Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council Chambers in the City
Hall, Tuesday, January 3, 1961, at 8:15 P.M., with all members present. The meeting was called to order by Edwin L.
Davies, City Controller, acting as Mayor in the absence of Mayor Frank J. Bruggner. The Clerk read the roll call
and all Councilmen were present, as follows:
Councilmen at Large, J. Chester Allen, Eugene Ladewski and Albert Tellson; First District Councilman Harold Coleman;
Second District Councilman Joseph.T. Kroll; Third District Councilman Walter G. Glass; Fourth District Councilman
Paul E. Krueper, Jr.; Fifth District Councilman T. W. Lehman and Sixth District Councilman Chester E. Muszynski.
Mr. Davies announced that nominations were now open for President of the Common Council. Councilman Muszynski nomina�
Councilman Kroll for the office of Prisideal. Councilman adewski seconded the nomination. Councilman Allen moved

the Clerk of the Council cast one unanimous ballot for Mr. Kroll for President of the Council. Councilman Lehman
seconded the motion. Motion carried.: Councilman Kroll was declared the duly elected President of the Common
Council and Mr_. Davies presented him with the gavel.
President Kroll then thanked the Council for the confidence expressed by his re- election as President. He pledged
his cooperation with the Councilmen in the coming year and asked for their continued support.
President Kroll then called for nominations for the office of Vice President.
Councilman Lehman nominated Councilman Tellson for the office of Vice President. Councilman Glass seconded the
motion. Councilman Lehman moved that the nominations be closed. Councilman Muszynski seconded the motion. Motion
carried. Councilman Allen moved that the Clerk of the Council cast one unanimous ballot for Councilman Tellson for
Vice President of the Council. Councilman Muszynski seconded the motion. Motion carried.
Councilman Tellson thanked the Council for their expression of confidence and pledged his cooperation for the coming
year.
There being no further business to come before the Council, Councilman Lehman made a_motion to adjourn. Councilman
Muszynski seconded the motion. Motion carried and the Organization Meeting of the Common Council adjourned at
8:20 P.M.
