HomeMy WebLinkAbout04-26-60 Council Meeting MinutesREGULAR MEETING APRIL 26, 1960 Be it remembered that the Common Council of the City of South Bend, Indiana, met in Regular Session in the Council Chambers, City hall, on Tuesday, April 26, 1960, with all members present. The meeting was called to order by President Joseph T. Kroll, who presided, ROLL CALL PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and Muszynski. ABSENT: None REPORT OF COMMITTEE ON MINUTES To the Common Council of the City of South Bend: Your Committee on the inspection and supervision of the minutes, would respectfully report that they have inspec the minutes of the previous meeting of the Council and found them correct. They therefore recommend that the same be approved, South Bend, Ind., April 26, 1960 Minutes of Meeting of April 11, 1960 Joseph T. Kroll T. W. COMMUNICATION Dear Mrs. Noble: April 21, 1960 Committee Councilman Ladewski seconded the Mrs. Oare and I were very pleased to receive the certified copy of the resolution adopted by the Common Council of City of South Bend. The sympathy therein expressed is very highly appreciated. The thoughtfulness and sympathy on the part of the Common Council and yourself and our good Mayor mean a great deal in assuaging our grief. We would appreciate your communicating to the Common Council and to each and every one of its members our gratitude for their kind expression. Mrs. Freda G. Councilman Lehman seconded the motion. Motion carried. PETITION Petition to annex approximately 75 acres of land at Edison and South Bend Avenue. Councilman Glass made a motion that the petition be referred to the City Planning Commission. Councilman Lehman seconded the motion. Motion carried. PETITION Petition to zone recently annexed land adjacent to the St, Joseph County Airport. Councilman Glass made a motion that the petition be referred to the City Planning Commission, Councilman Ladewski seconded the motion. Motion carried. PETITION Petition to rezone land located at 1853 Randolph Street. Councilman Muszynski made a motion that the petition be referred to the City'Planning Commission. Councilman Coleman seconded the motion. Motion carried. PETITION Petition containing 37 signatures asking the City Street Department to take action on correcting the water situation in the alley between Miner Street and Sorin Street and from Jacob Street to Twyckenham Drive. Councilman Tellson made a motion that the petition be referred to the Board of Public Works and Safety for attention. Councilman Glass seconded the motion. Motion carried. Councilman Lehman seconded the motion. Motion carried. REPORT OF BOARD OF PUBLIC WORKS AND SAFETY South Bend Common Council South Bend, Indiana Gentlemen: In regards to the petition referred to the Board of Works & Safety requesting the improvement of the end of the alley on Howard Street from Lawrence to Hill Streets by street lighting, the Board has referred said matter to the City Electrical Department for investigation and report back to the Board. Further, the petition containing 494 signatures requesting a traffic light at the intersection of Mayflower and Sample Streets was referred to the Traffic Engineering Department for study and report back to the Board. REPORT OF TRAFFIC ENGINEER Members of the South Bend Common Council City Hall South Bend, Indiana Gentlemen: April 13, 1960 On Monday, April 11, 1960, at a regular Common Council meeting, a motion was made by Councilman Tellson that a study b.e made by this,.department to determine the need for a loading zone at the Central Public Library. A study indicates that a loading zone, in the true sense of the word, is not needed as provisions for loading have been made at the rear of the building. Installation of a. loading zone would. mean the elimination of several much needed parking spaces. Two of these spaces are of the 12 minute type for the convenience of library patrons. Also, past experience shows that loading zones for passengers are not patronized, but rather used by motorists to load or unload from the traveled lane so as to not be inconvenienced by maneuvering in and out of that zone. