The meeting was called to order by President Joseph T. Kroll, who presided. ROLL CALL PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and Muszynski. ABSENT: None REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. COMMUNICATION To the Honorable Members of the Common Council of the City of South Bend Gentlemen: March 12, 1962 I enclose herein a copy of a letter received from Rabbi Shulman, as well as a copy of a letter in answer to Rabbi Shulman's letter which I submit for your examination. March 9, 1962 A recent editorial in the South Bend Tribune called attention to the fact that there is not sufficient coordination in the respective units of our city government, particularly in reference to housing and city planning. Last year, at a public hearing of the City Planning Commission, I called attention to the fact that no consideration was given by them to slum clearance, neighborhood improvement or public housing. The Housing Authority is anxious to do its part in promoting progress in our city, and would like to have access to, and cooperation from any and all local government agencies,. The Commissioners of the Authority strongly recommend to you that local government departments, such as the City Planning Commission, the School City, the Park Board, and others, be called into consultation in matters pertaining to Public Housing. May we hear from you in this regard. Rabbi Albert M. It has always been my position that all units of city government are ready, willing and available to meet with any other unit for the purpose of coordination. I have stated this position many times publicly. Consequently, if the Housing Authority finds it necessary to coordinate with other units of our City Government, it is my observation that all they need to do is to make a request for such coordination. In the event that any unit fails to cooperate or coordinate, I want you to call it to my immediate attention. Councilman Allen seconded the motion. Motion carried. PETITION Petition of South Bend Sand and Gravel Corporation to zone recently annexed land on Maple Road. Councilman Muszynski made a motion that the petition be referred to the City Planning Commission. Councilman Glass seconded the motion. Motion carried. ANNUAL REPORT OF TRAFFIC ENGINEER Councilman Lehman made a motion that the annual report of th-eit-Offic Engineer be accepted and placed on file. Councilman Muszynski seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE PROVIDING FOR THE CONTROL OF LAND SUBDIVISION AND THE APPROVAL OF PLAT AND REPLAT OF LAND WITHIN THE TERRITORIAL JURISDICTION OF THE SOUTH BEND CITY PLANNING COMMISSION: PROVIDING PENALTIES FOR VIOLATION AND REPEALING ALL'ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH, Respect- fully report that they have examined the matter and that in their opinion IT SHOULD BE put into'.the Ordinance Committee for further study. /s/ T. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE TO AMEND ORDINANCE NO. 3913 (AS AMENDED) (Electrical Inspection), Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE REPORTED as continued in the Committee of the Whole. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS, (2 acres on Edison Road east of Ironwood), Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE REPORTED FAVORABLE. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 AS HERETOFORE AMENDED AND SUPPLEMENTED (All but the northwest corner of the block bounded by Wayne, Taylor, Scott and Western Avenue), Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE REPORT FAVORABLE. /s/ T. ORDINANCE NO. 4443 - - -62 AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS (2 acres of land on Edison east of Ironwood) The Ordinance was given third reading and passed by a roll call vote of 9 ayes and 0 nays. ORDINANCE NO. 4444 - - -62 AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS HERETOFORE AMENDED AND SUPPLEMENTED (All but the northwest corner of the block bounded by Wayne, Taylor Scott and Western Avenue) The Ordinance was given third reading and passed by a roll call vote of 9 ayes and 0 nays. REPORT OF CITY PLANNING COMMISSION March 8, 1962 The Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: The attached petition of the City Planning Commission to zone the recently annexed land being more generally describ( as being a parcel of land on the east side of Ironwood Road 660 feet north and south by 355 feet east and west and lying 620 feet north of Edison Road "C" Commercial Use and "A" Height and Area District was legally advertised under date of February 19, 1962 and given public hearing on March 1, 1962. The following action was taken: After due consideration the Commission found that the property in question lies between existing commercial zoning, that it was commercially zoned in the County, that there is an apparent need for additional commercial zoning in the general area, and`that the best use of subject land would be commercial. It was therefore duly moved, seconded, and unanimously carried that the petition be recommended favorably to the Council. Very truly yours, CITY PLANNING COMMISSION /s/ Robert L. Councilman Allen seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702, AS HERETOFORE AMENDED AND SUPPLEMENTED (Ironwood north of Edison) 409 The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion that the Ordinance be set for public hearing on March 26, 1962. Councilman Muszynski secnnded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN-THE STREET AND TRAFFIC FUND, $ 50, 000.00 The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion that the Ordinance be set for public hearing on April 9, 1962. . Councilman Tellson seconded the motion. Motion carried. ORDINANCE AN ORDINANCE TO LICENSE POOL ROOMS, POOL HALLS, BILLIARD ROOMS AND BILLIARD HALLS The Ordinance was given first reading by-title and second reading in full. Councilman Glass made a motion that the Ordinance be set for public hearing on March 26, 1962. Councilman Muszynski seconded the motion. Motion carried. RESOLUTION The proposed Resolution on Public Housing which was continued from February 26, 1962, was again continued by a motion made by Councilman Lehman and seconded by Councilman Ladewski until the next Special Meeting on Public Housing is called. Motion carried. RESOLUTION RESOLUTION FOR ADDITIONAL APPROPRIATIONS IN THE STREET AND TRAFFIC FUND - -- $15,000.00 AND THE TRANSFER OF SAME FROM ONE ACCOUNT TO ANOTHER IN THE SAME CATEGORY OF THE STREET AND TRAFFIC FUND WHEREAS, certain extraordinary conditions have developed since the adoption of the existing annual budget, so that it is now necessary to appropriate more money than was appropriated in the annual budget for the various functions of City Government to meet such extraordinary emergencies; and WHEREAS, because of the hard winter, Account No. S -422, described as Salt under the Street and Traffic Fund budget is depleted and the sum of Fifteen Thousand ($15,000.00) Dollars is needed "forthwith; and WHEREAS, under Account No. S -421, described as Street and Alley Material under the Street and Traffic there is Fifteen Thousand ($15,000.00) Dollars that will not be needed at this time, NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, that the sum of Fifteen Thousand ($15,000,00) Dollars be transferred from Account No. S -421, described as Street and Alley Material under the Street and Traffic Fund, to Account No. S -422, described as Salt under the Street and Traffic Fund. /s/ T. President Kroll announced the appointment of the Television Examining Board, as follows: Mayor Bruggner's Appointments are John Frick and Russell Bills. Council appointments are Largrence Eugene Ferran, Steve A. Molenda do Joseph Bajdek. Councilman Lehman made a motion to confirm the appointments. Councilman Allen seconded the motion. Motion carried. There being no further business to come before the Council, Councilman Lehman made a motion to adjourn. Councilman Muszynski- seconded the motion.
