Kroll presiding. The Clerk then read the call for a Special Meeting. STATE OF INDIANA ) ) SS: COUNTY .'OF _.ST'. JOSEPH ) CALL FOR SPECIAL MEETING To-the President and Members of the Common Council of the City of South Bend, Indiana; Gentlemen: You are hereby notified that under and by virtue of the authority vested in me by law as Mayor`'of. the City of South Bend, Indiana, a Special Meeting of the Common Council of said City is hereby called to meet in the Council Chambers in the City Hall at the hour of 8:00 P.M., on Monday, July 31, 1961, for the purpose of considering the following ordinances, to -wit: AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1962, AND ENDING DECEMBER 31, 1962, INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPRO- PRIATED, IN WHOLE OR IN PART, FROM FUNDS OTHER THAN THE GENERAL FUNDS, OF SAID CITY, TO -WIT: STREET, TRAFFIC AND PARK DEPARTMENTS, FIREMEN'S PENSION AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN AND URBAN REDEVELOPMENT COMMISSIONS, THE SOUTH BEND, ST. JOSEPH COUNTY BUILDING AUTHORITY AND BUILDING DEMOLITION, REPAIR AND CONTINGENT FUNDS: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUT- STANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT. ALSO AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1962 FOR THE CIVIL CITY OF SOUTH BEND, INDIANA The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this notice on each and every member of the Common Council and make due return of such service of said Call for Special Meeting. Glass Chester Muszynski Harold L. Coleman /s/ Frank J. Bruggner Mayor of the City of South Bend, Indiana 1961, which I served by reading the same to each Councilman J. Chester Allen Joseph T. Kroll Paul E. Krueper, Jr. T. W. Lehman Or by leaving a copy thereof at the last and usual place of residence of such members as I was unable to find, as follows: None /s/ Officer Wm. V. Stoynoff, #234 Member of the South Bend Police Department Councilman Muszynski made a motion that the Special Call be accepted and placed on file. Councilman Lehman seconded the motion. Motion carried. ROLL CALL PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and Muszynski ABSENT: None AN ORDINANCE APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF ALL BUDGET - OPERATED DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1962, AND ENDING DECEMBER 31, 1962, INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS FOR WHICH MONEY IS APPROPRIATED, IN WHOLE OR IN PART, FROM FUNDS OTHER THAN THE GENERAL FUNDS, OF SAID CITY TO -WIT: STREET, TRAFFIC AND PARK DEPARTMENTS, FIREMEN'S PENSION AND POLICE- MEN'S PENSION FUNDS, AND THE CITY PLAN, URBAN REDEVELOPMENT AND FAIR EMPLOYMENT PRACTICE COMMISSIONS, THE BUILDING DEMOLITION, REPAIR AND CONTINGENT FUND, THE PARK DISTRICT FUND, GENERAL SINKING FUND, HOSPITAL FUND, ART ASSOCIATION FUND AND THE URBAN REDEVELOPMENT BOND FUND: PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUTSTANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF ALL CITY OFFICIALS AND EMPLOYEES, REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING A TIME WHEN THE SAME SHALL TAKE EFFECT. Councilman Kroll requested the Clerk to read two changes in the budget and asked the Councilman to change their budgets accordingly, and the Clerk read as follows: Page 56, Street Department, strike S -251B Repairs of Bridges, $32,000.00, and insert S -264 Street Sealing and Patching, $32,000.00; Page 100, Urban Redevelopment Bond Fund, strike .045 and insert .056, total strike .40 and insert .411; and strike 2.8512 and insert 2.8622. The Ordinance was then given first reading by title, and second reading in full. Councilman Lehman made a motion r- 336 SPECIAL MEETING JULY 31, 1961 that the Ordinance be set for public hearing on August 28, 1961,, and that there be legal publication in the South Bend Tribune and the Record on August 4th and August 11, 1961. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE FIXING THE TAX LEVY FOR THE YEAR 1962 FOR THE CIVIL CITY OF SOUTH BEND, INDIANA. The Ordinance was given first reading by title and second reading in full. Councilman Krueper made a motion that the Ordinance be set for Public Hearing on August 28, 1961, and that there be legal publication in the South Bend Tribune and the Record on August 4th and August 11, 1961. Councilman Lehman seconded the motion. Motion carried. There being no further business to come before the Council, Councilman Coleman made a motion to adjourn.