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee of the Whole, to whom was referred AN ORDINANCE PROVIDING FOR THE PROTECTION OF POLICE REPORTING SYSTEM AND PROHIBITING THE USE OF SAID REPORTING SYSTEM FOR ANY PURPOSE OTHER THAN MATTERS PERTAINING TO POLICE OR FIREMEN, Respectfully report that they have examined the matter and that in their opinion IT SHOULD BE REPORTED FAVORABLE. /s/ T. W. Lehman, Chairman Councilman Glass made a motion that the report be accepted and placed on file. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE NO. 4315 - - -60 AN ORDINANCE PROVIDING FOP. THE PROTECTION OF POLICE REPORTING SYSTEM AND PROHIBITING THE USE OF SAID REPORTING SYSTEM FOR ANY PURPOSE OTHER THAN MATTERS PERTAINING TO POLICE OR FIREMEN The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. 203 REGULAR MEETING ORDINANCE NO. 4316 - - -60 APRIL 26, 1960 AN ORDINANCE APPROVING THE CONTRACT :BETWEEN THE CITY WATER WORKS OF SOUTH BEND AND THE LAYNE- NORTHERN COMPANY,JNC., FOR THE PURCHASE OF A THIRTY -TWO INCH GRAVEL PACKED WELL AT THE NORTH STATION FOR THE SUM OF $19,360.00 The Ordinance was given first reading by title and second reading in full. Councilman Coleman made a motion for suspension of the rules. Councilman Allen seconded the motion. Motion carried by a roll call vote of 9 ayes, 0 nay: The Ordinance was then given third reading and passed by a roll call vote of 9 ayes, 0 nays. ORDINANCE AN ORDINANCE TO AMEND AN ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING THE SUM OF ONE MILLION DOLLARS ($1,000,000.00) TO BE APPLIED TO THE COST OF CONSTRUC- TION, RE- CONSTRUCTION AND IMPROVEMENT OF STREETS, AND EXPENSES INCURRED IN CONNECTION THEREWITH, KNOWN AS ORDINANCE NO. 4305 The Ordinance was given first reading by title and second reading in full. Councilman Ladewski made a motion for suspension of rules. Councilman Tellson seconded the motion. After discussion, Councilman Ladewski withdrew his motion. Councilman Tellson withdrew his second to the motion. Councilman Muszynski made a motion that the Ordinanc( be referred to the Ordinance Committee. Councilman Krueper seconded the motion. Motion carried. RESOLUTION A RESOLUTION APPROVING A SITE CONSISTING OF APPROXIMATELY TWENTY -SIX (26) ACRES OF LAND LYING WEST OF IRON1400D DRIVE BETWEEN THE ST. JOSEPH RIVER AND LINCOLN WAY EAST IN THE CITY OF SOUTH BEND, INDIANA FOR THE CONSTRUCTION OF A LOW RENT HOUSING PROJECT CONSISTING OF APPROXIMATELY THREE HUNDRED FIFTY (350) UNITS, BY THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND, INDIANA. The Clerk read the Resolution in its entirety. Councilman Lehman made a motion that the Resolution be referred to the Urban, Redevelopment and Housing Committee for further study. Councilman Muszynski seconded the motion, and asked that Mr. Sucher of the Urban Redevelopment Commission be present at the next meeting of the Council. Council- man Lehman requested a roll call vote. Motion carried by a roll call vote of 9 ayes, 0 nays:. Councilman Glass requested a 5 minute recess. Request granted. Recess at 9:30 P.M. The Meeting reconvened at 9:35 P.M. OLD BUSINESS Councilman Tellson made a motion that Mr. Clem F. Hazinski, Traffic Engineer, be present at the next meeting of the Council in regard to the matter of the loading zone at the new Public Library. Councilman Muszynski seconded the motion. Motion carried. Councilman Tellson made a motion, seconded by Councilman Allen, that the Council Chambers be air - conditioned without delay. Motion carried. Councilman Tellson also made a motion, seconded by Councilman Allen, that Mr. Sabo, Clerk of the Board of Public Works and Safety, be present at the next regular meeting of the Council (May 9th) to explain what progress has been made toward renovating the Council Chambers. There being no further business to come before the Council, Councilman Lehman made a motion to adjourn. Councilman Muszynski seconded the motion.
