HomeMy WebLinkAbout08-30-60 Council Special Meeting MinutesAUGUST 30, 1960 SPECIAL MEETING Be it remembered that the Common Council of the City of South Bend, Indiana, met in Special Session in the Council Chambers on Tuesday, August 30, 1960, at 7:36 P.M., with all members present. The meeting was called to order by President Joseph T. Kroll, who presided. The Clerk read the call for the Special Meeting, as follows: STATE OF INDIANA SS: CALL FOR SPECIAL MEETING ST. JOSEPH COUNTY To the President and Members of the Common Council of the City of South Bend, Indiana: Gentlemen: You are hereby notified that under and by virtue of the Authority vested in me by law as Mayor of the City of South Bend,. in the State of Indiana, a Special Meeting of the Common Council of said City is hereby called to meet in the Council Chamber, in the City Hall at the Hour of 7:30 P.M., on Tuesday, August 30, 1960, for the purpose of ACTING ON RESOLUTIONS TO BE PRESENTED BY THE HOUSING AUTHORITY OF THE CITY OF SOUTH.BEND, INDIANA, RELATIVE TO PROPOSED SITES FOR A LOW -RENT HOUSING PROJECT The Chief of Police or any member of the Police Force is hereby directed to forthwith serve a copy of this notice on each and every member of the Common Council and make due return of such service to said Special Meeting. Lehman and by leaving a certified copy of same at the last and usual place of residence of such members as I was unable to find, as follows: Albert Tellson /s/ Ca t. 0. E. Harmon ' Member of the South Bend Police Department Councilman Muszynski made a motion that the Call for Special Meeting be accepted and placed on file. Councilman Lehman seconded the motion.. Motion carried. ROLL CALL PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and Muszynski. ABSENT: None. Mr. Jesse:Dickinson, local Director for the Public Housing Authority spoke to the Council. Mayor Voorde was introduced and explained the necessity for this meeting was to act upon a site for public housing. RESOLUTION A RESOLUTION APPROVING A SITE CONSISTING OF APPROXIMATELY TWENTY -SIX (26) ACRES OF LAND LYING WEST OF IRONWOOD DRIVE BETWEEN THE ST. JOSEPH RIVER AND LINCOLN WAY EAST IN THE CITY OF SOUTH BEND, INDIANA FOR THE CONSTRUCTION OF A LOW RENT HOUSING PROJECT CONSISTING OF APPROXIMATELY THREE HUNDRED FIFTY (350) UNITS, BY THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA WHEREAS, the City of South Bend, Indiana, has heretofore entered into a Cooperation Agreement with The vvVV1 .lVt� -�. ,/VV Housing Authority of the City of South Bend, Indiana; WHEREAS, pursuant to the provisions of said Cooperation Agreement, The Housing Authority of South Bend, Indiana, has requested the City of South Bend, Indiana, to approve a site consisting of approximately Twenty -six (26) acres of ground, lying West if Ironwood Drive between the St. Joseph River and Lincoln Highway East in the City of South Bend, Indiana, for the purpose of constructing thereon a low -rent housing project consisting of approximately Three Hundred Fifty (350) units; WHEREAS, the Housing Committee of the Common Council of the City of South Bend, Indiana, has inspected said site and has determined that it would be a desirable location for the construction of a low -rent housing project. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, That a site consist ing of approximately Twenty -six acres of land lying West of Ironwood Drive, between the St. Joseph River, and Lincoln Way East in the City of South Bend, Indiana, be and the same is hereby approved as a desirable site for a low -rent housing project consisting of approximately Three Hundred Fifty (350) units to be constructed by The Housing Authority of the City of South Bend, Indiana. This resolution shall be in full force and effect from and after its passage. Passed by the Common Council this day of , 1960. /s/ Joseph T. Kroll President of the Common Council Councilman Lehman moved for rejection of this site. Councilman Glass seconded the motion. Motion carried by a vote of 8 ayes, 1 nay. Councilman Allen voted in favor of this site. RESOLUTION A RESOLUTION APPROVING A PROJECT CONSISTING OF A PARCEL OF LAND LYING SOUTH OF THE NEW YORK CENTRAL RAILROAD RIGHT OF WAY BETWEEN OLIVE STREET AND THE FIRST ALLEY WEST OF OLIVE STREET IN THE CITY OF SOUTH BEND, INDIANA, FOR THE CONSTRUCTION OF A LOW RENT HOUSING PROJECT CONSISTING OF APPROXIMATELY 150 UNITS, BY THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA WHEREAS, the City of South Bend, Indiana, has heretofore entered into a C000peration Agreement with The Housing Authority of the City of South Bend, Indiana; WHEREAS, pursuant to the provisions of said Cooperation Agreement, The Housing Authority of South Bend, Indiana, has requested the City of South Bend, Indiana, to approve a project consisting of a parcel of land comprising approximately Ten and Thirty -nine Hundredths (10.39) acres lying South of the New York Central Railroad Right of Way between Olive Street and the first alley West of Olive Street, and excluding therefrom a parcel of land in the North East corner thereof, presently occupied by a fire house and being in the City of South Bend, Indiana, for the purpose of constructing thereon a low -rent houseing project consisting of approximately 150 units; WHEREAS, the Housing Committee of the Common Council of the City of South Bend, Indiana, has inspected said site and has determined that it would be a desirable location for the construction of a low -rent housing project. