Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the Council
Chambers in the City Hall on Thursday, August 30, 1962, at 12:35 P.M., with all members present except Councilman
Coleman. The meeting was called to order by President Joseph T. Kroll, who presided.
The Clerk read the Call for Special Meeting, which reads as follows:

CITY OF SOUTH BEND :
To the President and Members of the Common Council of the City of South Bend, Indiana:
Gentlemen:
You are hereby notified that under and by virtue of the authority vested in me by law as Mayor of the City of South
Bend, in the State of :Indiana, a Special Meeting of the Common Council of said City is hereby called to meet in the
Council Chambers, in the City Hall at the Hour of 12:30 P.M., on Thursday, August 30, 1962, for the purpose of acting
upon the following:
AN ORDINANCE TO OBTAIN A TEMPORARY LOAN IN ANTICIPATION OF CURRENT REVENUES
OF THE CITY OF SOUTH BEND WHICH HAVE BEEN LEVIED AND ARE IN THE COURSE OF
COLLECTION FOR THE FISCAL YEAR 1962
The Chief of Police or any member of the Police Force is hereby directed to, forthwith serve a copy of this notice on
each and every member of the Common Council and make due return of such service of said Special Meeting.

The within call came to hand this 29th day of August, 1962, which I served by reading; the same to each Councilman,
upon the date designated, as follows:

Councilman Lehman made a motion that the Call for Special Meeting be accepted and placed on file. Councilman Allen
seconded the motion. Motion carried.
ROLL CALL
PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Glass, Krueper, Lehman and Muszynski
ABSENT: Councilman Coleman.
COMMUNICATION
TO THE COMMON COUNCIL OF THE CITY OF SOUTH BEND:
There are insufficient funds in the General Fund of the City to meet operating needs which were included in the regu-
lar budget and appropriation adlpted for the year 1962 which are required to be met prior to the receipt of taxes in
the year 1962. It will be necessary to authorize and make a temporary loan for the General Fund in the amount of
$750,000.00, and I recommend that a temporary loan be authorized for the General Fund in the amount of $750,000.00,
and that the warrants evidencing said loan be made payable November 13, 1962.
The net assessed valuation of taxable property in the City, as shown by the assessment made for City and County taxes
in the year 1962 was $2.803 on each $100.00 taxable valuation, and I estimate that the total amount to be received €r

such tax levy will be approximately $2,265,174.00.

Councilman Lehman made a motion that the Communication be accepted and placed on file. _Councilman Krueper seconded
the motion. Motion carried.
ORDINANCE NO. 4495 - - -62
AN ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING
THE MAKING OF A TEMPORARY LOAN FOR THE GENERAL FUND AND THE
ISSUANCE AND SALE OF WARRANTS OF THE CITY FOR SUCH PURPOSE
The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion for
suspension of rules. Councilman Allen seconded the motion. Motion carried by a roll call vote of 8 ayes, 0 nays,
1 absent (Councilman Coleman). The Ordinance was then given third reading and passed by a roll call vote of 8 ayes,
0 nays, 1 absent (Councilman Coleman).
There being no further business to come before the Special Meeting of the Common Council, Councilman Lehman made a
motion to adjourn. Councilman Muszynski seconded the motion. Motion carried and the Special Meeting of the Common
Council adjourned at 12 :48 P.M.
