Chambers on Wednesday, August 23, 1961, at 8:16 P.M., with all members present except Councilman Lehman. The meeting
was called to order by President Joseph T. Kroll, who presided.
The Clerk then read the call for a Special Meeting.

ST. JOSEPH COUNTY SS: CALL FOR SPECIAL MEETING
CITY OF SOUTH BEND
To the President and Members of the Common Council of the City of South Bend, Indiana:
Gentlemen:
You are hereby notified that under and by virtue of the authority vested in me by law as Acting Mayor of the City of
South Bend, in the State of Indiana, a Special Meeting of the Common Council of said City is hereby called to meet in
the Council Chambers, in the City Hall at the hour of 8:00 P.M., on Wednesday, August 23, 1961, for the purpose of
acting upon the following:
AN ORDINANCE TO OBTAIN A TEMPORARY LOAN IN ANTICIPATION OF CURRENT
REVENUES OF THE CITY OF SOUTH BEND WHICH HAVE BEEN LEVIED AND ARE
IN THE COURSE OF COLLECTION FOR THE FISCAL YEAR OF 1961
The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this notice
on each and every member of the Common Council and make due return of such service of said Special Meeting.

The within call came to hand this 21st day of August, 1961, which I served by reading the same to each Councilman
upon the date designated, as follows:

Councilman Muszynski made a motion that the Call for Special Meeting be accepted and placed on file. Councilman
Ladewski seconded the motion. Motion carried.

PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper and Muszynski.
ABSENT: Councilman Lehman
The following letter, presented by City Controler Edwin L. Davies, was read by the City Clerk:

Gentlemen:
August 23, 1961
An examination of the records and monies available for the operation of the City of South Bend has shown that there
is not sufficient cash to operate the city government for the next three months.
The monies anticipated to be received from the St: Joseph County Treasurer, which monies have been levied, are not
available at this time. These funds are in the process of collection for the fiscal year of 1961, but will not be
available in time to pay claims, salaries and wages.
I have made a study of this matter and recommend to the Council that an ordinance be introduced to authorize a
temporary loan of $600,000.00, payable $300,000.00 on or before the 15th day of October, 1961, anal $300,000.00 due
and payable on or before the 15th day of December, 1961.
I find it necessary that this action be taken immediately for the proper operation of the South Bend civil city
government.

Councilman Glass made a motion that the letter be accepted and placed on file. Councilman Muszynski seconded the
motion. Motion carried.
SPECIAL MEETING AUGUST 23, 1961
ORDINANCE NO. 4391 - - -61
AN ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, AUTHORIZING THE
MAKING OF A TEMPORARY LOAN FOR THE GENERAL FUND AND THE ISSUANCE
AND SALE OF WARRANTS OF THE CITY FOR SUCH PURPOSES

The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion for
suspension of rules. Councilman Krueper seconded the motion. President Kroll asked if there were anyone present
who wished to be heard on this Ordinance. No one having asked to be heard, the President requested the roll call.
Motion carried by a roll call vote of 8 ayes, (Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper
and Muszynski), 0 nays, 1 absent (Councilman Lehman).
The Clerk then read the Ordinance for its third reading and it was passed by a roll call vote of 8 ayes, (Councilmen
Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper and Muszynski), 0 nays, 1 absent (Councilman Lehman).
There being no further business to come before the Special Meeting of the Council, Councilman Allen made a motion to
adjourn. Councilman Ladewski seconded the motion. Motion carried and the Special Meeting of the Common Council
adjourned at 8:30 P.M.
