given first reading by title and second reading in full. Councilman Coleman made a motion that the Ordinance be set for public hearing-on January 14, 1963. Councilman Lehman seconded the motion. Motion carried. ORDINANCE NO. 4542 - - -62 AN ORDINANCE ZONING A NEWLY ANNEXED TRACT NOW WITHIN AND A PART OF THE CITY OF SOUTH BEND, INDIANA (Ramco, Inc., land along Ironwood north of Inwood) The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion for suspension of rules. Councilman Allen seconded the motion. Motion carried by a roll call vote of 9 ayes and 0 nays. The Ordinance was then given third reading and passed by a roll call vote of 9 ayes and 0 nays. ORDINANCE NO. 4543 -- -62 AN ORDINANCE AUTHORIZING THE USE OF METER MAIDS ON STREETS AND SIDEWALKS IN THE CITY OF SOUTH BEND AND THE JURISDICTION _OF THE CHIEF OF POLICE OVER SAID METER MAIDS The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion for suspension of rules. Councilman Allen seconded the motion. Motion carried by a roll call vote of 9 ayes and 0 nays. The Ordinance was then given third reading and passed by a roll call vote of 9 ayes and 0 nays. RESOLUTION RESOLUTION OF COMMON COUNCIL OF THE CITY OF SOUTH BEND APPROVING THE URBAN RENEWAL PLAN AND THE FEASIBILITY OF RELOCATION FOR PROJECT NO. INDIANA R -29 The Clerk tead the Resolution and after discussion, Councilman Allen made a motion that action on the Resolution be deferred until January 14, 1963. Councilman Glass seconded the motion. Motion carried. RESOLUTION NO. 26 - - -62 RESOLUTION AUTHORIZING CERTAIN PAYMENTS TO BE MADE TO SALARIED EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA WHEREAS, the City of South Bend, Indiana, is approaching the close of its fiscal year; and, WHEREAS, the office of the City Controller will be required to make numerous payments and close its numerous and complicated accounts; and, WHEREAS, it is desirable that the work of said office be simplified; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana: 1. That all salaried officers and employees of the City shall be paid their salaries for the month of December, 1962, on the 20th day of December, 1962. 2. The Controller of the City of South Bend -is hereby authorized to make said salary payments upon said date. 3. This Resolution shall be in full force and effect from and after its adoption by the Common Council and approval by the Mayor. NEW BUSINESS Since the next regular meeting of the Council would occur on December 24th, Christmas Eve, Councilman Lehman made a motion to dispense with the meeting of December 24, 1962. Councilman Allen seconded the motion. Motion carried. There being no further business to come before the Comm Council, Councilman Lehman made a motion to adjourn.
