Be it remembered that the Committee of the Whole of the Common Council of the City of South Bend, Indiana, met
in the Council Chambers, City Hall, on Monday, October 24, 1960, at 7:07 P.M., with all members present except
Councilman Lehman. The meeting was called to order by Mrs. Freda G. Noble, City Clerk, in the absence of Council-
man Lehman, Chairman. Councilman Kroll made a motion that Councilman Paul E. Krueper, Jr., be named Temporary
Chairman of the Committee of the Whole. Councilman Muszynski seconded the motion. Motion carried. Councilman
Krueger then took the chair and proceeded with the business before the Committee of the Whole.
ORDINANCE
AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN
AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA
(Real Estate involved located on Portage Avenue - - -700 block)
This being the time previously set for public hearing on this Ordinance, the said public hearing having been
deferred from the October 10, 1960 meeting, proponents and opponents were given an opportunity to be heard.
Mr. Louis Anderson, Attorney for petitioners, was heard. Councilman Kroll made a motion for a five minute fecess.
Councilman Glass seconded the motion. Motion carried. Meeting recessed at 7:19 P.M.
The Committee of the Whole Meeting reconvened at 7:30 P.M.
Councilman Coleman made a motion that the Ordinance be set over until November 28, 1960. Councilman Glass seconded
the motion. Motion carried.
ORDINANCE
AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE
NO. 37021 AS HERETOFORE AMENDED AND SUPPLEMENTED
This being the time set for public hearing on this Ordinance, said public hearing having been deferred from the
previous meeting of the Council, proponents and opponents were given an opportunity to be heard thereon. Mr.
Nicholas P. Cholis, Attorney, was heard. Councilman Kroll made a motion that the public hearing be continued
until November 14, 1960. Councilman Glass seconded the motion. Motion carried.

AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN
AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA

This being the time previously set for public hearing on the above Ordinance, proponents and opponents were given
and opportunity to be heard thereon. Councilman Kroll made a motion that the Ordinance go to the Council as
favorable. Councilman Coleman seconded the motion. Motion carried.

AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN
AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEAD INDIANA,
This being the time previously set for public hearing on the above Ordinance, proponents and opponents were given
and opportunity to be heard thereon. Councilman Kroll made a motion to amend the ordinance, as follows:
In Section 1, Paragrpah 2, Line 9, by striking "of "and inserting "or; and in Section 2, Paragrpah 2, line 9,
by striking "of41 and inserting "or ". Councilman Allen seconded the motion. Motion carried. Councilman Coleman
then made a motion that the Ordinance, as amended, go to the Council as favorable. Councilman Kroll seconded the
motion. Motion carried.
ORDINANCE
AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN THE OFFICE
OF THE CONTROLLER IN THE AMOUNT OF $7,106.92 FOR THE YEAR
ENDING DECEMBER 31, 1960.
This being the time previously set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Councilman Glass made a motion that the Ordinance go to the Council as favorable
Councilman Ladewski seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE TO REGULATE AND CONTROL THE SALE AND USE
OF PLASTIC COVERINGS OR BAGS
This being the time heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an opportunity to be heard thereon. Irving Rubin of Rubin Cleaners was heard. Councilman Coleman made a motion that
the Ordinance go to the Ordinance Committee for further study.Codncilman Kroll seconded the motion and recommended
that all interester persons be invited to attend the meeting. Motion carried.
There being no further business to come before the Committee of the Whole, Councilman Muszynski made a motion to
adjourn. Councilman Coleman seconded the motion. Motion carried and the Committee of the Whole Meeting adjourned
at 7:52 P.M.
