Home My WebLink About05-22-61 Council Meeting MinutesREGULAR MEETING MAY 22, 1961 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chambers on Monday, May 22, 1961, at 8:15 P.M., with all members present. The Meeting was called to order by President Joseph T. Kroll, who presided. ROLL CALL PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and Muszynski. ABSENT: None REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and-supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. COMMUNICATION DISTRICT COUNCIL OF LASALLE PARK SOUTH BEND, INDIANA MAY 15, 1961 South Bend Common Council City Hall South Bend, Indiana Gentlemen: A recent survey conducted in our area has shown over 80 per cent of the property owners are in favor of rehabilitatio for our neighborhood. The LaSalle Park area residents feel that an emergency situation has developed because of past neglect, and this emergency can only be resolved by favorable consideration and positive action by your Commission. There are a number of new homes in the area deteriorating because of neighborhood blight. For the past four years we have tried to seek streets and sewers under the Barrett Law. To date, only one sewer has been installed, and we had to seek an out -of -state bond buyer for this. Once the area has been rehabilitated, it should prove 4ttractive to private as well as public investors. Relocation 319 (,EGULAR MEETING MAY 22, 1961 would be less of a.factor than in other areas now being considered. A rehabilitation project would free approximate] 150 lots currently tied up with estate, delinquent taxes and title problems. New homes would be erected on these lots and thereby give families in the Chapin Street area a chance to purchase and consequently improve their living standards. The only choice these families have at ptesent are to buy existing older homes and in a few years, anotbe slum: area would be created. There are many fine qualities in our area that have been overlooked because of the blight. We have Harrison School, the new Washington High school and a new public park. There is also two thoroughfares leading to the new shopping centers and an organized neighborhood program. We ask that you consider the emergency of this request. Here is a case, where, through your Commission, you can save existing homes and provide sites for new ones, without the problems you are having in other areas. COMMUNICATION Honorable Common Council City of South Bend, Indiana Gentlemen: May 13, 1961 The William Penn Fraternal Association, Branch 132 of South Bend, Indiana, the Officers and its more than three thousand (3000) members, American Citizens of Hungarian ancestory, wish to take this opportunity to express their sincere thanks and appreciation for a resolution recently passed by the council and a proclamation signed by Honorable Mayor Frank J. Bruggner, honoring the Hungarian born war hero Colonel - Commandant Michael de Kovats. It makes us all very happy to know that the long overdue honor to Colonel - Commandant Michael de Kovats has become a reality. You are certainly to be commended for your efforts;to give this Hungarian born Hero the proper recognition. We are all looking forward to having, this become an annual affair. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, (REAL ESTATE INVOLVED LOCATED ON WILLIAMS STREET, NAVARRE STREET, PORTAGE AVENUE), Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE with drawn at the request of Mr. Anderson, Attorney for petitioner. /s/ T. REPORT OF THE COMMITTEE OF THE 14HOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE APPROVING A LEASE ENTERED INTO BY AND BETWEEN THE MUNICIPAL CITY OF SOUTH BEND, INDIANA, HEREINAFTER REFERRED TO AS THE "LESSOR" AND SOUTH BEND SCREW PRODUCTS, INC., HEREINAFTER REFERRED TO AS THE "LESSEE'.' FOR THE PREMISES DESCRIBED AS: THAT PORTION OF EAST WASHINGTON STREET IN THE CITY OF SOUTH BEND, INDIANA, EXTENDING FROM THE ST. JOSEPH RIVER ON THE WEST TO THE EAST RACE ON THE EAST, REGULAR MEETING ORDINANCE, THIRD READING MAY 22, 1961 AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, (REAL ESTATE INVOLVED LOCATED ON WILLIAMS STREET, NAVARRE STREET, PORTAGE AVENUE) Councilman Coleman made a motion that the Ordinance be withdrawn. ORDINANCE NO. 4376 - - -61 AN ORDINANCE APPROVING A LEASE ENTERED INTO BY AND BETWEEN THE MUNICIPAL CITY OF SOUTH BEND, INDIANA, HEREINAFTER REFERRED TO AS THE t°LESSEE' FOR THE PREMISES DESCRIBED AS: THAT PORTION OF EAST WASHINGTON STREET IN THE CITY OF SOUTH BEND, INDIANA, EXTENDING FROM THE ST. JOSEPH RIVER ON THE WEST TO THE EAST RACE ON THE EAST The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. ORDINANCE, FIRST AND SECOND READING AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE MORRIS CIVIC AUDITORIUM FUND AND THE BUILDING DEPARTMENT FUND $888.48 The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion that the Ordinance be set for Public Hearing on June 12, 1961., Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE CREATING AN OFFICIAL BUILDING CODE FOR THE CIVIL CITY OF SOUTH BEND, INDIANA Councilman Muszynski made a motion that the Ordinance be set for first and second reading at the June 12th meeting of the Council. Councilman Glass seconded the motion. RESOLUTION A Resolution introduced at the May 8th meeting of the Council by Councilman Krueper was set for action for this meeting. Councilman Krueper made a motion that the matter be set over for two weeks. Councilman Muszynski seconded the motion. Motion carried. NEW BUSINESS Miss Virginia Guthrie introduced Miss Eva Wermter from Frankfort Germany who is an exchange student at St. Marys College. Councilman Tellson made a motion to amend the Resolution proclaiming May 11th, 1961 as Michael DeKovats Day by striking 1961 and inserting "each year ", thereby making May filth each year Michael DeKovats Day. Councilman Muszynski seconded the motion. Motion carried. There being no further business to come before the Council, Councilman Muszynski made a motion to adjourn.