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, That a project consisting of the parcel of land in the City of South Bend, Indiana, hereinabove described, be and the same is hereby approved as a desirable site for a low -rent housing project consisting of approximately 150 units to be constructed by The Housing Authority of the City of South Bend, Indiana. This Resolution shall be in full force and effect from and after its passage. Passed by the Common Council this day of' , 1960. /s/ Joseph T. SHENEFIELD'S SUB - DIVISION, ON KIRBY, HARTMAN AND MILLER'S SUB- DIVISION OF SOREN'S SECOND ADDITION AND OTHER PROPERTY CONTINGUOUS THERETO IN THE CITY OF SOUTH BEND, INDIANA, FOR THE CONSTRUCTION OF A LOW RENT HOUSING PROJECT CONSISTING OF APPROXIMATELY 150 UNITS, BY THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA WHEREAS, the City of South Bend, Indiana, has heretofore entered into a Cooperation Agreement with The Housing Authority of the City of South Bend, Indiana; WHEREAS, pursuant to the provisions of said Cooperation Agreement, The Housing Authority of South Bend, Indiana, has requested the City of South Bend, Indiana, to approve a site consisting of a parcel of land bounded by a line running as follows, to -wit: Commencing at a point where the center line of the first North and South Alley lying West of Lawrence Street intersects the center line of Napoleon Street; thence South along said center line to the center line of St. Vincent Street; thence East along the center line of St. Vincent Street to the center line of Lawrence Street; thence South along the center line of Lawrence Street to a center line of the first East and West alley North of Howard Street; thence East along the center line of said alley to the center line of the first North and South alley; thence North along said center line to the - center line of the first East and West alley lying South of St. Vincent Street; thence East along the center line of said alley to the center line of Hill Street; thence South along the center line of said Hill Street to a point where the center line. of the first East and West alien North of Howard Street extended would be intersected; thence East along the center line of said alley to the center line of a North and South alley; thence East along the center line of said alley to a point approximately One Hundred Sixty (160 feet West of the center line of St. Louis Boulevard; thence due South to the center line of Howard Street; thence-East along said center line to the center line of St. Louis Boulevard; thence North along the Center line of St. Louis Boulevard to the point where the center line of St. Vincent Street intersects the same; thence West along the center line of St. Vincent Street to a point where said center line intersects the center line of a North and South alley lying West of St. Louis Boulevard; thence North along the center line of said alley One Hundred (100') Feet; ..thence East to the center line of St. Louis Boulevard; thence North along the center line of St. Louis Boulevard to a point where it intersects the center line of Napoleon Street; thence West along said center line to the center line of Hill Street; thence South along the center line of Hill Street approximately One Hundred Seven and Two- tenths (107.2') feet; thence West to the center line of the first North and South alley; thence North to the center line of Napoleon Street; thence West along the center line of Napoleon Street to the place of beginning, for the purpose of constructing thereon a low -rent housing project consisting of approximately 150 units; WHEREAS, the Housing Committee of the Common Council of the City of South Bend, Indiana, has inspected said site and has determined that it would be a desirable location for the construction of a low -rent housing project. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, That a site. consisting of a parcel of land in the City of South Bend, Indiana, hereinabove described, be and the same is hereby approved as a desirable site for a low -rent housing project consisting of approximately 150 units to be constructed by The Housing Authority of the City of South Bend, Indiana. This resolution shall be in full force and effect from and after its passage. Passed by the Common Council this day of , 1960. /s/ Joseph T. Kroll President of the Common Council Councilman Krueper moved that the Resolution as above set out be rejected. Councilman Coleman seconded the motion. Motion carried by a vote of 8 ayes, 1 nay. Councilman Allen voted in favor of this site. RESOLUTION A RESOLUTION APPROVING A SITE CONSISTING OF APPROXIMATELY TWENTY -SIX (26) ACRES OF LAND LYING ON THE WEST SIDE OF KEMBLE AVENUE BETWEEN DONALD STREET AND BRUCE STREET, BEING APPROXIMATELY ONE THOUSAND T140 HUNDRED EIGHTY -EIGHT (1,288) FEET IN LENGTH, EAST AND WEST, AND NINE HUNDRED (900) FEET IN WIDTH, NORTH AND SOUTH, IN THE CITY OF SOUTH BEND, INDIANA, FOR THE CONSTRUCTION OF A LOW RENT HOUSING PROJECT CONSISTING OF APPROXIMATELY THREE HUNDRED FIFTY (350) UNITS, BY THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA WHEREAS, the City of South