HomeMy WebLinkAbout10-22-62 Council Meeting MinutesREGULAR MEETING OCTOBER 22, 1962 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chambers, City Hall, Monday, October 22, 1962, at 9 :13 P.M., with all members present except Councilman Lehman. The meeting was called to order by President Joseph T. Kroll, who presided. ROLL CALL PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper and Muszynski. ABSENT: Councilman Lehman REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. Councilman Glass made a motion that the petition be referred to the City Planning Commission. Councilman Muszynski seconded the motion. Motion carried. PETITION Petition of Fred G. and Bernice Geyer to rezone the corner of 32nd and Jefferson. Councilman Glass made a motion that!the petition be referred to the City Planning Commission. ORDINANCE N0. 4529 - - -62 AN ORDINANCE TO AMEND SECTION 6.0 SUBSECTION 6.2 AND SECTION 10.0 OF ORDINANCE NO. 4421 - - -61 AS AMENDED (Television Ordinance) The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Lehman). ORDINANCE, FIRST AND SECOND READING AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE POLICE DEPARTMENT FUND, FIRE DEPARTMENT FUND, AND OFFICE OF THE CITY CLERK — $13,400.00 The Ordinance was given first reading by title and sego nd reading in full. Councilman Coleman made a motion that the Ordinance be set for public hearing on November 26, 1962. Councilman Ladewski seconded the motion. Motion carried. RESOLUTION NO. 19 - - -62 RESOLUTION FOR ADDITIONAL APPROPRIATIONS IN THE PARK GENERAL FUND - - - $2,600.00 AND THE TRANSFER OF THE SAME FROM ONE ACCOUNT TO ANOTHER IN THE SAME CATEGORY OF THE PARK GENERAL FUND WHEREAS, certain extraordinary conditions have developed since the adoption of the existing annual budget, so that it is now necessary to appropriate more money than was appropriated in the annual budget for the various functions of the Department of Public Parks to meet such extraordinary emergencies, and, WHEREAS, it has been ascertained that certain accounts in the Park General Fund have more money than is needed at this time. SECTION 1. That the following accounts be reduced in the amounts set opposite each account, to -wit: Acct. That the following accounts be increased in the amounts set opposite each account, to -wit: Acct. No. 261 221 321 Classification Contractual Contractual Supplies Item Other Contractual Services Electric Gasoline Total Amount $1,000.00 1,000.00 600.00 $2,600.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend that the sum of $2,600.00 be transferred from Accounts No. 260 and 311 to Accounts No. 261, 221 and 321 as set out above in Sections 1 and 2 of this resolution. That the transfer of funds as set forth in Section 1 and Section 2 are required for the proper and efficient operation and function of the Department of Public Parks of South Bend, and an extraordinary emergency is declared to exist concerning the foregping transfer. /s/ Joseph T. RESOLUTION NO. 20 - - -62 RESOLUTION FOR ADDITIONAL APPROPRIATIONS IN THE CITY PLANNING COMMISSION FUND - $125.00 AND THE TRANSFER OF SAME FROM ONE ACCOUNT TO ANOTHER IN THE SAME CATEGORY OF THE CITY PLANNING COMMISSION FUND WHEREAS, certain extraordinary conditions have developed since the adoption of the existing annual budget, so that it is now necessary to appropriate more money than was appropriated in the annual budget for the various functions of City Government to meet such extraordinary emergencies; and WHEREAS, Account No. 725, described as Office Equipment, under the City Planning Commission budget is depleted and the sum of One Hundred Twenty -five ($125.00) Dollars is needed forthwith; and WHEREAS, Under Account No. 721, described as Furniture and Fixtures under the City Planning Commission Fund there is One Hundred Twenty -five ($125.00) Dollars that will not be needed at this time, NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, that the sum of One Hundred Twenty -five ($125.00) Dollars be transferred from Account No. 721, described as Furniture and Fixtures under the City Planning Commission Fund, to Account No. 725, described as Office Equipment, under the City Planning Commission Fund. /s/ Eugene Ladewski Member of the Common Council Councilman Allen made a motion for adoption of the Resolution. RESOLUTION NO. 22 - - -62 Councilman Allen submitted the following resolution: RESOLUTION WHEREAS, UNITED NATIONS DAY is being celebrated on October 24, 1962, and, WHEREAS, the City of South Bend should fittingly note the significance of this day by proper recognition. NOW, THEREFORE, BE IT RESOLVED that the City of South Bend, Indiana, by proclamation mark and designate October 24, 1962, as UNITED NATIONS DAY. AND, BE IT FURTHER RESOLVED that the Common Council of the City of South Bend, in regular meeting assemble this 22nd day of October, 1962, does hereby.commend the United Nations Assembly for the important work it has done in the preservation of world peace and the promotion of the economic and cultural welfare of the people of the world. is/ J. NOTE On an Ordinance to rezone the land on Linden Avenue between Walnut and Wilber Street, the following action was taken:Il The Ordinance having been recommended favorably by the City Planning Commission, but reported unfavorably in the 506 REGULAR MEETING OCTOBER 22, 1962 Committee of the Whole and lost upon a roll call vote, was sent back to the City Planning Commission who reaffirmed their favorable recommendation. The Clerk read the Ordinance by title and after discussion, a motion was made by Councilman Allen that further action be continued until November 26, 1962. Councilman Coleman seconded the motion. Motion carried. REPORT OF CITY CONTROLLER RELATIVE TO COAL YARD COMPLAINT Mr. Edwin Davies, City Controller, reported that the City had oiled and sanded Huron Street and the owners of the coal yard were instructed to do whatever is necessary to abate the nuisance. A further report will be made. President Kroll stated that the next regular meeting date of the Council occurs on November 12, 1962, the day designated to celebrate Veterans' Day, a Legal Holiday. Thereupon, Councilman Muszynski made a motion that the next meeting of the Council would be on November 26, 1962. Councilman Coleman seconded the motion. Motion carried. There being no further business before the Council, Councilman Coleman made a motion to adjourn. Councilman Glass seconded the motion.
