COMMITTEE OF THE WHOLE MEETING <br />REGULAR MEETING <br />COMMITTEE OF THE WHOLE MEETING <br />DECEMBER 14, 1959 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Committee of the Whole in the <br />Council Chambers, on Monday, December 14th, 1959, at 8 :10 P.M., with all members present. The meeting was called to <br />order by Councilman Joseph T. Kroll, Chairman, who presided. <br />ORDINANCE <br />AN ORDINANCE TO AMEND SECTIONS 6, 7, 8, 9, THE LAST PARAGRAPH OF SECTION 11, AND SECTION 14 OF <br />ORDINANCE NO. 3644 ENTITLED "AN ORDINANCE RELATING TO TRAFFIC AND REGULATING THE USE OF THE STREETS AND <br />HIGHWAYS OF THE CITY OF SOUTH BEND, INDIANA; CREATING AND DEFINING PARKING METER ZONES; PROVIDING FOR <br />THE DESIGNATION OF INDIVIDUAL PARKING SPACES; DEFINING AND PROVIDING FOR THE INSTALLATION, OPERATION AND <br />MAINTENANCE,.PURCHASE, LEASING, USE, SERVICING, REPAIR, REPLACEMENT, ACQUIRING AND REGULATION OF PARKING <br />METERS; PRESCRIBING PARKING TIME LIMITS; REQUIRING DEPOSITS OF COINS FOR THE USE OF PARKING METERS AND <br />PARKING METER ZONES AND PROVIDING FOR THE COLLECTION AND DISPOSITION OF SUCH COINS; REPEALING CONFLICTING <br />ORDINANCES; PROVIDING FOR THE ENFORCEMENT THEREOF; DEFINING OFFENSES AND PRESCRIBING PENALTIES; AND <br />PROVIDING THAT THE INVALIDITY OF PART SHALL NOT AFFECT-THE VALIDITY OF THE REMAINDER OF ORDINANCE" <br />PASSED JUNE 7, 1948, ALSO KNOWN AS SECTIONS 54, 57, 58 and 59 OF CHAPTER 29 OF THE MUNICIPAL CODE OF THE <br />CITY OF SOUTH BEND, INDIANA, 1949, GENERAL ORDINANCE NO. 3709. <br />Proponents and opponents were given an opportunity to be heard on this Ordinance. Councilman Glass made a motion tha <br />the Ordinance go to the Council as favorable. Councilman Korpal seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE TO AMEND SECTION 24 AND PARAGRAPH 4 OF SECTION 25 OF ARTICLE V OF ORDINANCE NO. 3200, AS <br />AMENDED ENTITLED "ORDINANCE PROVIDING FOR THE ADMINISTRATION AND ENFORCEMENT OF THE REGULATIONS GOVERNING <br />TRAFFIC UPON.THE PUBLIC STREETS OF THE CITY OF SOUTH BEND ESTABLISHING A CITY TRAFFIC ENGINEER AND SETTING <br />FORTH HIS DUTIES, ALSO ESTABLISHING A TRAFFIC BUREAU AND SETTING FORTH THE MEMBERSHIP AND DUTIES OF SUCH <br />BUREAU AND REPEALING SUCH PARTS OF ORDINANCES THAT MAY BE IN CONFLICT HEREWITH ONLY INSOFAR AS THEY CON - <br />FLICE AND SUPPLEMENTING THE TRAFFIC ORDINANCES, BUT IN NO WAY REPEALING THE INTENT OR PURPOSES OF SAID <br />ORDINANCES" PASSED - FEBRUARY 8, 1957, ALSO KNOWN AS CHAPTER 29, SECTION 16 AND SUB- SECTION (c) OF SECTION <br />17 OF THE MUNICIPAL CODE OF THE CITY OF SOUTH BEND,:INDIANA, 1949, GENERAL ORDINANCE NO. 3709., <br />Proponents and opponents were given an opportunity to be heard on this Ordinance. Councilman Glass made a motion tha <br />the public hearing on this Ordinance, be continued until the next meeting of the Council. Councilman Erler seconded <br />the motion. Upon roll call the motion was lost by a vote of 6 nays, 3 ayes. Councilman Muszynski then moved that <br />the Ordinance go to the Council as favorable. Councilman Korpal seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE FOR ADDITIONAL APPROPRIATION IN GENERAL STREET IMPROVEMENT FUND $130,000.00 <br />Proponents and opponents were given an opportunity to be heard on this Ordinance. Councilman Muszynski made a motion <br />that the Ordinance go to the Council as favorable. Councilman Glass seconded the motion. Motion carried. <br />There being no further business to come before the Committee of the Whole, Councilman Glass made a motion to adjourn. <br />Councilman Korpal seconded the motion.
