JUNE 26, 1961
Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council
Chambers in the City Hall on Monday, June 26, 1961, at 8:28 P.M., with all members present except Councilman Coleman.
The meeting was called to order by President Joseph T. Kroll, who presided.
ROLL CALL
PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Glass, Krueper, Lehman and Muszynski.
ABSENT: Councilman Coleman
REPORT OF COMMITTEE ON MINUTES
To the Common Council of the City of South Bend:
Your Committee on the inspection and supervision of
the minutes of the previous meeting of the Council
be approved.

Honorable Body:
The League of Women Voters of South Bend urges you to bring the proposed new building code out of the committee of
the whole to the council floor for deliberation and action. We believe the period of time which council members
have had to study the proposed code is sufficient for informed decisions to be made at this time.
In 1954 the South Bend League made a study of building codes and went on record as advocating an up -to -date and
comprehensive building code for the city. We also recognized the desirability of a performance code rather than
a specification code.

Since that time anew building code as been presented to the council to replace an outdated and unworkable one, which
is unworthy of a progressive city like South Bend. If there are objections to or questions concerning some provisio
in the code, let them be heard by all and, if necessary, amendments made so as to speed ratification of the entire
code.

COMMUNICATION
TO THE COMMON COUNCIL South Bend, Indiana
OF THE CITY OF SOUTH BEND, INDIANA: June 18, 1961
The request made by the undersigned corporation on June 5, 1961 to change existing zoning from "A Height and Area"
of real estate lying between North Side Boulevard and the River at a point opposite the Riverview Detention Home and
west of the Boat Club in said city, is hereby withdrawn since the undersigned corporation is no longer interested in
the proposition.

_9 ORT,.OF BOARD OF PUBLIC WORKS AND SAFETY
To the Common Council of the City of South Bend, Indiana: June 26, 1961
Gentlemen:
With reference to your Directive dated June 13, 1961 concerning Councilman Muszynski's complaint that inter -city
trucks are still using Olive Street even though Sample Street is now completed, the Board of Public Works and Safety
considered this matter at its regular meeting of June 19, 1961.
The matter was referred to the Police Department for investigation and report and the Department's findings are as
follows:
After investigation on Olive Street a total of 16 trucks were checked, 15 trucks were making city deliveries, one
truck was issued a ticket for being on Truck Route.
If additional information is desired concerning the check points made in connection with this matter, officers' repor
will be available in the Office of the Board of Public Works and Safety.

ZONING ORDINANCE OF..THE CITY OF SOUTH BEND, INDIANA .(REAL ESTATE INVOLVED LOCATED ON THE SOUTH SIDE OF LINCOLNWAY
WEST, BETWEEN IOWA AND RYER STREETS.), Respectfully report that they have examined the matter and that in their
opinion IT SHOULD BE REPORTED FAVORABLE.

Bend, Indiana, Respectfully report that they have examined the matter and that in their opinion It should be returned
to the Council for first and second reading and set for public hearing.

COMMUNICATION FROM MAYOR BRUGGNER
To the Common Council of the City of South Bend, Indiana:
I, the undersigned, Frank J. Bruggner, Mayor of the City of South Bend, Indiana, as required by Chapter 107 of the
Acts of 1959., hereby fix the maximum salaries for the herein named appointed officers and employees of the City of
South Bend, Indiana, beginning January 1, 1962, and continuing thereafter until duly changed, and request that such
maximum salaries be approved by the Common Council.

ORDINANCE
AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS AND
EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE YEAR 1962
The Ordinance was given first reading.by title. Councilman Allen made a motion,-seconded by Councilman "Lehman;that

section be read. Motion carried. Motion by Councilman Allen, seconded by Councilman Lehman, that the Ordinance be
ORDINANCE set for public Hearing on July 10, 1961. Motion carried.
AN ORDINANCE CREATING AN OFFICIAL BUILDING CODE FOR THE CIVIL
CITY OF SOUTH BEND, INDIANA
The Ordinance was given first reading by title. Councilman-Allen made a motion that the further reading of this
Ordinance be waived and that the Clerk make available to interested parties copies of the same at her office.
Councilman Lehman seconded the motion. Motion carried.
There being no further business to come before the Council, Councilman Muszynski made a motion to adjourn. Council -
man Lehman- seconded the motion. Motion carried and the Regular Meeting of the Common Council ,adjourned at 9:03 P.M.
