APRIL 11, 1960
Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in
the Council Chambers, City Hall, on Monday, April 11, 1960, with all members present except Councilman Coleman.
The Meeting was called to order at 5:09 P.M., by Councilman T. W. Lehman, Chairman, who presided.
ORDINANCE
AN ORDINANCE AMENDING AND SUPPLEMENTING ZONING ORDINANCE
NO. 3702, AS HERETOFORE AMENDED AND SUPPLEMENTED
(Miami and Ireland Road -- -Place and Company, Inc.)
This being the date heretofore set for public hearing on the above Ordinance, proponents and opponents were given
an- `opportunity to be heard on this Ordinance. Speaking in favor of the Ordinance were the following:

Joseph A. Roper, Attorney, representing Plance and Company, Inc., petitioners; Homer Hoyt, 3636 16th Street, N.W.,
Washington, D.C., Consulting Real Estate Economist; Andrew Place, 2501 Privet Lane; Virgil A. Place, 3223 Caroline.)
Street; Louis Walz, 3417 South Michigan Street; Mrs. Jack Davis, 4310 Miami Street; Mrs. John Grow, 4304 Miami St;

Speaking against the proposed Ordinance were the following:
R. Kent Rowe, Whitcomb & Keller Building, South Bend, representing remonstrators; Mrs. Avanel Reamer, 1136 Byron;
C. E. Campbell, 15210 Ireland Road; Sondra Essex, 1226 Catherwood Drive; John Kagel of the Down Town Council;
Charles E. Evans, 19770 Kern Road; representing Hoosier Suburbia; E. N. Robinson, 19390 E. Ireland Road.
Mr. Roper was heard in rebuttal and Mr. Rowe in Counter rebuttal.
Councilman Kroll made a motion for a five minute recess. Councilman Allen seconded the motion. Motion carried
and recess granted at 10:17 P.M.
The meeting reconvened at 10:23 P.M.
Councilman Muszynski made a motion that the Ordinance go to the Council as favorable. Councilman Kroll seconded
the motion. Motion carried.
ORDINANCE
AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN 1959 GENERAL STREET
IMPROVEMENT FUND $3,500.00
Proponents and opponents were given an opportunity to be heard on this Ordinance. Councilman Kroll made a motion
that the Ordinance go to the Council as favorable. Councilman Ladewski seconded the motion. Motion carried.
ORDINANCE
AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN FIRE DEPARTMENT
$1,200.00 AND CONTROLLER'S_'OFFICE $700.00
Proponents and opponents were given an opportunity to be heard on this Ordinance. Councilman Tellson made a motion
that the Ordinance go to the Council as favorable. Councilman Glass seconded the motion. Motion carried.
There being no further business to come before the Committee of the Whole, Councilman Muszynski made a motion to
adjourn. Councilman Kroll seconded the motion. Motion carried and the Committee of the Whole meeting adjourned
at 10:25 P.M.
