He introduced Miss Evangeline Lee, Greenwich, - Australia, and Miss Mary J Kasindi of Tanganyika, Africa, who are foreign students attending St. Marys College. Councilman Coleman introduced Mr. John Sherbun of the United Community Services. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. REPORT OF TRAFFIC ENGINEER Board of Public Works and Safety City Hall South Bend, Indiana Gentlemen: At a regular meeting of the South Bend Common Council, October 24, 1961, Adjutant of the American Legion Post #357, Inc., was presented requesting intersection of Western Avenue (SR-,'2) and Kosciuszko ttreet. October 30, 1961 a petition signed by the Commander and installation of_a traffic signal at the This petition was referred to this department through the Board of Public Works and Safety. Since Mr, Root was appointed by the Mayor upon the nomination by the Common Council, Mr. Root would have to be renominated or a successor nominated by the same method. ORDINANCE NO. 4413 - - -61 AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE SANITATION DEPARTMENT, $500.00 The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. REPORT OF CITY PLANNING COMMISSION November 8, 1961 The Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: The attached petition of the Common Council to annex to the City of South Bend, Indiana, a parcel of land being generally described as the frontage on Ironwood Road between Edison Road and South Bend Avenue, said parcel contain approximately 57 acres, was legally advertised under date of October 23, 1961 and given public hearing under date of Noueinber 2, 1961. The following action was taken: After due consideration the Commission found that in their opinion: 1. The annexation is in the best interests of the city and of the territory sought to be annexed. 2. The area is urban in character, being an economic and social part of the annexing city. 3. The city is financially able to provide municipal services to the annexed area within the reasonably near future. 4. The area sought to be annexed is needed for development of the city in the reasonably near future. 5. The lines of the annexation are so drawn as to form a compact area abutting the municipality. REPORT OF CITY PLANNING COMMISSION November 8, 1961 The Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: The attached petition of Place and Company, Inc., to annex to the City of South Bend a parcel of land being bounded on the north by the present City Limits or the south line of Scottsdale Addition, on the east by a line 1,320 feet west of Ironwood Road, on the south by the centerline of Jackson Road, and on the west by a line 1,788 feet east of Miami Road, said parcel containing 65 acres, more or less, was legally advertised under date of October 23, 1961 and given public hearing on November 2, 1961. The following action was taken: After due consideration the Commission was of the opinion that the five determinants of annexation exist. REPORT OF THE CITY PLANNING COMMISSION November 8, 1961 The Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: The attached petition of Royal Huges to rezone Lots Numbered 430, 431, and 432, LaSalle Park Addition, being generally known as 318, 322, 326 South Falcon Street, respectively, from "B" Residential Use District and "A" Height and Area District to "C -1" Commercial Use District and "D" Height and Area District was legally advertised under date of October 23, 1961, and given public hearing on November 2, 1961. The following action was taken: After due consideration the Commission found that the granting of the petition would be an unwarranted and unneaessa intrusion of commercial uses in a predominantly residential neighborhood, and that it would not be in the best interests of the surrounding property. The following action was taken: After due consideration it was moved, seconded and unanimously carried that this proposed ordinance be recommended favorably to the Common Council. NEW BUSINESS Councilman Lehman made a motion that Roy Root be reappointed to the South Bend Redevelopment Commission as Trustee, subject to the approval of Mayor Frank J. Bruggner. Councilman Muszynski seconded the motion, Motion carried. There 'being no further business to come before the Council, Councilman Muszynski made,a motion to adjourn.
