JUNE 25,.1962
Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council
Chambers in the City Hall on Monday, June 25, 1962, at 8:14 P.M., with all members present except Councilman Coleman.
The meeting was called to order by President Joseph T. Kroll, who presided.
ROLL CALL: Present: Councilmen Kroll, Allen, Ladewski, Tellson, Glass, Krueper, Lehman and Muszynski.

Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected
the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same

The Ordinance was given third reading and passed by a roll call vote of 8 ayes, 0 nays, 1 absent (Councilman Coleman)

Gentlemen:
Under date of June 14, 1962 the South Bend City Planning Commission took the following action relative to the proper
zoning for the recently annexed land being generally described as a parcel of land on the west side of Ironwood
Road 662 feet north and south by 290 feet east and west and lying 620 feet north of Edison Road;
After due condieration the Commission found that due to the topography of the general area and the
concurrent cost of filling, residential construction would be precluded and that only commercial
enterprises could justify said cost of fill. The Commission also noted that the land immediately
to the east., to the north, and particularly to the south of subject area is zoned "C" Commercial.
It was therefore duly moved, seconded, and unanimously carried that said area be-recommended to be
zoned "C" Commercial Use.

Gentlemen:
The attached petition of John T. Hartman, et al, to rezone from "B" Residential Use and "A" Height and Area District
to "C" Commercial Use and "A" Height and Area District Lots Numbered 26, 27, 28, 29, 30, 31 and 32, Eckman and
Eckman Additiona, more commonly known as the east side of Michigan Street between Oakside and Woodside, was legally
advertised under date of May 28, 1962 and given public hearing on June 14, 1962. The followong action was taken:
After due consideration the Commission found that subject area is being used solely for
residential purposes; that there exists in the immediate vicinity ample commercial zoning
that is not being used for commercial purposes, and therefore no need exists for additional
commercial.zoning;.that commercial zoning of subject property would result in a continuation
of strip zoning; and that the best use of the land at the present time is residential. It
was therefore duly moved, seconded, and unanimously carried that the petition be recommended
unfavorably to the Council.

The attached proposed ordinance originated by the City Planning Commission to zone "E" Heavy Industrial Use and "A"
Height and Area District the recently annexed land being generally described as a triangular parcel of land being
vounded on the east by the east right -of -way line of the Pennsylvania Railroad, on the north by a line 200 feet
south of Chippewa Avenue, and on the west by a line extended north from the intersection of the east right -of -way
line of the Pennsylvania Railroad and the north right -of -way line of Ireland Road was legally advertised under date
of May 28, 1962 and given public hearing on June 14, 1962. The following action was taken:
After due consideration the Commission found that the best use for the area in question would be
industrial. It was therefore duly moved, seconded, and unanimously carried that the petition be
recommended favorably to the Council.

BEND, INDIANA
The Ordinance was given first reading by title and second reading in full. Councilman Krueper made a motion that
the Ordinance go to the Ordinance Committee for further study. Councilman Tellson seconded the motion. Motion
carried.

To the Common Council of the City of South Bend, Indiana:
I, the undersigned, Frank J. Bruggner, Mayor of the City of South Bend, Indiana, as required by Chapter 107 of the
Acts of 1959, hereby fix the maximum salaries for the herein -named appointed officers and employees of the City of
South Bend, Indiana, beginning January 1, 1963, and continuing thereafter until duly changed, and request that such
maximum salaries by approved by the Common Council.

The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion that the
Ordinance be set for public hearing on July 9, 1962. Councilman Krueper seconded the motion. Motion carried.

JUNE 25, 1962
Councilman Muszynski reported to the Council that he had had numerous complaints regarding the illegal parking of
trucks, trucks parked with motors running and.making unnecessary noise, and trucks speeding through Swygart Street
and Indiana,Avenue between Prairie and Walnut Streets'. He asked that an investigation be made by the Board of Pub-
lic Works and Safety and the Police Department and that a report be made at` -the next meeting of the Council.
Councilman Muszynski reported that he had been informed an Industrial Coal Yard was being built between Harris and
Kosciuszko Streets South of Huron Street. He requested an investigation by the Building Department and a report
at the July 9, 1962 meeting of the Council.
There being no further business to come before the Council, Councilman Muszynski made a motion to adjourn. Council-
man Ladewski seconded the motion. Motion carried and the Regular Meeting of the Common Council adjourned at 10:50 P.
