HomeMy WebLinkAbout05-14-62 Council Committee of the Whole Meeting MinutesCOMMITTEE OF THE WHOLE MEETING MAY 14, 1962 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the Council Chambers in the City Hall on Monday, May 14, 1962, at 8:07 P.M., with all members present except Councilman Ladewski. The meeting was called to order by Councilman T. W. Lehman, Chairman, who presided. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE STREET AND TRAFFIC FUND, $50,000.00 This being the time set for public hearing on the above Ordinance, said hearing having been continued from the meetings of April 9, 1962 and April 23, 1962, proponents and opponents were given an opportunity to be heard thereon. Councilman Allen made a motion to amend the Ordinance by striking $50,000.00 and inserting $32,000.00 in the title and in Lines 6 and 7 in Section II and Line 8 in Section III. Councilman Krueper seconded the motion. Motion carried. Councilman Muszynski made a motion that the Ordinance go to the Council as favorable as amended. Council- man Allen seconded the motion. Motion carried. ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS (1.4 acres on Lilac Road) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Kroll made a motion that the Ordinance go to the Council as favorable. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS (38.9 acres along the Pennsylvania Railroad Tracks) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Tellson made a motion that the Ordinance go to the Council as favorable, Councilman Kroll seconded the motion. Motion carried. ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS (.6 acres in Wilmette Park) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking against the propoaed Ordinance was Mr. Jack,,:Davis 17512 Bryan Street,`on4 of the owners of subject property. Richard Kirkman, 1118 Queen Street, was also heard on this Ordinance, stating that he was against small areas being annexed just to straighten out the city limit lines. Councilmen Krueper, Glass and Coleman were heard. Councilman Coleman made a motion that the Ordinance go to the Council as favorable. Counci: man Kroll seconded the motion. Motion carried. 0 ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS (213 acres - Gertrude Street South of Rum Village Park) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Muszynski made a motion that the Ordinance go to the Council as favorabl( Councilman Kroll seconded the motion. Motion carried. ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS (5 acres on Dunn Road adjacent to Tarkington School) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Krueper made a motion that the Ordinance go to the Council as favorable, Councilman Allen seconded the motion. Motion carried. ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS (39 acres on Jackson Road west of Ironwood) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Allen made a motion that the Ordinance go to the Council as favorable. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS (13.2 acres on Ironwood north of Ireland) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Allen made a motion that the Ordinance go to the Council as favorable. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS HERETOFORE AMENDED AND SUPPLEMENTED (2 acres on Edison east of Ironwood) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Kroll made a motion that the Ordinance go to the Council as favorable. Councilman Allen seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS HERETOFORE AMENDED AND SUPPLEMENTED (Northwest corner of Edison and Ironwood) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Speaking in favor of the above Ordinance were Nile Ferguson, 18021 Edison Road, and Paul Boggs, Lafayette Building. Speaking against the proposed Ordinance were Arthur Frisk, Attorney representing'', sixty people in the area and Lewis Smogor, 18041 E. Edisiun was also heard. Councilman Coleman made a motion that the Ordinance be held in the Committee of the Whole until the May 28th meeting of the Council. Councilman Allen seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS HERETOFORE AMENDED AND SUPPLEMENTED (Land lying 660 feet north of Edison and 290 feet West of Ironwood) This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Coleman made a motion that the Ordinance be continued in the Committee of the Whole until May 28, 1962. Councilman Allen seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS HERETOFORE AMENDED AND SUPPLEMENTED (Land North of Edison and west of Ironwood)- This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Coleman made a motion that this Ordinance be continued in the Committee of the Whole until May 28, 1962. Councilman Kroll seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE OFFICE OF BOARD OF'WORKS AND SAFETY - $500.00 This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Muszynski made a motion that the Ordinance go to the Council as favorably Councilman Allen seconded the motion. Motion carried. There being no further business to come before the Committee of the Whole, Councilman Muszynski made a motion to ad- journ. Councilman Glass seconded the motion.
