The meeting was called to order by President Joseph T. Kroll, who presided. ROLL CALL PRESENT: Councilmen Kroll, Allen, Ladewski, Muszynski ABSENT: None REPORT OF'COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Tellson, Coleman, Glass, Krueper, Lehman and Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspected the minutes of the previous meeting of the Council and found them correct. Motion carried. REPORT OF SEWAGE TREATMENT PLANT DECEMBER 31, 1960 THIRD ANNUAL REPORT OF WATER SERVICE INSURANCE PROGRAM To the Honorable Frank J. Bruggner, Mayor and The Honorable Members of the Common Council ..of the City of South Bend, Indiana In keeping with the custom heretofore adopted by this department we submit our annual report to you which is as follows: Bank Balance beginning January 1, 1960 Receipts for year $65,474.67 Disbursements for year 63,022.66 Increase in bank balance $ 2,452.01 Bank balance ending December 31, 1960 Amount due for December billings TOTAL CASH ON HAND Total Vouchers Payable Deficit as of December 31, 1960 Deficit December 31, 1959 $13,089.85 Deficit December 31, 1960 3,343.62 Decrease in deficit $ 8,746.23 Estimated Revenue for 1961 Estimated Disbursements for 1961 $6,054.66 2,452.01 8,506.67 5,404.13 13,910.80 17,254.42 3,343.62 $65,700.00 $59,375.00 We repaired and /or replaced 453 water services in 1960. For the three year period of our program 1400 repairs and /or replacements have been effected. Due to material and labor cost increases and 10% more new services installed, the cost average per job increased from $117.00 to $125.00. We estimate the number of service leaks for 1961 to be 467. This is based on the three year average that the program has operated. We would suggest to you, as a result of three years of operation, that the existing ordinance be amended in the following particulars: 1. Limitation of length of pipe insured. 2. Limit the repair and /or replacement of service lines to between th hours of 8 A.M. and 4:30 P.M. Mondays through Fridays. We would be happy to elaborate more fully at any time convenient to the Mayor and /or the Common Council. In conclusion, we wish to advise that our experience at this time would show that no increase in the rate for _1961 is necessary. ORDINANCE NO. 4365 - - -61 AN ORDINANCE APPROPRIATING ALL PARKING METER FEES AND FUNDS TO THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CIVIL CITY OF SOUTH BEND, INDIANA, FOR THE USES AND PURPOSES SET FORTH THEREIN IN ACCORDANCE WITH CHAPTER 236 OF THE ACTS OF THE GENERAL ASSEMBLY OF THE STATE OF INDIANA OF 1945, AS AMENDED BY CHAPTER 303 OF THE ACTS OF THE GENERAL ASSEMBLY OF 1951 The Ordinance was given first reading by title and second reading in full. Councilman Lehman made a motion for suspension of rules. Councilman Ladewski seconded the motion. Motion carried by a roll call vote of 9 ayes, o nays. The Ordinance was then given third reading and passed by a roll call vote of 9 ayes, 0 nays. I! At the request of Councilman Lehman, the Clerk read the following Resolution: RESOLUTION WHEREAS, it has come to the attention of the Common Council of the Municipal City of South Bend, Indiana, that one of its venerable and former members is ill; and, WHEREAS, this Council, as well as the Community, is most appreciative for the governmental service contr ted by said Councilman, Walter C. Erler, Sr.; and, WHEREAS, the members of the Council have enjoyed the .fellowship of the said Walter C. Erler, Sr. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of South Bend, Indiana, that the Council go on record as wishing Walter C. Erler, Sr., a most speedy recovery so that he may continue as in the past to enjoy good health and happiness and that a copy of this Resolution be directed to Walter C. Erler, Sr., /s/ T. W. The motion was unanimously carried. RESOLUTION WHEREAS, the retailing industry plays a vital and dynamic role in the economic health and well -being of South Bend; and, WHEREAS, retailers in our community employ over ten thousand of our citizens in personally rergarding and materially satisfying occupations; and, WHEREAS, South Bend merchants are numbered amoung the most active, civic - minded of our citizens and have been responsible for much of the progress and many of the accomplishments of our community through the years; and, WHEREAS, the week of January 30 - February 4, 1961, has been designated as National Merchants Week through- out the United States of America; NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of South Bend,joins in full support and properly recognize retailing's importance in our community; and, BE IT FURTHER RESOLVED that the week of January 30 - February 4, 1961, be hereby proclaimed as Retail Merchants Week in South Bend, Indiana, to commemorate the worthwhile efforts of our community's retailers; and, BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Downtown South Bend Council, Inc., the press and other interested organizations. /s/ Joseph T. NEW BUSINESS Councilman Allen made a motion, seconded by Councilman Krueper, that the Miscellaneous Committee meet with the City Clerk relative to the preparation of an Annual Council Report. Motion carried. There being no further business to come before the Council, Councilman Glass made a motion to adjourn. Councilman Tellson seconded the motion. Motirn carried and the Regular Meeting of the Common Council adjourned at 9:32 P.M.
