HomeMy WebLinkAbout08-14-61 Council Meeting MinutesAUGUST 14, 1961 e it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council hambers on Monday, August 14, 1961, at 8:20 P.M., with all members present. The meeting was called to order by oseph T. Kroll, President, who presided. CALL PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and Muszynski ABSENT: None T OF COMMITTEE ON o the Common Council of the City of South Bend: our Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected he minutes of the previous meeting of the Council and found them correct. Councilman Glass made a motion that the petition be referred to the City Planning Commission. Councilman Muszynski seconded the motion Motion carried. PETITION Petition to annex land bounded by Edison Road, Ironwood Road and South Bend Avenue, containing approximately 57 acres. Councilman Muszynski made a motion that the petition be referred to the City Planning Commission. Councilman Muszynski seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Rend: Your Committee of the Whole, to whom was referred AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE OFFICE OF THE CITY CLERK, $339.00, POLICE DEPARTMENT, $1,500.00, FIRE DEPARTMENT, $18,200.00, BOARD OF HEALTH, $1,000.00, Respect- fully report that they have examined the matter and that in their opinion IT SHOULD BE REPORTED FAVORABLE. /s/ T. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Rend: Your Committee of the Whole, to whom was referred AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (Eddy Street between Sorin and Campeau), Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE postponed until September 25th, 1961. /s/ T. ORDINANCE NO. 4387 - - -61 AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE OFFICE OF THE CITY CLERK, $339.00, POLICE DEPARTMENT, $1,500.00, FIRE DEPARTMENT, $18,200.00, BOARD OF HEALTH, $1,000.00 The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (Eddy Street between Sorin and Campeau) Councilman Allen made a motion that the Ordinance be set for Third reading at the September 25th meeting of the Council. Councilman Kehman seconded the motion. Motion carried. REPORT OF THE CITY PLANNING COMMISSION August 8, 1961 The Honorable Common Council City of South Bend South Bend, Indiana Gentlemen: The attached petition of Milton and John Kouroubetis to rezone a strip of land 218 feet north and south by 28 feet east and west at the northeast corner of Bendix Drive and Crumstown Avenue from "B" Residential Use District to "C" Commercial Use District and "A" Height and Area District was legally advertised under date of July 24, 1961 and given public hearing on August 3, 1961. The following action was taken: i After due consideration the Commission found that due to the minimum depth of the land in question substantial justice would not be done by the granting of the petition. It was therefore duly moved, seconded and unanimously carried.that the petition be recommended unfavorably to the Common Council. ORDINANCE, FIRST AND SECOND READING AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE NO. 3702 ( Crumstown Avenue) The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion that the Ordinance be set for public hearing on September 11, 1961. Councilman Lehman seconded the motion. Motion carrie 339 REGULAR MEETING AUGUST 14, 1961 ORDINANCE NO. 4388 - - -61 AN ORDINANCE APPROVING A CONTRACT BETWEEN THE SOUTH BEND SEWAGE TREATMENT PLANT AND INDIANA EQUIPMENT COMPANY, INC., FOR THE PURCHASE OF A 4 -WHEEL DRIVE TRACTOR SHOVEL TRUCK FOR THE SUM OF $8,900.00 The Ordinance was given first reading by title and second reading in full. Councilman Allen made a motion for suspen- sion of rules. Councilman Lehman seconded the motion. Motion carried by a roll call vote of 9 ayes, 0 nays. The Ordinance was then given third reading and passed by a roll call vote of 9 ayes and 0 nays. ORDINANCE NO. 4389 - - -61 AN ORDINANCE APPROVING A CONTRACT BETWEEN THE SOUTH BEND CITY WATER WORKS AND THE SOUTH BEND SUPPLY COMPANY FOR THE PURCHASE OF EQUIPMENT AND FURNITURE FOR THE OLIVE STREET STATION ALL FOR THE SUM OF $3,023.05 The Ordinance was given first reading by title and second reading in full. Councilman Coleman made a motion for suspension of rules. Councilman Lehman seconded the motion. Motion carried by a roll call vote of 9 ayes, 0 nays. The Ordinance was then given third reading and passed by a roll call vote of 9 ayes and 0 nays. ORDINANCE NO. 4390 - - -61 AN ORDINANCE APPROVING A CONTRACT BETWEEN THE SOUTH BEND CITY WATER WORKS AND INTERNATIONAL HARVESTER COMPANY FOR THE PURCHASE OF A 1961 4 -WHEEL DRIVE ONE TON RATED TRUCK FOR THE SUM OF $2,412.16 The Ordinance was given first reading by title and second reading in full. Councilman Glass made a motion for suspen- sion of rules. Councilman Allen seconded the motion. Motion carried by a roll call vote of 9 ayes, 0 nays. The Ordinance was then given third reading and passed by a roll call vote of 9 ayes and 0 nays. ORDINANCE, FIRST AND SECOND READING AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE STREET AND TRAFFIC FUND $1500.00 The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion that the Ordinance be set for public hearing on September 11, 1961. Councilman Krueper seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE OFFICE OF CITY JUDGE, $225.00 The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion that the-Ordinance be set for public hearing at the meeting of the Council to be 'held ou September 11, 1961. Councilman Lehman seconded the motion. Motion carried. ()RMNANC R AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE FIRE EQUIPMENT AND MAINTENANCE FUND $18,205.00 The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion that the Ordinance be set for public hearing on Sepember 11, 1961. Councilman Aoleman seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN CITY PLAN COMMISSION FUND $325.00 The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion that the Ordinance be set for public hearing on September 11, 1961. Councilman Muszynski seconded the motion. Motion carried. NEW BUSINESS Councilman Tellson presented a petition signed by Mrs. Marguerite Wharton, 3029 Frederickson Street, and others, requesting the installation of lights at both ends of the alley in the 3000 block of Frederickson Street. Councilman Allen made a motion that the petition be referred to the Roard of Public Works and Safety for investigation. Council' man Coleman seconded the motion. Motion carried. i There being no further business to come before the Council, Councilman Coleman made a motion to adjourn. Councilman Lehman seconded the motion. Motion carried and the Regular Meeting of the Common Council adjourned at 9:00 P.M.
