HomeMy WebLinkAbout08-28-61 Council Meeting MinutesREGULAR MEETING AUGUST 28L_1961 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chambers in the City Hall, on Monday, August.28, 1961, at 10:56 P.M., with all members present. The meeting was called to order by President Joseph T. Kroll, who presided, ROLL CALL PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and Muszynski. ABSENT: None. REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. Councilman Lehman seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1962, AND ENDING DECEMBER 31, 1962, INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM FUNDS OTHER THAN THE GENERAL FUNDS, OF SAID CITY, TO -WIT: STREET, TRAFFIC AND PARK DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN, URBAN REDEVELOPMENT AND FAIR EMPLOYMENT PRACTICE COMMISSIONS, THE BUILDING DEMOLITION, REPAIR AND CONTINGENT''FUND, THE PARK DISTRICT FUND, GENERAL SINKING FUND, HOSPITAL FUND, ART ASSOCIATION FUND AND THE URBAN REDEVELOPMENT BOND FUND: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT 'HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT, AS AMENDED, 0 Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE REPORTED FAVORABLE, AS AMENDED, AS FOLLOWS: Fire Department, Item Q -711, Buildings and Fixed Equipment, $10,000.00, by deleting the item; Park Depart- ment, Item 726 - Other Equipment by striking $14,200.00 and inserting $12,000.00 and by deletion of Item 23, Land, $25,000.00; Urban Redevelopment Commission, Item 266, Comprehensive Planning Survey by deleting the item in the amount of $45,000.00. /s/ T. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1962 FOR THE CIVIL CITY OF SOUTH BEND, INDIANA Respectfully report that they have examined the matter and that in their opinion it should be reported favorable, as amended, as follows: General Fund by striking 1.785 and inserting 1.7798; Street and Traffic Fund by striking .05 and inserting .038; Park Maintenance Fund by striking .268 and inserting .256;. Urban Redevelopment Fund by striking .054 and REGULAR MEETING AUGUST 28, 1961 inserting .034; Urban Redevelopment Bond Fund by striking ,045 (Debt Payment) and inserting .056; Total by striking Maintenance 2.4212 and inserting 2.372; Debt Payment Total by striking .40 and inserting .411; Total by striking 2.8512 and inserting 2.813. /s/ T. The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. ORDINANCE N0. 4393 - - -61 AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1962 FOR THE CIVIL CITY OF SOUTH BEND, INDIANA The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. ORDINANCE, FIRST AND SECOND READING AN ORDINANCE TO AMEND SECTIONS 2 and 9 OF ORDINANCE NO. 3644, ENTITLED "AN ORDINANCE RELATING TO TRAFFIC AND REGULATING THE USE OF THE STREETS AND HIGHWAYS OF THE CITY OF SOUTH BEND, INDIANA, CREATING AND DEFINING PARKING METER ZONES; PROVIDING FOR THE DESIGNATION OF INDIVIDUAL PARKING SPACES; DEFINING AND PROVIDING FOR THE 'INSTALLATION, OPERATION AND MAINTENANCE, PURCHASE, LEASING, USE, SERVICING, REPAIR, REPLACEMENT, ACQUIRING AND REGULATION OF PARKING METERS; PRESCRIBING PARKING TIME LIMITS; REQUIRING DEPOSITS OF COINS FOR THE USE OF PARKING METERS AND PARKING METER ZONES AND PROVIDING FOR THE COLLECTION AND DISPOSITION OF SUCH COINS; REPEALING CONFLICTING ORDINANCES; PROVIDING FOR THE ENFORCEMENT THEREOF; DEFINING OFFENSES AND PRESCRIBING PENALTIES; AND PROVIDING THAT THE INVALIDITY OF PART SHALL NOT AFFECT THE VALIDITY OF THE REMAINDER OF ORDINANCE PASSED JUNE 7, 1948, ALSO KNOWN AS SECTIONS 55 and 59 OF CHAPTER 29 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, 1949, GENERAL ORDINANCE NO. 3709, AND AS AMENDED BY ORDINANCE NO. 4289, PASSED DECEMBER 14, 1959. The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion that the Ordinance be set for public hearing on September 11, 1961. Councilman Muszynski..seconded the motion. Motion carried. There being no further business to come before the Council, Councilman Muszynski made a motion to adjourn.
