The meeting was called to order by Joseph T. Kroll, President, who presided. ROLL CALL: PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and Muszynski. ABSENT: None. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervison of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. Councilman Allen seconded the motion. Motion carried. 11 REGULAR MEETING COMMUNICATION Mr. Joseph T. Kroll Second District Councilman Common Council City Hall South Bend, 1, Indiana Dear Mr. Kroll: SEPTEMBER 25, 1961 September 19, 1961 Your resolution was read before the Board of Park Commissioners concerning the appointment of a Park and Recreation Committee to work in liaison with the Park Department. REPORT OF CITY ENGINEER The Honorable Common Council South Bend, Indiana Gentlemen: September 25, 1961 You will notice that the map has been taken down. REPORT OF ORDINANCE COMMITTEE To the Common Council of the City of South Bend: Your Committee on Ordinances, to whom was referred AN ORDINANCE TO REGULATE THE BUSINESS OF INSTALLING AND SERVICING TELEVISON EQUIPMENT IN THE CITY OF SOUTH BEND; TO PROVIDE FOR THE ADMINISTRATION AND ENFORCEMENT OF THIS ORDINANCE; AND TO PROVIDE A PENALTY FOR THE VIOLATION OF THE TERMS THEREOF, Respectfully report that the Ordinance Committee has been furnished two different copies of a revised version of a proposed Ordinance to.regulate the installation and servicing of television sets, the last version was delivered just this evening and the Committee has not had time to meet and consider these revisions. Therefore, the Ordinance Committee will convene for the consideration of these revisions and report their recommandations at the next regular meeting of the Council. /s/ J. Councilman Krueper seconded the motion. Motion carried. PETITION Petition to rezone land at the northeast corner of Bendix Drive and Ardmore Trail. Councilman Glass made a motion that the petition be referred to the City Planning Commission. Councilman Lehman seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (Eddy Street between Sorin and Campeau), as amended, Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE-held in Committee until next meeting, October 10, 1961. /s/ T. REGULAR MEETING SEPTEMBER 25, 1961 REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO..3702, (Northeast corner of Bendix Drive and Crumstown Avenue), Respectfully report that they have examined the matter and that in their opinion it should be tabled. /s/ T. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEND, INDIANA, CERTAIN LANDS (Broadmoor Swimming Pool), Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE REPORTED Favorable.. /s/ T. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE AMENDING ORDINANCE #3702 ADOPTED BY THE COMMON COUNCIL ON THE 13th day of June, 1949 (West side of Olive Street North of Lincolnway West), Respectfully report that they have examined the matter and that in their opinion it should be tabled until October 9th, 1961. /s/ T. ORDINANCE NO. 4401 - - -61 AN ORDINANCE ANNEXING TO AND BRINGING WITHIN THE CITY LIMITS OF SOUTH BEft, INDIANA, CERTAIN LANDS (Broadmoor Swimming Pool, Inc.) The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. ORDINANCE NO. 4402 - - -61 s AN ORDINANCE APPROVING A CONTRACT BETWEEN THE:SOUTH BEND SEWAGE TREATMENT PLANT AND INTERNATIONAL HARVESTER COMPANY FOR THE PURCHASE OF ONE 27,000 LB. GROSS VEHICLE WEIGHT TANK TRUCK FOR THE SUM OF $7,350.07 The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion for suspension of the rules. Councilman Allen seconded the motion. Motion carried by a roll call vote of 9 ayes, 0 na The Ordinance was then given third reading and passed by a roll call vote of 9ayes and 0 nays. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE OFFICE OF THE CONTROLLER $850.00 The Ordinance was given first reading by title and second reading in full. Councilman Glass made a motion that the Ordinance be set for public hearing on October 23, 1961. Councilman Lehman seconded the motion. Motion carried. President Kroll announced the appointment of the following Councilmen to serve on the newly created Parks and Recreation Committee: T. W. Lehman, Chairman, and Paul E. Krueper, Jr., Eugene Ladewski, Chester Muszynski and Joseph T. Kroll. NEW BUSINESS Councilman Krueper made a motion that the Committee of the Whole hold closed quarterly meetings with the Board of Public Works and Safety, the City Clerk and various department heads to discuss matters pertaining to governmental units and to discuss commom problems. The first meeting will be held at 7 :30 P.M., on October 9, 1961, before the regular Council meeting. Councilman Lehman seconded the motion. Motion carried. Councilman Glass read a letter from Mr. and Mrs. Matthew Zangerle concerning the traffic conditions on Vine and Twentieth Streets created by the Indian ay University Center. Councilman Glass made a motion that the letter be to the Traffic Engineer for investigation and report. Councilman Lehman seconded the motion. Motion carried. There being no further business to come before the Council, Councilman Muszynski made a motion to adjourne. Councilman Lehman seconded the motion.