Bend, Indiana, has heretofore entered into a Cooperation Agreement with The Housing Authority of the City of South Bend, Indiana; WHEREAS, pursuant to the provisions of said Cooperation Agreement, The Housing Authority of South Bend, Indiana, has requested the City of South Bend, Indiana, to approve a site consisting of a parcel of land bounded by a line running as follows, to -wit: Beginning at a point on the West line of Kemble Avenue in said City which point is 30 feet West of the East line of the South West quarter of said Section No. 14, and 660 feet North of the South line of said Section, said point being the intersection of the said West line of Kemble Avenue with the North line of Donald Street in said City, as dedicated in the Plat of South West Addition, and being 25 feet North of the North East corner of Lot Numbered 1 as shown on the recorded Plat of said South West Addition to the City of South Bend, as recorded in Plat Book No. 8, page 187 of the records of said County; thence running North on the West line of Kemble Avenue a distance of 899.73 feet to the South line of Bruce Street (formerly Oliver Street) in said City; thence running West on the South line of Bruce Street a distance of 1287.7 feet to the West line of the East half of the South West quarter of said Section No. 14; thence South on the West line of said half quarter Section a distance of 901.1 feet to the North West corner of the South West quarter of the South East quarter of South West quarter of said Section No. 14; thence running East along the North line of the South half of the South East quarter of the South West Quarter of said Section No. 14 a distance of 1288.6 feet, to the place of beginning, containing 25.287 acres, more or less; excepting a right of way off of the West side thereof, for the purpose of constructing thereon a low -rent housing project consisting of approximately Three Hundred Fifty (350) Units; WHEREAS, the Housing Committee of the Common Council of the City of South Bend, Indiana, has inspected said site and has determined that it would be a desirable location for the construction of a low -rent housing project. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, That a site consisting of a parcel of land in the City of South Bend, Indiana, hereinabove described, be and the same is hereby approved as a desirable site for a low -rent housing project consisting of approximately Three Hundred Fifty (350) units to be constructed by The Housing Authority of the City of South Bend, Indiana. This resolution shall be in full force and effect from and after its passage. Passed by the Common Council this day of , 1960. /sl Joseph T. Kroll President of the Common Council Councilman Muszynski stated that this project has been rejected many times. Councilman Ladewski moved for rejection of the Resolution. Councilman Lehman seconded the motion. Motion carried by a vote of 8 ayes, 1 nay. Councilman Allen voted in favor of this site. A RESOLUTION APPROVING A SITE LYING NORTH OF THE NEW YORK CENTRAL RAILROAD RIGHT OF WAY BETWEEN SCOTT AND LAUREL STREETS, AND A TRIANGULARjPARCEL OF LAND LYING WEST OF LAUREL STREET CONTIGUOUS THERETO ALL BEING IN THE CITY OF SOUTH BEND, INDIANA, FOR THE CONSTRUCTION OF A LOW RENT HOUSING PROJECT CONSISTING OF APPROXIMATELY 350 UNITS, BY THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA. WHEREAS, the City of South Bend, Indiana, has heretofore entered into a Cooperation Agreement with The Housing Authority of the City of South Bend,Indiana; WHEREAS, pursuant to the provisions of said Cooperation Agreement, The Housing Authority of South Bend, Indiana, has requested the City of South Bend, Indiana, to approve a site consisting of Three (3) parcels of land described as follows: f The First Parcel being bounded on the South by the New York Central Railroad Right of Way, on -the West by Chapin Street, on the North by the first East and West alley North of Monroe Street, and on the East by Scott Street. And the Second Parcel being bounded on the South by the New York Central Railroad Right of Way, on the West by Laurel Street, on the North by the first East and West alley North of Monroe Street, and on the East by Chapin Street, excepting therefrom a parcel of land owned by Armour & Company and being in the Southeast corner thereof. And the Third Parcel comprising approximately Four and Eighty -three Hundredths (4.83) acres of land lying West of Laurel Street between the New York Central Railroad Right of Way and the Grand Trunk Railroad Right of Way, for the purpose of constructing thereon a low -rent housing project consisting of approximately 350 units; WHEREAS, the Housing Committee of the Common Council of the City of South Bend, Indiana, has inspected said site and has determined that it would be a desirable location for the construction of a low -rent housing project. NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, That a site consisting of Three (3) parcels of land in the City of South Bend, Indiana, hereinabove described, be and the same is hereby approved as a desirable site for a low rent housing project consisting of approximately 350 units to be constructed by The Housing Authority of the City of South Bend, Indlana. This Resolution shall be in full force and effect from and after its passage.
