HomeMy WebLinkAbout11-13-61 Council Committee of the Whole Meeting MinutesBe it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole, in the Council Chambers, in the City Hall, on Monday, November 13, 1961, at 8 :05 P.M., with all members present. The meeting was called to order by Councilman T. W. Lehman, Chairman, who presided. ORDINANCE AN ORDINANCE OF THE CITY OF SOUTH BEND APPROPRIATING THE SUM OF ONE MILLION, ONE HUNDRED THOUSAND DOLLARS ($1,100,000.00) TO BE APPLIED ON THE COST OF THE CONSTRUCTION OF STORM, SANITARY AND OTHER SEWERS TO MAPLE ROAD FOR THE NORTHWEST INDUSTRIAL DEVELOPMENT AREA, AS WELL AS IN THE AREA OF LAFAYETTE BOULEVARD AND IROQUOIS AVENUE LOCATED NORTH OF THE ST. JOSEPH RIVER AND IN THE CHIPPEWA AVENUE AND IRELAND ROAD AREAS; ALSO, FOR THE ACQUIRING OF LANDS AND RIGHTS -OF -WAY FOR A NEW SAMPLE STREET BRIDGE, AND FOR MAKING MAJOR THOROUGH- FARE IMPROVEMENTS AND ACQUIRING OF RIGHTS -OF -WAY THEREFOR, TOGETHER WITH THE INCIDENTAL EXPENSES TO BE INCURRED IN CONNECTION THEREWITH. Councilman Kroll made a motion that the Committee of the Whole recess at this time and the Council go into the Regular Meeting. Councilman Allen seconded the motion. Motion carried. Committee of the Whole Meeting recessed at 8 :10 P.M, REGULAR MEETING Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chambers in the City Hall on Monday, November 13th, 1961, at 8:12 P.M., with all members present. The meeting was called to order by President Joseph T. Kroll, who presided. ROLL CALL PRESENT: Councilmen Joseph T. Kroll, J-, Chester Allen, Eugene Ladewski, Albert Tellson, Harold L. Coleman, Walter G. Glass, Paul E. Krueper, Jr., T. W. Lehman and Chester Muszynski. ABSENT:. None. ORDINANCE NO. 4409 - - -61 AN ORDINANCE TO AMEND SECTION 2 AND SECTION 3 OF ORDINANCE NO. 4407 - - -61 OF THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE ISSUANCE AND SALE OF BONDS OF SAID CITY FOR THE PURPOSE OF PROVIDING FUNDS TO BE APPLIED ON THE COST OF THE CONSTRUCTION OF STORM, SANITARY AND OTHER SEWERS TO MAPLE ROAD FOR THE NORTHWEST INDUSTRIAL DEVELOPMENT AREA, AS WELL AS IN THE AREA OF LAFAYETTE BOULEVARD AND IROQUOIS AVENUE LOCATED NORTH OF THE ST. JOSEPH RIVER AND IN THE CHIPPEWA AVENUE AND IRELAND ROAD AREAS; ALSO, FOR THE ACQUIRING OF LANDS AND RIGHTS -OF -WAY FOR A NEW SAMPLE STREET BRIDGE AND FOR MAKING MAJOR THOROUGHFARE IMPROVEMENTS AND ACQUIRING OF RIGHTS -OF -WAY THEREFOR, TOGETHER WITH THE INCIDENTAL EXPENSES TO BE INCURRED IN CONNECTION THEREWITH, WHICH ORDINANCE WAS ADOPTED BY THE SOUTH BEND COMMON COUNCIL ON OCTOBER 9, 1961, AND APPROVED BY THE MAYOR ON OCTOBER 10, 1961, WHICH AMENDMENTS PROVIDE FOR A CHANGE IN THE MATURITIES OF SAID BOND The Ordinance was given first reading by title and second reading in full. Councilman Ladewski made a motion for suspension of rules. Councilman Muszynski seconded the motion. Moticn carried by a roll call vote of 9 ayes (Counci: men Kroll, Allen,'Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and Muszynski), 0 nays. The Ordinance was the given Third reading by the Clerk and passed by a roll call vote of 9 ayes (Councilmen Kroll, Allen, Ladewski, Tellson; Coleman, Glass, Krueper, Lehman and Muszynski), 0 nays. Councilman Allen made a motion to recess the Regular Meeting of the Common Council. Councilman Muszynski seconded the motion. Motion carried and the Regular Meeting of the Common Council recessed at 8:22 P.M. COMMITTEE OF THE WHOLE MEETING RECONVENED AT 8 :23 P.M. Councilman T. W. Lehman, Chairman, announced that public hearing would now be had on the following Ordinance: ORIDNANCE AN ORDINANCE OF THE CITY OF SOUTH BEND APPROPRIATING THE SUM OF ONE MILLION, ONE HUNDRED THOUSAND DOLLARS ($1,100,000.00) TO BE APPLIED ON THE COST OF THE CONSTRUCTION OF STORM, SANITARY AND OTHER SEWERS TO MAPLE ROAD FOR THE NORTHWEST INDUSTRIAL DEVELOPMENT AREA, AS WELL AS IN THE AREA OF LAFAYETTE BOULEVARD AND IROQUOIS AVENUE LOCATED NORTH OF THE ST. Miss Virginia Guthrie of the South Bend Civic Planning Association and Mr. Raymond Andrysiak, City Engineer, were heard. Councilman Krueper made a motion that the Ordinance go to the Council as favorable. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE STREET AND TRAFFIC FUND - $1,458.48 This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Miss Virginia Guthrie, South Bend Civic Planning Association and Dan Richardson, Street Commissioner, were heard. Councilman Muszynski made a motion that the Ordinance go to the Council as favorable. Councilman Coelman seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN 1959 GENERAL STREET IMPROVEMENT FUND - $2,317.21 This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given and opportunity to be heard thereon. Miss Virginia Guthrie, South Bend Civic Planning Association and Mr. Raymond Andrysiak, City Engineer, were heard thereon. Councilman Kroll made a motion that the Ordinance go to the Council as favorable. Councilman Krueper seconded the motion. Motion carried.. 369 COMMITTEE OF THE WHOLE MEETING REGULAR MEETING NOVEMBER 13, 1961 ORDINANCE I AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE SANITATION DEPARTMENT - $500.00 This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given an opportunity to be heard thereon. Councilman Muszynski made a motion that the Ordinance go to the Council as favorabl� Councilman Kroll seconded the motion. Motion carried. There being no further business to come before the Committee of the Whole, Councilman Muszynski made a motion to adjourn. Councilman Tellson seconded the motion.
