Be it remembered that the Common.Council of the City of South Bend, Indiana, met in the Council Chambers on March 14,
1960, at the hour of 10:15 P.M., in regular session in :accordance with the rules of the Council. The meeting was
called to order by the President Joseph T. Kroll, who thereafter presided.
ROLL CALL: PRESENT: Councilmen Kroll, Allen, Ladewski, Tellson, Coleman, Glass, Krueper, Lehman and
Muszynski
ABSENT: None.
REPORT OF THE COMMITTEE ON MINUTES:
To the Common Council of the City of South Bend:
Your Committee on the inspection and supervision of the minutes, would respectfully report that they have in-
spected the minutes of the previous meeting of the Council and found them correct. They therefore recommend that
the same be approved.

Councilman Glass made a motion that the report be accepted and placed on file. Councilman Ladewski seconded the
motion. Motion carried.
PETITION
Petition of Alice F. Barton, et al, to annex approximately 4E acres of land adjacent to the St. Joseph County Airport.
Councilman Muszynski made a motion that the petition be referred to the City Planning Commission. Councilman Lehman
seconded the motion. Motion carried.
REPORT OF THE COMMITTEE OF THE WHOLE
To the Common Council of the City of South Bend:
Your Committee of the Whole, to whom was referred ORDINANCE N0. , BEING AN ORDINANCE AMENDING ORDINANCE NO. 3702,
AS AMENDED, COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA (INDUSTRIAL FOUNDATION, INC.,
West of Maple Road), Respectfully report that they have examined the matter and that in their opinion it should be
reported favorable.

To the Common Council of the City of South Bend:
Your Committee of the Whole to whom was referred "An Ordinance of the City of South Bend, Indiana, appropriating
the sum of One Million Dollars ($1,000,000.00) to be applied to the cost of construction, re- construction and improve-
ment of streets, and expenses incurred in connection therewith ", respectfully report that they have examined the mattE
and that in their opinion it should be reported favorable.

Councilman Glass made a motion that the Report of the Committee of The Whole be accepted and placed on file. Council-
man Ladewski seconded the motion. Motion carried.

Respectfully report that they have examined the matter and that in their opinion it should be reported favorable
as amended.

The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays.
ORDINANCE NO. 4305 - - -60
AN ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING THE SUM OF ONE MILLION
DOLLARS ($1,000,000.00) TO BE APPLIED TO THE COST OF CONSTRUCTION, RE- CONSTRUCTION AND

The Clerk read the Ordinance for its third reading and it was passed by a roll call vote of 9 ayes and no nays, as
follows:

ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA
(REAL ESTATE INVOLVED LOCATED ON WILLIAMS STREET, NAVARRE STREET AND
PORTAGE AVENUE)
The Ordinance was given first reading by title and second reading in full. Councilman Coleman made a motion that
the Ordinance be set for public hearing on March 28, 1960. Councilman Krueper seconded the motion. Motion carried.

The Ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion that
the Ordinance be set for public hearing on March 2E, 1960. Councilman Lehman seconded the motion. Motion carried.

AN ORDINANCE AMENDING ORDINANCE NO. 3702, COMMONLY KNOWN AS THE ZONING
ORDINANCE OF THE CITY OF SOUTH BEND (Kaley and Kenwood)
The Ordinance was given first reading by title and second reading in full. Councilman Coleman made a motion for
suspension of rules. Councilman Muszynski seconded the motion. Motion carried by a roll call vote of 9 ayes, 0 nay.
The Clerk then gave the Ordinance third reading and it was passed by a roll call vote of 9 =ayes, 0 nays.
ORDINANCE
AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN 1959 GENERAL STREET IMPROVEMENT FUND
The Ordinance was given first reading by title and second reading in full. Councilman Coleman made a motion that
the Ordinance be set for public hearing on March 25, 1960. Councilman Lehman Seconded the motion. Motion carried,.

AN ORDINANCE FOR ADDITIONAL APPROPRIATIONS IN MORRIS CIVIC AUDITORIUM $20,000.00
The Ordinance was given first reading by title and second reading in full. Councilman Glass made a motion that the
Ordinance be set for Public Hearing on March 28, 1960. Councilman Coleman seconded the motion. Motion carried.
RESOLUTION
Councilman Lehman presented the following Resolution and moved its adoption, Councilman Allen seconded the motion.
Motion carried. Resolution adopted. (See next page).

R E S O L U T I O N
WHEREAS, God, in His Infinite Wisdom, has called from this life
LOU ADA SPITLER, mother of Freda G. Noble, City Clerk; and,
WHEREAS, her untimely death has brought much grief and sorrow to her
daughters, Mrs. Noble, Mrs. Eileen O'Brien, Mrs. Mildred
Schiltz and Mrs. Bette Harris, and her son Gerald G. Spitler.
NOW, THEREFORE, BE IT RESOLVED: That We, .the Common Council of the
City of South Bend, Indiana, do hereby extend to our City
Clerk, Freda G. Noble, and the entire family of LOU ADA
SPITLER, our sincere sympathy in this, their deepest hour
of sorrow; and,
BE IT FURTHER RESOLVED that a page be set aside in the Council Records
of the City of South Bend and this Resolution be copied
therein and a copy duly certified be sent to the City Clerk
and her family.

There being no further business to come before the Council, Councilman Muszynski made a motion to adjourn. Council-
man Tellson seconded the motion. Motion carried and the Council adjourned at 10:45 P.M.
