COMMITTEE OF THE WHOLE MEETING JULY 25 1960
Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee
of the Whole in the Council Chambers, City Hall, on Monday, July 25, 1960, with all members
present. The meeting was called to order at 8 :12 P.M., by Chairman T.W. Lehman, who presided.

In compliance with Indiana Statutes, I submitted to the Common Council of South Bend a list
of recommended salaries for all appointive positions within the municipal government, exclusive
of the police and fire department personnel, for council action to become effective January 1,1961
We have since made a re- evaluation of the salaries as originally submitted and would recommend
some changes to be made. You will find an attached list of those positions effected in the
recommended changes and this list includes the original recommendations as well as the new
recommendation. It is requested that you submit this to the honorable Common Council for con-
sideration in their deliberations on the salary scale ordinance.

Public hearing was had on the following ordinance:
AN ORDINANCE FIXING MAXIMUM SALARIES OF APPOINTED OFFICERS
AND EMPLOYEES OF THE CITY OF SOUTH BEND, IDNAIAN FOR THE YEAR 1961.
Proponents and opponents were given an opportunity to be heard on this ordinance.
The following were heard:
Miss Virginia Guthrie, Executive Secretary of the South Bend Civic Planning Association; Mr. Karl
D. Jahnke, also representing the South Bend Civic Planning Association; Mr. Vernor Lane, Buildin€
Commissioner and Mrs. Alden Carpenter, President South Bend League of Women Voters.
Councilman Kroll made a motion asking for a five minute recess at 9:23• Councilman Coleman
seconded the motion. Motion carried. '
The Committee of the Whole reconvened at 9:35 P.M.
Councilman Krueper made a motion to accept the Mayorts recommendation and also moved that the
proposed ordinance be amended as read. Councilman Kroll seconded the motion. Motion carried.
Councilman Coleman made a motion that the Salary Ordinance go to the Council favorable as amender
Councilman Kroll seconded motion. Motion carried.
Councilman Kroll moved that the Committee of Whole adjourn. Councilman Coleman seconded the
motion. Motion carried and Committee of the Whole adjourned at 9 :37 P.M.
