City Hall, Tuesday, January 2, 1962, at 7:32 P.M., with all members present. The meeting was called to order by
Mayor Frank J. Bruggner. The Clerk then read the call for a Special Meeting, as follows:

CALL FOR SPECIAL MEETING
To the President, and Members of the Common Council of the City of South Bend, Indiana:
Gentlemen:
You are hereby notified that under and by virtue of the authority vested in me by law as Mayor of the City of
South Bend, in the State of Indiana, a Special Statutory of Law Meeting of the Common Council of said City is hereby
called to meet in the Council Chamber, in the City Hall at the hour of 7:30 P.M., on Tuesday, January 2, 1962, for
the following purpose, to -wit:
"TO CHOOSE FROM ITS MEMBERS A PRESIDING OFFICER OR PRESIDENT, AND ALSO A PRESIDING OFFICER PRO TEMPORE,
OR VICE - PRESIDENT."
The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this notice on
each member of the Common Council and make due return of such service of said Special Meeting.

Councilman Kroll made a motion that the Call for Special Meeting be accepted and placed on file. Councilman Lehman
i seconded the motion. Motion carried.
The Clerk then read the Roll Call and all Councilman were present, as follows:
Councilmen at Large, J. Chester Allen, Eugene Ladewski and Albert Tellson; First District Councilman Harold L. Cole-
man; Second District Councilman Joseph T. Kroll; Third District Councilman Walter G. Glass; Fourth District Council-
man Paul E. Kr-ueper, Jr.; Fifth District Councilman T. W. Lehman and Sixth District Councilman Chester E. Muszynski.
Mayor Bruggner announced that nominations were now open for President of the Common Council. Councilman Lehman
nominated Councilman Kroll for the office of President. Councilman Allrn seconded the nomination. Councilman
Muszynski moved that the nominations be closed. Councilman Lehman seconded the motion. Motion carried. Councilman
Ladewski moved that the Clerk of the Council cast one unanimous ballot for Mr. Kroll for President of the Council.
Councilman Allen seconded the motion. Motion carried. Councilman Kroll was declared the duly elected President of
the Common Council and Mayor Bruggner presented him with the gavel.
President Kroll then thanked the Council for the confidence expressed by his re- election as President. He thanked
the Council for their support during the year 1961. He pledged his cooperation with the Councilmen in the coming
year and asked for their continued support.
President Kroll then asked for nominations for the office of Vice- President.
Councilmaa Muszynski nominated Councilman Tellson for the office of Vice President. Councilman Lehman seconded the
mot Wn. Councilman.Allen made a motion that the nominations be closed. Councilman Lehman seconded the motion.
Motion carried. Councilman Lehman made a motion that the Clerk of the Council cast one unanimous ballot for Mr.
Tellson for Vice - President of the Council. Councilman Muszynski seconded the motion. Motion carried,
Mr. Tellson thanked the Council for their expression of confidence and pledged his cooperation for the coming year.
There being no further business to come before the Council, Councilman Lehman made a motion to adjourn. Councilman
Allen seconded the motion. Motion carried and the Organization Meeting of the Common Council adjourned at 7:42 P.M.
