Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in
the Council'Chambers in the City Hall on Monday, July 9, 1962, at 8:05 P.M., with all members present. The meeting
was called to order by Councilman, T. W. Lehman, Chairman, who presided.
ORDINANCE
AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND EMPLOYEES
OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1963
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an
opportunity'to be heard thereon.
Councilman Kroll made a motion that the last item in the Building Department should be amended to read: "Sign and
Television Inspector $5,120.00". Councilman Krueper seconded the motion. Motion carried.
The following persons were heard: Donald L. Carter, 918 South Twyckenham Drive, Vice President of the South Bend
Civic Planning Association, who read a communication regard the above Ordinance; Elmer L. Crowell, 2106 Portage
Avenue; Howard Warren, 1632 Linden Avenue; Mrs. Roman Guentert, 1608 N. Fremaon; Howard Goodhew, 1709 Kessler;
Councilman Allen; Dan Richardson, Street Commissioner; Councilman Allen; Councilman Krueper; Mr. Ralph Newman,
Park Department Superintendent; Councilman Ladewski; Councilman Glass; Virgil A. Place, 3223 Caroline Street;
Richard Kirkman, 1118 Queen Street; Councilman Kroll; Verner Lane, Building Commissioner; Miss Virginia Guthrie,
Executive Director of the South Bend Civic Planning. Association; Paul Boehm, Park Department; Councilman Krueper.
Councilman Kroll made a motion for a five minute recess. Councilman Allen seconded the motion. Motion carried.
Meeting recessed at 9:10 P.M.
The Committee of the Whole reconvened at 9 :44 P.M.
Councilman Allen made a motion that line 7 under -the Urban Redevelopment Commission be amended to read "Rehabilitat
Officer, $7,200.00" Councilman Kroll seconded the motion. Motion carried.
Councilman Allen made a motion that the Ordinance, as amended, be recommended favorably to the Council. Councilman
Kroll seconded the motion. 'Motion carried.
There being no further business to come before the Committee of the Vhole, Councilman Muszynski made a motim to
adjourn. Councilman Allen seconded the motion. Motion carried and the Committee of the Whole Meeting adjourned
at 9:47 P.M.
